Joint Political Declaration to Elevate Relations between Egypt and Somalia to Strategic Partnership

Within the framework of the historical friendship and fraternity bonds that have united the leaderships, governments and peoples of both Egypt and Somalia for thousands of years, also in light of the steady and tangible growth these relations witnessed in various fields politically, militarily and economically, and in recognition by the two political leaderships of the unity of destiny and the convergence of the interests and aspirations of the two peoples for a prosperous and secure future, while taking into account the common threats to security and peace in the Horn of Africa and the Red Sea; it was agreed to elevate bilateral relations between the Arab Republic of Egypt and the Federal Republic of Somalia to the level of strategic partnership, with the aim of continuing to advance cooperation to contribute to underpinning security and stability, and achieving sustainable economic development for the two brotherly countries, in a manner that safeguards the capabilities, sovereignty, unity and integrity of their territories.

Elevating bilateral relations to the level of strategic partnership includes the following measures:

Political Consultation:

Conducting annual political consultations at the presidential level between the two countries to follow-up on the developments of overall bilateral relations, and directing them to open new horizons and areas of bilateral cooperation to achieve common goals.

Conducting semi-annual political consultations between the foreign ministers of the two countries to follow-up on the implementation of presidential directives aimed at advancing bilateral relations, and submitting relevant reports and recommendations to the two political leaderships, which contributes to further building, strengthening and developing bilateral relations across various fields.

Encouraging the ministers concerned with the various fields in the two governments to consult periodically and explore ways and procedures to enhance cooperation in the areas that fall within their jurisdiction.

Forming a committee at the level of senior officials at the foreign ministries of both countries to follow-up on the implementation of the outcomes of consultations between different parties to present them to the foreign ministers, and submit recommendations to the two presidents.

Military and Security Cooperation:

The Arab Republic of Egypt will continue to provide military support to the Federal Republic of Somalia under the military cooperation protocol signed on August 14, 2024, in order for Somalia to be able to combat and eradicate terrorism by benefiting from Egypt’s capabilities and expertise in this field.

The two countries' defense ministries will discuss ways to enhance military relations, especially in the areas of training and armament, and work to meet the needs of the Somali National Army in various military fields, with a focus on combating terrorism and securing land and sea borders.

The enhancement of cooperation in counterterrorism through specialized training and the exchange of information between the relevant agencies in the two countries, so as to help Somalia achieve the goal of eradicating terrorism and extending state control over all its territories.

The continuation of the enhancement of cooperation between the Egyptian Ministry of Interior and the Somali Ministry of Internal Security within the scope of their work, especially enhancing the capabilities of law enforcement agencies.

Education, Culture and Capacity Building:

Boosting cooperation between the two countries in building the capacities of the Somali side in various educational fields, whether through scholarships offered by Egypt to Somali students at Egyptian universities or scholarships offered by Al-Azhar for study and specialized training in addition to the dissemination and development of the use of the Arabic language in Somalia.

Fostering cooperation in building Somali capacities in various priority areas for both sides that contribute to developing relations between the peoples of the two countries, and also contribute to achieving prosperity and sustainable development, including diplomatic work, parliamentary work, the judiciary, agriculture, culture, media, medicine, health, and others.

Judicial Cooperation:

Transferring Egyptian expertise to the Somali side to rehabilitate the judicial system in the country, providing legal and technical support to Somali cadres to complete the drafting of a new constitution for the country, preparing draft laws complementing the constitution, and training young Somali parliamentarians to qualify them to undertake various parliamentary tasks.

Cooperation in Election Management:

Relevant Egyptian authorities shall provide the necessary legal, technical and procedural support to the Somali side in order to be able to hold and manage elections in accordance with a Somali national vision.

Economic Cooperation:

Enhancing trade and investment between Egypt and Somalia to be commensurate with political relations by increasing trade exchange, encouraging direct investments in priority areas, holding business forums, exchanging visits, and participating in specialized exhibitions and trade events hosted by the two countries, and working to overcome obstacles that prevent the enhancement of economic relations, including the conclusion of bilateral agreements aimed at increasing the rates of trade and investment between them.

In this regard, the following priority sectors have been identified to advance overall economic relations between the two countries:

1- Agriculture and livestock.

2- Fishing and fish farming.

3- Construction and building.

4- Transportation.

5- Financial and banking services.

6- Oil and gas, new and renewable energy.
