The New Mansoura University, NMU, aims to be a smart university that provides outstanding educational programs, and thus contribute to qualifying graduates with the necessary professional and personal skills.
- New Mansoura University is a public educational facility with special characteristics. It is legally represented by its President. The university conducts its activities pursuant to the provisions of private and state-owned universities act No. 12 of 2009, its executive regulations and other relevant laws.
- The university aims to compete globally in the fields of science and technology and culture development, maintain the Egyptian identity and strengthen bonds among Arab and African countries, by providing high quality education that promotes innovation and qualifies a generation capable of assuming leadership, regionally and internationally.
- The university is considered one from the generation of smart universities. It adopts various programs that take into account the needs of the current and future labor markets locally, regionally and internationally. It seeks to offer its graduates the opportunity to compete for future jobs.
- The university awards academic degrees in several academic disciplines. It grants a Diploma Certificate, Bachelor's degree, Master's degree and Doctoral degree.
- The university has a Board of Trustees, formed of fifteen members of senior scientists, specialized professors, experts, public figures and representatives of the industrial and service sectors of society. They were selected for the first time by the Minister of Higher Education. A representative of the government is also selected by the minister in charge of higher education, for a period of four years.
- The President of the University was appointed for four years by a decision of the Board of Trustees, after the approval of the Minister of Higher Education. He is chosen from the top three selected by a specialized committee, formed upon a decision by the Minister of Higher Education. The aforementioned committee examines the documents provided by the applicants and ranks them, in line with a public advertisement published in the domestic, regional and international academic community.
- The President of the University is responsible for administering the technical and administrative work of the university, and for implementing the research and academic objectives and plans set for the university. The President shall have one or more vice-presidents to assist him/her with the assigned tasks.
- The university is non-profitable. The State supports it financially to reduce the financial deficit that may arise in its early years of study so that the university can carry out its tasks. The financial surplus, once achieved, should be re-injected into the university's budget to develop and enhance its educational and research efficiency, serve the community and environment, provide care for the students and fund scholarships for their superiors.
- The university funds are public funds, subject to oversight by the Central Auditing Organization.
- University recruitment takes place through contracting and not permanent employment, and in accordance with the university's rules of procedure.
- The university has internal regulations it abides by after it has been approved by the Board of Trustees.
- The university is treated the same as public universities in dealing with government institutions and trade unions.

It also includes an administration building, a conference hall, a central library, student services, university hospital, oral and dental hospital, indoor gyms, open courts, a gym, open outdoor exhibitions, a mosque on an area of 500 square meters, separate dorms for male and female students, faculty and staff residence, parking area, and green spaces.
The buildings cover about 21% of the total area of the university, while the rest is dedicated to roads, parking lots, green spaces, and open spaces for students.
