Your Excellency President Hassan Sheikh Mohamud,

President of the Federal Republic of Somalia,

Ladies and Gentlemen,

Allow me at the outset to congratulate His Excellency President Hassan Sheikh Mohamud on assuming the Presidency of the Federal Republic of Somalia, in an important step on the path toward reinforcing stability in Somalia, wishing him all success in steering the march of new Somalia. It is this brotherly Arab and African country that represents a pivotal importance in the Horn of Africa region.

Your Excellency the President

It gives me pleasure to welcome you today in your second country, Egypt, in a visit that reflects the profound and longstanding historical relations between our countries. Egypt has been at the forefront of countries which recognized the independence of Somalia in 1960, and kept its pledge to support Somalia to achieve security and stability.

We still mention, with all pride, Egypt’s martyrs, who paid their lives as a price for Somalia’s independence and for maintaining its territorial integrity and unity.

Today’s deliberations with His Excellency President Hassan Sheikh Mohamud, demonstrated the alignment of our views with regard to a multitude of bilateral and regional dossiers and issues of mutual concern. We reviewed all aspects of the ongoing cooperation between our countries and ways to further promote them to be commensurate with the level of the longstanding political bilateral relations between our countries.

During our consultations, we reviewed progress achieved in joint projects between Egypt and Somalia, and agreed on the importance of our joint action to strengthen economic development efforts in Somalia. This is in addition to efforts to open branches for Banque Misr, which were culminated at the beginning of this month when the Central Bank of Somalia issued the final license to Banque Misr to operate within the country. We hope this move will represent an additional step toward boosting Egypt’s commercial and investment presence in Somalia so as to achieve the benefits of the two sides. This shall also help cultivate closer cooperation in the fields of education and in efforts to combat terrorism and extremist ideology, by providing the necessary training to build the capacities of Somali cadres in various areas.

We discussed developments in the Ethiopian Renaissance Dam dossier and shared views regarding the danger of unilateral policies when implementing projects on international rivers. We also focused on the imperative of commitment to the principle of cooperation and prior consultation between the riparian countries to guarantee that none of them would get harmed. This comes in consistency with the relevant rules of international law and the need to reach, without delay, a legally-binding agreement on the filling and operation of the dam. This was stipulated in a presidential statement by the UN Security Council in September 2021 in order to preserve regional security and stability.

We also exchanged views on the overall regional situation and in the Horn of Africa region, which were priority issues topping our discussions today.  Our political will were aligned regarding the need to work together toward consolidating security and stability in the strategically important region of our continent. This is in addition to intensifying cooperation and coordination between Egypt and Somalia, regarding the security of the Red Sea. We reaffirmed the responsibility of the riparian states to formulate all policies related to the very vital waterway from an integrated perspective, taking into consideration the various development, economic and security aspects.

The Egyptian-Somali relations are characterized by the multiplicity of tributaries, within the framework of common interests. Egypt has always underscored its support for Somali efforts to promote peace and security in Somalia and eliminate terrorism. This sought to achieve the desired development in this brotherly country, overcome the current challenges, and realize the aspirations of the Somali people for a better future, that leads to Somalia restoring its position as an active and influential actor in the Horn of Africa region, and on the Arab and continental levels.

Once again, I would like to express my pleasure for your honorable visit, and my appreciation for our constructive discussions today. Our talks affirmed our mutual keenness on advancing bilateral cooperation between our two countries to achieve our common interests, wishing you and the brotherly people of Somalia, more progress and stability.
