Today, President Abdel Fattah El-Sisi delivered a speech during the Seventh Mid-Year Coordination Summit Meeting of the African Union.
The President delivered the speech in his capacity as the current Chairman of the North African Regional Capability (NARC).
President El-Sisi outlined Egypt's efforts to enhance the readiness of the regional capability and ensure its preparedness to promote peace on the African continent.
Following is the text of the speech:
Your Excellency, President João Lourenço, President of the Republic of Angola and Chairperson of the African Union,
Your Excellency President Teodoro Obiang, President of the Republic of Equatorial Guinea,
Mr. Mahmoud Ali Youssouf, Chairperson of the African Union Commission,
Your Excellencies the Heads of State and Government,
Ladies and Gentlemen,
I commence my remarks by extending my sincere appreciation and gratitude to my brother, His Excellency President Teodoro Obiang, President of the Republic of Equatorial Guinea, for the warm welcome and hospitality. I also extend my sincere appreciation to my brother, His Excellency President João Lourenço, President of the Republic of Angola, for his wise leadership of joint African action.
I would also like to extend my congratulations and sincere appreciation to the new leadership of the Commission, headed by Mr. Mahmoud Ali Youssef. I affirm our support for his ambitious agenda to reform the organization's work and improve its efficiency and performance.
Dear attendees,
Our continent faces a multitude of complex and intertwined geopolitical challenges, ranging from armed conflicts to the spread of terrorism, to transnational organized crime, in addition to the repercussions of climate change. These challenges threaten security, stability, and development in Africa and require our concerted efforts to address them.
From this standpoint, activating and strengthening regional mechanisms concerned with maintaining peace and security in the continent has become imperative. Therefore, the importance of the African Standby Force emerges as a fundamental pillar of the African Peace and Security Architecture, building on its regional components, such as the North African Regional Capability, of which Egypt holds the rotating presidency this year. This architecture provides a multidimensional, fully equipped force that enjoys operational and readiness capabilities to deploy to support and maintain peace.
Honorable attendees,
The implementation of the tasks of the components of the African Standby Force, including the North African Regional Capability, in supporting efforts to prevent conflict, respond rapidly to crises, and maintain and build peace, requires close coordination with the African Union Commission and the various geographical regions. It also requires the provision of sustainable funding for the capability’s activities, particularly for capacity building, to achieve full readiness for it, whenever deemed necessary.
The North African Regional Capability has taken positive steps in this direction. The Chiefs of Staff and Ministers of Defense meetings, held in Cairo at the beginning of this year, approved the plan of activities and programs and launched financial and administrative reforms. This is in addition to reviewing and updating its operating procedures to align with its counterparts in the African Union, thus achieving financial sustainability and efficient planning and spending.
The Executive Secretariat of the North Africa Regional Capability, along with the planning, training, and evaluation bodies, exert valuable efforts within the region to enhance operational readiness. This contributed to the completion of the final requirements for the Capability's readiness, with the implementation of a field exercise in Algeria. The exercise aimed to achieve harmony and coordination among the three components; military, police, and civilian, and to foster a deeper understanding of their roles in any peacekeeping missions assigned to them.

Egypt's efforts to enhance the capability of the Northern region come within the framework of our full belief in the importance of readiness to protect the resources of the peoples of our continent, safeguard them from various challenges, and realize their aspirations for security, stability, and prosperity.
In conclusion, Egypt affirms its full commitment to supporting the North African Regional Capability, within its broader interest in activating the African Peace and Security Architecture and within the framework of Egypt's leadership in the field of post-conflict reconstruction and development. This is based on our firm belief that peace is the foundation of development, and integration is our path to a better future for our beloved continent.
