Regional Ring Road Project

President Abdel Fattah El-Sisi witnessed the opening of a number of national projects in the roads and bridges, including the completion of the Regional Ring Road Project, and projects in the Nile axes, roads and bridges.

The state has succeeded in achieving a huge development leap in the roads sector at the level of the republic, developed roads and increasing efficiency of roads, launched new distinctive roads, and formed a strong transport network between all regions making them easy to access.

The Regional Ring Road is the most important project implemented in Egypt in the field of roads in four decades with international specifications. It connects all major highways, reduces congestion in Cairo and helps to prevent trucks carrying 5 tons or transit transport from entering the capital.

In 2002, JICA in Japan conducted an economic study which indicated that Egypt needs to build a ring road connecting the main highways away from Cairo. During the same year, the decision of making the Regional Ring Road was taken. The South Arch, which is 40 km long extending from South Dahshour to Fayoum Road, was implemented by the Ministry of Housing, but the lack of political will led to the implementation of this part only of the Regional Ring Road in more than 7 years. The work on the road was finished in 2011, and it was opened in 2012.

In 2013, the Armed Forces Engineering Corps implemented the Western Archway linking the Western Desert Road to the Cairo/Alexandria Desert Road. As President Abdel Fattah El-Sisi took over his post, the political will was present for completing the project, where the president included the Regional Ring Road Project in the National Road Project. The most difficult task was the implementation of the Northern Arch linking the governorates of El-Beheira, Giza, Menoufia, Gharbia, Qalyubia, Sharqia and Cairo. The difficulty of this stage was represented in passing the road through agricultural land containing large numbers of banks, canals, railway lines and there is more than 100 industrial works (bridges and tunnels, etc.). Thus, the Ministry of Transport fully implemented the Northern Arch of the intersection of Belbes Road to Cairo/Alexandria Desert Road in only 3 years, which is a real achievement.

The work of north-west arch was implemented in the Regional Ring Road extending from the intersection with the Cairo-Alexandria agricultural road in Banha to the intersection of the Cairo-Alexandria Desert road with a length of 57 kilometers at a total cost of LE 6.2 billion, and it is ready for the opening.

Dr. Hisham Arafat, Minister of Transport, confirmed that the road was opened experimentally for traffic since it is the most important part of the 400 km long Regional Ring Road around Greater Cairo. It solves the traffic problem in Menoufia. It serves 15 governorates and aims to link the main roads of these governorates. It also contributes to reducing high traffic on the current ring road around Greater Cairo by 50%.

He added that with the opening of the Northwest Arch, the state will reap the fruits of this road, which is considered the most important traffic project in the past 4 years since it will link all axes and main roads. It will also organize the traffic of heavy transport and trucks entering Greater Cairo and reduce congestion in its three governorates (Cairo, Giza and Qalyubia).

Major General Adel Turk, Head of the Roads and Bridges Authority, explained that this planned sector was the most difficult to open because of problems of expropriation to clear the road, which was a major challenge in implementing this project. He pointed out that this sector consists of 4 lanes in each direction. It is a free road without traffic intersections, where bridges and tunnels are used in U-turns, including 68 industrial works (25 bridges and 43 tunnels).

He said that the cost of implementing this sector amounted to LE 6.2 billion, including the compensation of the residents who were expropriated during the implementation of the project. He stressed the Authority's keenness to compensate the residents fairly. The compensation of the residents in some areas amounted to 50,000 and 60,000 pounds for the single carat. Every citizen and every person affected by the expropriation receives his right to the full.

Turk explained that the Authority contracted with the National Company for the establishment, development and management of roads belonging to the National Service Project in the Armed Forces to manage, operate and maintain this road after its opening in return for 50% of its revenues. Stations and service stations on both sides of the road were established, such as fuel stations, cafeterias, ambulance stations, and a security center to serve passengers and secure the road in implementation of the mandate of the President.

The Head of the Roads and Bridges Authority confirmed that with the opening of this sector, the decision to prevent the entry of trailers to Greater Cairo will be implemented and transferred to the Regional Ring. The implementation of the decision shall begin on the 15th of this month to reduce congestion and traffic densities on the old Ring Road and in Greater Cairo.

Turk added that the regional road, after its opening, will reduce 35% of the traffic on the Ring Road, which creates traffic liquidity inside the capital and thus the accident rate drops to more than 40%. He pointed out that the road has positive implications on the availability of flight time and low rate of fuel, which is positively affects the environment. The positive effects of the road also include reducing carbon emissions and operating costs. Thus, the regional road spares the driver heading from the port of Damietta to anywhere about two hours. Statistics indicate that the road will save the state billion pounds annually and will save 670 million pounds annually after shortening the trip time.

For his part, Eng. Alaa Saadawi, Secretary General of the Egyptian Transport Association, said that the Regional Ring project will contribute to reducing accident rates and traffic congestion in the old Ring Road, and will attract 30% at least of traffic from the old to new Ring Road.

He pointed out that the movement of goods coming from the ports of Port Said or Sokhna or Alexandria has become very close to the Regional Ring, which facilitates the link between the governorates of the republic and shorten the time of transport.

He added that the Regional Ring project contributes to reducing congestion on the old Ring Road and linking the agricultural and desert roads to facilitate the movement from Egypt-Alexandria Desert, to the agricultural road in a short time. The project connects the governorates of the republic.
