President Abdel Fattah El-Sisi heads to the Russian Federation to attend the BRICS summit held in the city of Kazan. The summit marks Egypt's first participation as a member of the group, since its official accession at the beginning of this year.

President El-Sisi also outlined Egypt's unwavering stance concerning the current developments in the Middle East and highlight Egypt's tireless and persistent efforts toward de-escalation and preventing the expansion of the conflict into a regional war, which poses a severe threat to the resources of the region's peoples and to regional and international peace and security.
President El-Sisi participated in the BRICS Plus summit, which includes BRICS member states as well as influential and friendly international countries and organizations. The President emphasized the crucial role of BRICS Plus meetings in promoting South-South cooperation.

The two Presidents held an expanded session of talks, during which President Putin welcomed President El-Sisi's visit to Russia. The Russian President expressed his pleasure at Egypt's inaugural participation as a member of the BRICS grouping. He emphasized that Egypt's membership adds value to the grouping's efforts and contributes to strengthening its role as a platform for promoting multilateral cooperation among developing countries.
President El-Sisi expressed his appreciation for participating in the summit, which is hosted by Russia, confirming Egypt's keenness on engaging in the functions and frameworks of the BRICS grouping. The President commended Russia's efforts during its presidency of the bloc and affirmed Egypt's significant interest in fostering closer cooperation with Russia—not only at the multilateral level, but also at the level of the rapidly evolving bilateral relations across various fields.This progress is grounded in the Comprehensive Strategic Partnership Agreement signed between the two countries in 2018.
President El-Sisi also lauded the two countries’ collaboration in numerous joint projects, particularly the establishment of the Russian Industrial Zone in the Suez Canal Economic Zone and the construction of El-Dabaa Nuclear Power Plant.

Ladies and Gentlemen,
Egypt firmly believes in the importance of strengthening the multilateral international system, with the United Nations and its agencies at the core, as the fundamental pillar for preserving the gains of peace, stability and development, and the strong guarantee for safeguarding international peace and security. However, the successive crises that have swept the world over the past years have demonstrated beyond doubt the inability of the international system to address fairly the conflicts around the world, in addition to the state of polarization and selectivity that has come to characterize the international system.
Ladies and Gentlemen,
The international developments have shown that the shortcomings of the current international system are not limited to political and security issues, but extend to economic and developmental issues as well. Developing countries suffer from the escalation of the debt problem and the lack of the necessary funding to achieve the Sustainable Development Goals, in addition to the high cost of financing and borrowing.From this standpoint, Egypt accords priority to taking tangible steps to ensure that the international community undertakes its role in providing soft financing to achieve development in developing countries, through the creation of innovative and effective mechanisms for financing development, and comprehensive mechanisms to ensure the sustainable management of developing countries’ debts.

I would also like to note that Egypt hosted last June the first international forum of the New Development Bank, which aims to introduce the bank's operations and the support it provides to the public and private sectors, and discuss prospects for future cooperation among the BRICS member states.
This is in light of our belief in the important role played by the New Development Bank in providing soft financing to support the implementation of development projects in developing countries, especially in the sectors of transportation, clean energy, digital infrastructure, and urban development.

The expansion of BRICS membership at the beginning of this year reflects the intention of the bloc countries to enhance multilateral cooperation and uphold the voice and interests of developing countries at various international and regional forums. From this standpoint, Egypt affirms its support for enhancing consultation and coordination among BRICS countries and intensifying cooperation to confront common international challenges, especially climate change, access to concessional financing, food security, mounting rates of poverty and hunger, and the widening digital and knowledge gap.
Egypt also stresses the importance of advancing cooperation frameworks in the field of financial settlements in local currencies, and investing in the comparative advantages of the bloc's countries to launch joint economic, investment and development projects, especially in the fields of agriculture, industry, digital transformation, and new and renewable energy. This is in addition to our support for the important role of the BRICS Business Council and the BRICS Women's Business Alliance in intensifying cooperation between the private sector and business owners in the member states, as they are key partners in efforts to achieve sustainable development.

Before I conclude my remarks, I would like to once again affirm Egypt's adherence to the principles and axes of action of the BRICS bloc, and its keenness to enhance cooperation among its countries in a way that contributes to maximizing its role in establishing security and stability, increasing global economic growth, and achieving the Sustainable Development Goals.

The President delivered Egypt’s speech, during which he affirmed that Egypt valued its first participation as a member of the BRICS since joining it at the beginning of the year, and the keenness it attached to enhancing its active engagement in all the bloc’s work mechanisms, within the framework of developing the strategic relations linking Egypt with the BRICS members.
The President valued the efforts made by the Russian presidency towards the BRICS this year across various fields and topics. This is in addition to Russia’s efforts in managing discussions pertinent to expanding the partnership with friendly and influential countries, in a way that reflects the common interest to develop the system of collective action and uphold the voice of developing countries in various international and regional forums.
In his speech, President El-Sisi focused on the escalating regional and international crises and conflicts, highlighting the urgent need for decisive action to ensure the effectiveness of the international system, which has demonstrably exposed its incapacity to address the humanitarian catastrophe in the Gaza Strip and the Israeli aggression on Lebanon, despite persistent warnings against the grave consequences of this conflict and its expansion. President El-Sisi underscored the utmost importance of the BRICS grouping and the vital role it could assume to advance the international system. The President outlined Egypt’s priorities in this regard, which focus on the importance of fostering closer joint cooperation to develop innovative and effective mechanisms for development financing, such as debt-for-climate swaps. This is in addition to levering the existing financing mechanisms, in light of the growing development financing gap of approximately $4 trillion in developing countries.
President El-Sisi called for concrete and effective actions to reform the global financial structure, including international financial institutions and multilateral development banks, to boost their responsiveness to the actual needs of developing countries. The President also stressed the need to cultivate closer cooperation among BRICS member state to address the negative repercussions of climate change. He underlined the need to capitalize on the comparative advantages of the bloc’s member states to implement joint projects in key economic sectors, primarily energy, infrastructure, transformative industries, sciences, technology and innovation. This is in addition to advancing frameworks for collaboration in local currency settlements. President El-Sisi also called for strengthening and expanding cultural engagement and cooperation among the peoples of BRICS member states.

President El-Sisi emphasized the need to defuse regional tensions and avoid escalations that could lead the entire region into serious confrontations that have negative repercussions on security and stability.

The two presidents reviewed the overall bilateral relations and ways to enhance them across various fields, as well as means to strengthen coordination between the two countries within multilateral frameworks, particularly the BRICS.
The two leaders commended the noticeable progress and positive milestones in the relations between the two countries since the establishment of their comprehensive strategic partnership in 2014, reaffirming their commitment to building on the momentum generated by President El-Sisi’s state visit to China in May 2024.
President El-Sisi expressed his appreciation for China's participation in many major economic projects in Egypt, particularly in infrastructure, transportation, and railways, and expressed Egypt's keenness to continue fruitful cooperation with China in manufacturing and technology transfer.

The President affirmed Egypt's firm position in support of the Palestinian Authority, and the need to unify efforts to preserve the capabilities of the Palestinian people and their legitimate rights to establish their state in accordance with international legitimacy resolutions. This is in addition to Egypt's rejection of attempts to liquidate the Palestinian issue.
The two presidents discussed efforts to stop the Israeli war on the Palestinian people in the Gaza Strip and violations in the West Bank. They stressed that it was important for the international community to clear and decisive position towards these practices in a way that ends the humanitarian plight of the Palestinian citizens in the Strip.
The Palestinian president expressed his appreciation for Egypt's continuous and tireless efforts to support the rights of the Palestinian people, and the efforts made by Egypt at various levels to support the Palestinian people and their just cause.

Our gathering today comes amid a precarious global landscape, characterized by intricate crises and challenges, witnessing a serious threat to the integrity and credibility of the multilateral international order and plagued by protectionism and unilateral policies. Amidst this prevailing fragmentation, Egypt advocates for the urgent need for solidarity among developing nations and the vital importance of forging closer South-South cooperation, as a key strategy to address the ongoing challenges. Egypt has consistently played a leading role in invigorating cooperation among developing countries, and has worked diligently to advance the interests and priorities of the Global South across various international arenas.
When addressing global challenges and crises, the current crisis in the Middle East, fueled by Israel’s persistent war, must be an essential aspect of any related discussion. Israel’s war has been raging for over a year against the besieged Palestinian people in the Gaza Strip, who have been enduring unspeakable forms of killing and terror. This, coupled with the expansion of the Israeli aggression into Lebanese territories, is a stark testament to the abandonment of and disregard for principles, the prevalence of double standards and the lack of accountability and justice, in our world and international system today, in the face of violations of international covenants and humanitarian law. This has resulted in an unprecedented humanitarian catastrophe and the ongoing expansion of the war. These developments demonstrate the imperative need for concerted international efforts to end the outrageous escalation in the region and prevent a slide into a full-scale war, particularly in light of the expansion of the conflicts into other countries in the region, their negative impact on maritime traffic in the Gulf of Aden and the Red Sea, and the disruption of international trade and the global supply chain.
Your Majesties and Excellencies,
Egypt highly appreciates BRICS Plus grouping as a platform to cultivate closer cooperation and consultations between the BRICS grouping and the Global South. In this regard, I would like to highlight the following points:
First:
It is crucial to leverage multilateral development banks to provide developing nations with greater access to concessional financing, notably climate finance. In this regard, we shall underscore the key role of the “New Development Bank” (NDB) and the “Asian Infrastructure Investment Bank” (AIIB) in offering the crucial concessional financing to enable developing countries to undertake development projects in multiple sectors.
Second:
We need to take full advantage the BRICS Plus meetings to boost South-South cooperation, promote knowledge sharing in an array of domains and implement mutually-beneficial joint projects. Here, I would like to reaffirm Egypt’s full dedication to fostering partnerships and initiatives aimed at enhancing technical cooperation and capacity-building projects with interested countries, and remains committed to sustaining these efforts.
Third:
It is imperative to maintain cooperation and consultations among developing nations to safeguard the effectiveness of the multilateral international system and to collectively oppose endeavors to impose unilateral policies that are detrimental to the interests of our nations.

This is in addition to Russia’s efforts in managing discussions pertinent to expanding the partnership with friendly and influential countries, in a way that reflects the common interest to develop the system of collective action and uphold the voice of developing countries in various international and regional forums.
In his speech, President El-Sisi focused on the escalating regional and international crises and conflicts, highlighting the urgent need for decisive action to ensure the effectiveness of the international system, which has demonstrably exposed its incapacity to address the humanitarian catastrophe in the Gaza Strip and the Israeli aggression on Lebanon, despite persistent warnings against the grave consequences of this conflict and its expansion. President El-Sisi underscored the utmost importance of the BRICS grouping and the vital role it could assume to advance the international system. The President outlined Egypt’s priorities in this regard, which focus on the importance of fostering closer joint cooperation to develop innovative and effective mechanisms for development financing, such as debt-for-climate swaps. This is in addition to levering the existing financing mechanisms, in light of the growing development financing gap of approximately $4 trillion in developing countries.
President El-Sisi called for concrete and effective actions to reform the global financial structure, including international financial institutions and multilateral development banks, to boost their responsiveness to the actual needs of developing countries. The President also stressed the need to cultivate closer cooperation among BRICS member state to address the negative repercussions of climate change. He underlined the need to capitalize on the comparative advantages of the bloc’s member states to implement joint projects in key economic sectors, primarily energy, infrastructure, transformative industries, sciences, technology and innovation. This is in addition to advancing frameworks for collaboration in local currency settlements. President El-Sisi also called for strengthening and expanding cultural engagement and cooperation among the peoples of BRICS member states.

The two presidents agreed on the importance of joint efforts to explore prospects for developing bilateral relations. They also exchanged views on developments in the region. President El-Sisi emphasized the need to defuse regional tensions and avoid escalations that could lead the entire region into serious confrontations that have negative repercussions on security and stability.
The President reviewed the intense Egyptian efforts and contacts aimed at promoting a path to de-escalation and achieving a ceasefire in Gaza and Lebanon, stressing the necessity of rallying international efforts to encourage all parties to positively engage with endeavors aimed at restoring calm in the region, so as to allow for addressing the humanitarian catastrophe experienced by civilians in Palestine and Lebanon.

President Abdel Fattah El-Sisi met with the President of the People's Republic of China, Xi Jinping, on the sidelines of the BRICS summit held in Kazan, Russian Federation.
The two presidents reviewed the overall bilateral relations and ways to enhance them across various fields, as well as means to strengthen coordination between the two countries within multilateral frameworks, particularly the BRICS.
The two leaders commended the noticeable progress and positive milestones in the relations between the two countries since the establishment of their comprehensive strategic partnership in 2014, reaffirming their commitment to building on the momentum generated by President El-Sisi’s state visit to China in May 2024.
President El-Sisi expressed his appreciation for China's participation in many major economic projects in Egypt, particularly in infrastructure, transportation, and railways, and expressed Egypt's keenness to continue fruitful cooperation with China in manufacturing and technology transfer.
The two presidents reviewed regional and international developments, particularly the situation in the Middle East, emphasizing the importance of immediate action to de-escalate tension and prevent the expansion of conflict to avoid a regional war that could have negative repercussions for all parties involved. Both leaders called for a permanent and comprehensive solution to the Palestinian issue through the launch of a political process that leads to the establishment of a Palestinian state in accordance with international legitimacy resolutions, viewing this as the optimal solution to ensure sustainable security in the region.

President Abdel Fattah El-Sisi met with Palestinian President Mahmoud Abbas, on the sidelines of the BRICS Summit in Kazan, Russia.
The President affirmed Egypt's firm position in support of the Palestinian Authority, and the need to unify efforts to preserve the capabilities of the Palestinian people and their legitimate rights to establish their state in accordance with international legitimacy resolutions. This is in addition to Egypt's rejection of attempts to liquidate the Palestinian issue.
The two presidents discussed efforts to stop the Israeli war on the Palestinian people in the Gaza Strip and violations in the West Bank. They stressed that it was important for the international community to clear and decisive position towards these practices in a way that ends the humanitarian plight of the Palestinian citizens in the Strip.
The Palestinian president expressed his appreciation for Egypt's continuous and tireless efforts to support the rights of the Palestinian people, and the efforts made by Egypt at various levels to support the Palestinian people and their just cause.

I would like, once again, to express my appreciation to His Excellency, President Vladimir Putin, for his invitation to today’s meeting, which convenes under the expanded BRICS Plus format.
I also extend a warm welcome to the heads of state and government attending today’s meeting, which underscores the growing significance of the BRICS grouping, a partnership founded on the principles of cooperation and mutual respect among the states. This gathering also emphasizes the bloc’s dedication to fostering closer and more productive consultations and coordination with friendly and influential nations, beyond our group, to collectively advance our shared goals.
Ladies and gentlemen,
Our gathering today comes amid a precarious global landscape, characterized by intricate crises and challenges, witnessing a serious threat to the integrity and credibility of the multilateral international order and plagued by protectionism and unilateral policies. Amidst this prevailing fragmentation, Egypt advocates for the urgent need for solidarity among developing nations and the vital importance of forging closer South-South cooperation, as a key strategy to address the ongoing challenges. Egypt has consistently played a leading role in invigorating cooperation among developing countries, and has worked diligently to advance the interests and priorities of the Global South across various international arenas.
When addressing global challenges and crises, the current crisis in the Middle East, fueled by Israel’s persistent war, must be an essential aspect of any related discussion. Israel’s war has been raging for over a year against the besieged Palestinian people in the Gaza Strip, who have been enduring unspeakable forms of killing and terror. This, coupled with the expansion of the Israeli aggression into Lebanese territories, is a stark testament to the abandonment of and disregard for principles, the prevalence of double standards and the lack of accountability and justice, in our world and international system today, in the face of violations of international covenants and humanitarian law. This has resulted in an unprecedented humanitarian catastrophe and the ongoing expansion of the war. These developments demonstrate the imperative need for concerted international efforts to end the outrageous escalation in the region and prevent a slide into a full-scale war, particularly in light of the expansion of the conflicts into other countries in the region, their negative impact on maritime traffic in the Gulf of Aden and the Red Sea, and the disruption of international trade and the global supply chain.
Your Majesties and Excellencies,
Egypt highly appreciates BRICS Plus grouping as a platform to cultivate closer cooperation and consultations between the BRICS grouping and the Global South. In this regard, I would like to highlight the following points:
First:
It is crucial to leverage multilateral development banks to provide developing nations with greater access to concessional financing, notably climate finance. In this regard, we shall underscore the key role of the “New Development Bank” (NDB) and the “Asian Infrastructure Investment Bank” (AIIB) in offering the crucial concessional financing to enable developing countries to undertake development projects in multiple sectors.
Second:
We need to take full advantage the BRICS Plus meetings to boost South-South cooperation, promote knowledge sharing in an array of domains and implement mutually-beneficial joint projects. Here, I would like to reaffirm Egypt’s full dedication to fostering partnerships and initiatives aimed at enhancing technical cooperation and capacity-building projects with interested countries, and remains committed to sustaining these efforts.
Third:
It is imperative to maintain cooperation and consultations among developing nations to safeguard the effectiveness of the multilateral international system and to collectively oppose endeavors to impose unilateral policies that are detrimental to the interests of our nations.

President Abdel Fattah El-Sisi met with South African President Cyril Ramaphosa on the sidelines of the BRICS summit held in Kazan, Russia.
The two presidents confirmed interest in enhancing bilateral relations to set an example of what can be achieved at the continental level, in addition to continue strengthening and diversifying cooperation frameworks across various political, economic, and security levels, reflecting the strong historical ties between the two brotherly countries.
The meeting also addressed regional conditions. The two presidents reviewed Egypt and South Africa's efforts to support the Palestinian issue and the legitimate rights of the Palestinian people. The two presidents affirmed continuing consultations and cooperation at all levels to achieve calm in the region and reach
a ceasefire in Gaza and Lebanon, also to prevent violations in the West Bank, and support the establishment of an independent Palestinian state, which would achieve security and stability for all peoples in the region.
In this context, both presidents highlighted the importance of access to urgent humanitarian aid in Gaza. The South African president expressed appreciation for Egypt's pivotal role in this regard.
The two presidents discussed ways to promote African development priorities on the global agenda, particularly within the BRICS framework that Egypt has joined as a full member. Both presidents reiterated their commitment to continue working together to achieve the interests of African peoples and developing countries.
