El-Sisi Heads to Beijing

The Spokesman for the Egyptian Presidency said that President El-Sisi’s participation in the summit comes within the framework of the importance of the international Belt and Road Initiative and Egypt's keenness to interact with it as Egypt is one of China’s main partners in the initiative in light of the strategic importance of the Suez Canal as one of the most important sea lanes for international trade. This is in addition to the importance of the major national projects implemented in Egypt, such as the economic zone of the Suez Canal Axis, for this initiative and the consistency of the initiative's axes with many of Egypt's development priorities and national plans in accordance with Egypt Vision 2030 Sustainable Development Strategy, as well as the comprehensive strategic partnership between Egypt and China.

The visit will also include talks between President El-Sisi and the Chinese president to discuss means of strengthening the strategic partnership between the two countries and build on the qualitative leap in the bilateral relations in the past few years for achieving the common interests of the two countries and friendly peoples. This is in addition to continuing consultations and bilateral coordination on a number of regional and international issues of common concern. President El-Sisi will also hold meetings with a number of officials and prominent Chinese businessmen to discuss ways of boosting cooperation in economic, trade and investment fields between the two sides.

On the sidelines of the summit, President El-Sisi will hold meetings with a number of heads of states and governments to discuss ways of boosting bilateral cooperation and hold consultations on various regional and international issues.

 

First Day Events:

El-Sisi Receives UAE Vice-President

During his visit to the Chinese capital, President Abdel Fattah El-Sisi met at his residence his Highness Sheikh Mohammed bin Rashid Al-Maktoum, the Vice-President, Prime Minister of the UAE and Ruler of Dubai.

During the meeting, President El-Sisi stressed the remarkable development in the bilateral cooperation in various fields with the UAE and asked his Highness to send his greetings to His Highness Sheikh Khalifa bin Zayed Al-Nahyan, President of the UAE. He said that the Egyptian government and people appreciate the UAE and that the relations between the two countries represent an exemplary model to be followed among the Arab brothers.

Sheikh Mohammed stressed the importance of the two countries' relations and brotherhood, praising the historic national role of Egypt and its keenness to safeguard the Arab interests and strengthen the foundations of peace and stability in the region. He stressed the keenness of the UAE to strengthen cooperation and solidarity with Egypt in order to consolidate the values of peace, tolerance and stability in the region. Sheikh Mohammed also commended the successful steps taken by Egypt in the course of economic and monetary reform and the clear results achieved in this framework and reflected on the overall indicators of the Egyptian economy.

His Highness Sheikh Mohammed congratulated the President and the Egyptian people on the success of the referendum on the constitution amendments and the high participation rate of all segments of the Egyptian people.

The Spokesman for the Egyptian Presidency said that the meeting tackled aspects of cooperation between the two countries and means of boosting them in all fields, as well as continuing coordination at various levels to serve the interests of both countries. In this context, the President praised the great development witnessed by the UAE and the role played by the Emirate of Dubai under the wise leadership of His Highness Sheikh Mohammed bin Rashid in the fields of investment, technology and new fields such as knowledge, excellence and the sciences of the future, making the UAE a pioneer in the field of development in the region and the whole world.

The two sides also tackled the political development in the region and exchanged views on a number of regional issues and issues of common concern.

 

El-Sisi Held Meetings with His Chinese Counterpart

Today, President Abdel Fattah El-Sisi held a meeting with his Chinese counterpart, Xi Jinping, at the Great Hall of the People in Beijing.

The Spokesman of the Egyptian Presidency stated that the Chinese President welcomed President El-Sisi, thanking his Excellency for accepting the invitation to participate in the Summit of the Belt and Road Forum for International Cooperation. He also congratulated El-Sisi on the occasion of the Sinai Liberation Day, confirming Egypt’s great position and civilization that are highly appreciated by the Chinese people. He also praised Egypt’s achievements in the field of development and economic reform as well in realizing security and stability and implementing many major national projects, which helped encourage Chinese companies to work in Egypt to benefit from the promising investment opportunities offered by these projects, stressing the support of the Chinese government to the development process in Egypt.

El-Sisi expressed his appreciation for the kind hospitality and warm reception, extending his congratulations to President Xi Jinping on the occasion of the 70th anniversary of the founding of the People's Republic of China in October. EL-Sisi stressed the importance of participating in the Summit of the Belt and Road Forum for International Cooperation, taking into account the role of the Belt and Road Initiative in promoting comprehensive development and realizing the aspirations of our peoples for stability and prosperity. The President also noted that his visit to China, the sixth visit in the past five years, reflected Egypt’s keenness to boost cooperation and strategic partnership between the two countries.

The meeting also reviewed means of supporting and activating the Belt and Road Initiative. The President affirmed that Egypt’s chairmanship of the African Union provides an important strategic dimension to Egypt's active participation in the Belt and Road Initiative in light of Beijing’s keenness to be in close coordination with Africa to achieve its developmental priorities through the plan for jointly building the Belt and Road, the United Nations Sustainable Development Agenda 2030, the 2063 Agenda of the African Union and the other developmental strategies of the African countries. He expressed his keenness to maintain bilateral cooperation in Africa and showed Egypt's support for the developmental projects within the framework of the Belt and Road Initiative at the level of Africa and the Arab world. The President also stressed the importance of strengthening the partnership with the Belt and Road Initiative, making use of Egypt's capacities and capabilities to strengthen the initiative and expand its contribution to the promotion of sustainable development, and extending the bridges of cultural, artistic and intellectual communication between nations and peoples. El-Sisi pointed out that the Suez Canal and its economic zone welcome to be a bridge for this cultural convergence and cooperation between the two countries, especially through expansions in the Chinese industrial city in Egypt.

The meeting also reviewed a number of files related to bilateral cooperation in various fields, especially economic, trade, investment and security. The talks also touched on a number of regional issues of common concern. The Chinese president expressed his country's support for the Egyptian efforts in the fight against terrorism and uprooting extremism from the Middle East region. The two sides also agreed on the importance of working on reaching political solutions to crises in the Middle East; they also agreed to continue their coordination in international frameworks and fora.

 

El-Sisi Meets Chairman of the Chinese People's Political Consultative Conference

President Abdel Fattah El-Sisi met today with the Chairman of the Chinese People's Political Consultative Conference and member of Politburo Standing Committee of the Communist Party of China, Wang Yang.

The Spokesman for the Egyptian presidency of the Republic stated that the Chinese People's Political Consultative Conference is one of the main and important Chinese institutions responsible for controlling the enforcement of laws and regulations in China and pursuing political policies and economic, cultural and social issues and having consultations on them.

During the meeting, Yang welcomed El-Sisi’s visit to China, referring to the historical and extended friendship of the two countries and the Egyptian and Chinese peoples. He also stressed his country's eagerness to develop bilateral cooperation between the two countries at various levels, especially with Egypt's development and economic renaissance.

The spokesman stated that the President commended the development of historic bilateral relations between Egypt and China until it elevated to the "comprehensive strategic partnership" level. His Excellency confirmed that Egypt is always seeking to improve its relations with China in all areas and expand and diversify different cooperation frameworks.

The President welcomed the Belt and Road initiative for it supports the cooperation and coordination between the two countries at the bilateral level and joint cooperation in the African continent in the scope of the Arab states, noting that he inspires that the initiative would increase the volume of the international trade as well as transportation through Suez Canal.

President El-Sisi presented the most important features of the Egyptian role leading to the establishment of peace, security and stability in the region, whether through the comprehensive war against terrorism and its endeavors to mobilize international efforts, especially in cooperation with brotherly states, on top of which is China. This role helps uproot terrorism in all its forms from all its sources, dry out the sources financing and supporting it. The spokesman stated that the meeting reviewed the bilateral cooperation aspects between the two countries, where the President expressed his aspiration to encourage Chinese companies to invest more in Egypt, noting Egypt's features that help those companies to market their products in many countries, as well as the support that the Chinese companies received by the Egyptian State.

Yang stressed that Egypt is going through the process of economic reform, development renaissance and a stable political and security status. It is a promising market for Chinese investments and companies, he added. He also stressed his country's eagerness to strengthen strategic cooperation with Egypt and study means to promote trade between the two countries.

First, I’d like to thank
I would like to deeply thank President Xi Jinping and the friendly Chinese people for the warm welcome and generous hospitality. I would also like to congratulate you, Mr. President, on the upcoming 70th anniversary of the founding of the People's Republic of China, which Egypt, as the first Arab and African country, recognized.

My presence with you today, on my sixth visit to your friendly country during the past five years, is the best proof of the depth and solidity of the relations between two countries with no doubt. They represent the oldest civilizations in human history, which were manifested in the Declaration of the Comprehensive Strategic Partnership between Egypt and China 2014 and was implemented on the ground in 2016 through an executive program. Such program aims to strengthen this partnership during the next five years and in a manner that establishes a framework governing cooperation with a partner who’s fully aware of our common interests, both in the bilateral framework in various fields or at the international and regional levels in general, and a link to security and stability of logic Middle East in particular.

Ladies and Gentlemen,
My keenness to accept the invitation of my friend, President Xi Jinping, to participate in this summit stems from Egypt's interest in the Belt and Road initiative. We believe that the commonalities and common challenges that bring us together as States parties, along with the vision on which the initiative, its aspects and projects were founded, should form the basis of cooperation between its parties to realize the aspirations of our peoples and the interests of our States towards stability and development.

In line with the above, the initiative addresses vital sectors and areas of priority for us within the framework of Egypt 2030 Vision for Sustainable Development, such as upgrading the infrastructure in the fields of transport, energy, information technology and utility interconnectivity projects. These sectors are compatible with our development priorities in terms of stimulating economic growth and industrialization, promoting trade and economic cooperation, increasing intra-trade and financial integration and increasing communication among peoples through the promotion of cultural exchange.

The objectives of the initiative are consistent with our efforts to launch a number of mega-projects with high returns and diversified investment opportunities, on top of which is the Suez Canal zone development that is based on the establishment of an industrial, commercial and logistic center that provides promising opportunities for Chinese companies, the member states of the initiative and the various countries of the world wishing to benefit from Egypt's strategic position as a center for production and re-export of products to various countries of the world, especially those with which we have free trade agreements, the Arab region, Africa and Europe, in particular.

Simultaneously, an ambitious program of economic reform, based on a package of financial and monetary measures, is being implemented to address structural imbalances, control the public budget and provide an enabling environment for attracting foreign investments, all of which reflected in the Egyptian economic indicators boom. In addition, Egypt has developed its capacity to produce and provide energy and diversify its resources in a way that makes it a regional energy source, especially in view of its strategic location on both sides of the Suez Canal, so as to be able to deliver, store and circulate petroleum and gas products since Egypt is the center of the movement of cargo among Asian, Middle Eastern and European markets.

Ladies and Gentlemen,
Our vision towards promoting cooperation and regional integration is compatible with the Belt and Road Initiative. In the Arab context, the Arab-Chinese relations have witnessed an important breakthrough since the first Summit of the Belt and Road Initiative in May, 2017. The Eighth Session of the Ministerial Meeting of the China-Arab Cooperation Forum was held in Beijing in July, 2018. The Arab-Chinese Executive Declaration on the Belt and Road Initiative was adopted. There are proposals for electricity linkage projects that are currently being studied among a number of Arab countries and some of the initiative parties.

At the African level, the current Egyptian chairmanship of the African Union provides an important dimension to the Belt and Road Initiative. The Summit of the Forum on China-Africa Cooperation in September 2018 affirmed China's keenness to coordinate with African countries on the various issues addressed by the Summit, especially the AU Agenda 2063 and the Un Agenda 2030. All of these dimensions converge with the priorities presented by Egypt at the recent African Summit as axes for promoting African joint action, achieving development, peace and security in our African continent, as well as African economic integration regional integration and developing the infrastructure.

Accordingly, we welcome launching new partnerships and strengthening existing partnerships within the framework of the Belt and Road Initiative with China and other parties of the Initiative to contribute to the enhancement of the continent's efforts to achieve the goals of sustainable development and to improve the standard of living of African citizens. An example of so is implementing the Cape to Cairo Road, aiming at increasing trade and inter-investment flows. Similarly, we look forward to establishing partnerships in the framework of the implementation of the Maritime Linkage Project between Lake Victoria and the Mediterranean as one of the COMESA projects of top priority for it would achieve multiple economic and trade interests regarding linking the countries in this navigation course.

I take this opportunity to call on funding companies and institutions within the framework of the Belt and Road Initiative to contribute to such projects. As you know, the initiative and other projects’ success requires the provision of the necessary financing, under conditions that are compatible with those of the developing and least developed countries, especially in our African continent in a manner that does not add burdens over their shoulders. Therefore, this requires joint action through effective partnerships between governments, funding institutions and the private sector so as to ensure the necessary flows to bridge the financing gap.

In conclusion, I would like to express my hope that this forum and its substantive discussions would be a success and would bring about concrete outcomes on which we can build on in the future so the tracks and projects of the Initiative can contribute to the promotion of sustainable development and build communication bridges between us.

El-Sisi Meets Prominent Chinese Businessmen

The Spokesman for the Egyptian Presidency said that the President welcomed the meeting of the heads and representatives of the major Chinese companies. He stressed the depth and durability of the strategic relations between Egypt and China, which was reflected in his frequent visits to China and his meeting with President Xi Jinping, thus contributing to improving the level of cooperation between the two countries.

The President also stressed the state's eagerness to overcome the various obstacles that Chinese companies might face in Egypt to promote economic and trade cooperation with them, develop common investments to benefit from opportunities and increase Chinese investments in Egypt whether through the expansion of Chinese companies investing in Egypt or the Chinese companies’ entry to invest in various economic sectors.

President El-Sisi commended China's development experience as it represents a success story and an outstanding economic model that is based on maximizing the role of knowledge and technological innovation. He said that Egypt is keen make use of that experience by intensifying cooperation with Chinese companies. His Excellency made it clear that the giant projects being carried out in Egypt provide various investment opportunities, on top of which is the development of the Suez Canal area project that includes the Chinese industrial area as well as major industrial and logistics areas. Such projects aim to provide promising opportunities for Chinese companies seeking to take advantage of Egypt's strategic location as a center for production and products re-exportation to various countries of the world with which we have free trade agreements, especially in the Arab region, Africa and Europe.

The President stressed that Egypt's development priorities are compatible with those of the "Belt and Road" initiative announced by the Chinese President to enhance trade and economic cooperation between the initiative countries, including Egypt, and to strengthen coordination among them towards an increasing the interest of linking facilities between these states and applying policies that contribute to increasing the movement of trade. He pointed in this framework to the role of the Suez Canal as well as the port network developed and implemented in Egypt that contributes to the promotion and support of the Belt and Road initiative to facilitate the international trade movement.

Welcoming to cooperate and enter into partnerships with Chinese companies, the President stressed that it is important to take into account the transfer and indigenization of technology, the financial cost of various projects and the speed of their implementation, while Egypt is keen to accelerate the development process and keep pace with progress.

The meeting witnessed an open dialogue with the heads and representatives of Chinese companies, who expressed their admiration for the positive changes in Egypt, what they observed from the development taking place in the Egyptian Market and the Egyptian officials’ keenness to accelerate the development process. They welcomed the intensification of cooperation with Egypt to achieve the common interests of both sides and reviewed their plans to invest in Egypt or expand its existing projects in many areas.

 

El-Sisi Meets Putin on Belt and Road Forum Sidelines

The Spokesman for the Egyptian presidency said that the Russian President congratulated President El-Sisi on the success of the recent referendum on the amendment of the constitution and the broad participation of the Egyptian people, which paves the way for continuing the development process and construction in Egypt that enjoys security and stability.

Putin also pointed to the importance he attaches to continuing coordination and consultation with El-Sisi on various regional and international issues of common interest, and his appreciation for the role of Egypt as a key pillar of security and stability in the Middle East and Africa.
President El-Sisi expressed his eagerness to deepen partnerships with Russia as part of the ongoing development of those bilateral relations, which was culminated in the signing of the comprehensive strategic partnership agreement during his visit to Russia in October 2018, the Spokesman added. In this regard, his Excellency praised the bilateral cooperation in many common areas and joint projects that are to be implemented, especially the project of the establishment of the Russian industrial area in east Port Said and the project of the establishment of the Dabaa Nuclear Power Plant.

The Spokesman noted that, during the meeting, the presidents addressed a number of topics related to the bilateral relations, including the resumption of the Russian airline service to Egypt. In that context, the Russian President praised the efforts of the Egyptian authorities in securing airports, which support the resumption of Russian airline service to Egypt after the ongoing technical consultations between the two sides. Among the topics discussed is the Dabaa Nuclear Station Project, the cooperation in the development of the railway system and the joint cooperation in the field of security and counter-terrorism.

The tripartite cooperation between Egypt and Russia in Africa was also reviewed in the light of the current Egypt’s chairmanship of the African Union. In this context, the upcoming Russian-African Summit to be held next October was addressed, where the importance of producing actual and practical outcomes was emphasized, for the benefit of the African peoples in the first place, as the summit aims to establish a map of sustainable cooperation between Russia and African States.

On the other hand, the presidents reviewed some of the regional and international issues and exchanged views on a number of conflicts in the Middle East, primarily the Libyan issue, the Syrian crisis and the Palestinian issue, where they expressed their consensus on the fact that it has become imperative to arrive at political solutions to the various conflicts in accordance with the relevant international principles, to restore security and stability to the states of the region and to maintain the unity and sovereignty of their territories.

 

El-Sisi Participates in the Dinner Banquet of Belt and Road Forum

The Spokesman for the Egyptian Presidency said that the President met, on the sidelines of the dinner banquet, a number of leaders and heads of states, including the Portuguese President, Marcelo de Sousa, and the President of the Swiss Confederation, Ueli Maurer, where he discussed with them some issues related to bilateral relations, Including the major national projects being implemented in Egypt, the huge investment potentials they provide that open the door for joint trade and investment cooperation.

A number of regional issues were also discussed in the context of boosting development efforts in the southern Mediterranean region and African countries, thus helping to address the root causes of terrorism, reduce illegal immigration and help restore stability and security to the region.

El-Sisi Receives Italian Prime Minister at His Residence in Beijing

At his residence in Beijing, President Abdel Fattah El-Sisi met with the Italian Prime Minister, Giuseppe Conte.

The Spokesman of the Egyptian Presidency stated that President El-Sisi affirmed the depth of the distinguished and historical relations binding the two countries in various political and economic fields, as well as the coordination and cooperation between them to address many challenges in the Mediterranean region. El-Sisi affirmed his keenness to intensify and boost bilateral cooperation in the coming phase in order to meet the aspirations of the two friendly peoples and achieve their common interests.

For his part, the Italian Prime Minister expressed his appreciation to President El-Sisi and to the pivotal role played by Egypt as a cornerstone for security and stability in the Middle East and the Eastern Mediterranean region. He stressed the importance of deepening bilateral cooperation with Egypt in various fields, valuing the positive developments witnessed during this period.

The meeting reviewed a number of files related to the bilateral relations. The two sides discussed the latest developments in the investigation into the case of Italian student Regeni. El-SIsi expressed his full support for the joint cooperation between the competent authorities in Egypt and Italy to uncover the circumstances of the case, find the perpetrators and bring them to justice.

The two sides also discussed ways to strengthen economic relations between the two countries, taking into account the successful experiences of Italian companies operating in Egypt and the promising opportunities provided by the major national projects, which the Italian companies can make use of in investment or expansion of their ongoing projects in Egypt.

The two sides also discussed the coordination of efforts in combating terrorism and illegal immigration. The President affirmed that the Egyptian government's efforts in dealing with these phenomena stemmed from its responsibility towards the security and stability of the Egyptian people and the stability of the region. El-Sisi also mentioned the importance of concerted international efforts to address the root causes of these phenomena through a comprehensive strategy that covers all dimensions and causes.

The meeting also touched on a number of regional issues of common concern, especially the Libyan crisis. El-Sisi Participates in the Roundtable Meetings during the Belt and Road Initiative

President Abdel Fattah El-Sisi took part in the roundtable meetings during the Summit of the Belt and Road Initiative, in the presence of the Chinese President and a number of heads of states and governments.

During the first session of the roundtable, the President emphasized the close relationship between the development of infrastructure and the comprehensive development of intiative member States. The interrelationship between countries increased as the cross-border interests grow between them and the technological development increases. El-Sisi said that holding a session in the summit addressing the role of infrastructure in achieving economic integration and promoting sustainable growth reflects the importance of investment in infrastructure for achieving development in its economic, social and environmental dimensions.

In this context, the President reviewed several key points within the framework of the Egyptian national experience, its relationship with its regional and international environment and its association with the Belt and Road Initiative. He pointed out that Egypt has established over the past years a series of major national projects to develop infrastructure, enhance growth rates and provide new job opportunities. While planning these projects, a link between the different locations and geographical distribution of the country was found, according to a comprehensive development vision, aiming to maximize their outcome by linking them to foreign investment opportunities, based on Egypt's unique geo-strategic location.

Egypt is implementing a giant project for the development of the Suez Canal axis; an investment of the exceptional site of the channel between the East and West and the North and the South. This aims to make it the hub of logistics and economic world that contributes effectively to the development and facilitation of international shipping and trade. This development project complements the Belt and Road Intiative that is primaly based on the concept of economic corridors for development, since the Suez Canal is considered to be the most important international shipping lanes that link directly the three continents of the initiative’s member states, where the economic zone surrounding the Suez Canal was planned according to a future vision, taking into account the various expected future development in sea shipping and international trade movement rates.

He also stressed that Egypt has developed an ambitious strategy to become a regional energy hub by maximizing its geographical location, as well as increasing discoveries in the fields of oil and gas and making use of the infrastructure of the gas pipeline network and liquefaction stations. He added that Egypt also implemented renewable energy projects and cooperation projects for electricity interconnectivity and gas liquefaction and transmission. He pointed out that Egypt's initiative to launch the Gas Forum in the Eastern Mediterranean is the best evidence on the promising opportunities in this vital sector for global economic growth.

Egypt is also seeking to become a regional digital hub for the transfer of data between the continents of Asia, Africa and Europe, based on the fact that Egypt is one of the top countries having marine cables passing through its territory. This would be achieved by working to attract more direct investments in this field to make use of it at the economic level and to employ the opportunities offered by the digital economy as one of the most important elements of bridging the digital gap between developed and developing countries.

The President stressed the urgent need to provide finance for infrastructure projects in Africa through effective partnerships such as the Cairo-Cape Town pathway, the Lake Victoria-Mediterranean Linkage Project and other infrastructure projects in Africa, which represent a priority for the continent for they provide new and promising opportunities for cooperation.

At the third session of the roundtable, the President stressed that the outcome of the current Summit of the Belt and Road Initiative would provide new bright prospects for our country and peoples in the face of the changing reality of the world economy. Although it might be offering a positive opportunity, it still poses many challenges before the emerging economies, he added.

He further stated that this summit came to shed light on the cooperation frameworks provided by the initiative on the basis of interdependence and communication, in order to achieve sustainable development aimed primarily at raising the standard of living of the peoples of the initiative member states. Over the last two days, the meeting addressed aspects of accelerating the pace of economic and social development through working to raise the rates of trade of goods and services and the flow of direct investment, provide more job opportunities and improve communication among the peoples of the initiative member state so as to reach a strategic partnership seeking to meet their mutual interests and enhance their efforts towards a more close global economic system.

El-Sisi stressed that during the discussions, they exchanged views and a deeper understanding of the various issues. El-Sisi Heads to Beijing

The Spokesman for the Egyptian Presidency said that President El-Sisi’s participation in the summit comes within the framework of the importance of the international Belt and Road Initiative and Egypt's keenness to interact with it as Egypt is one of China’s main partners in the initiative in light of the strategic importance of the Suez Canal as one of the most important sea lanes for international trade. This is in addition to the importance of the major national projects implemented in Egypt, such as the economic zone of the Suez Canal Axis, for this initiative and the consistency of the initiative's axes with many of Egypt's development priorities and national plans in accordance with Egypt Vision 2030 Sustainable Development Strategy, as well as the comprehensive strategic partnership between Egypt and China.

The visit will also include talks between President El-Sisi and the Chinese president to discuss means of strengthening the strategic partnership between the two countries and build on the qualitative leap in the bilateral relations in the past few years for achieving the common interests of the two countries and friendly peoples. This is in addition to continuing consultations and bilateral coordination on a number of regional and international issues of common concern. President El-Sisi will also hold meetings with a number of officials and prominent Chinese businessmen to discuss ways of boosting cooperation in economic, trade and investment fields between the two sides.

On the sidelines of the summit, President El-Sisi will hold meetings with a number of heads of states and governments to discuss ways of boosting bilateral cooperation and hold consultations on various regional and international issues.

 

First Day Events:

El-Sisi Receives UAE Vice-President

During his visit to the Chinese capital, President Abdel Fattah El-Sisi met at his residence his Highness Sheikh Mohammed bin Rashid Al-Maktoum, the Vice-President, Prime Minister of the UAE and Ruler of Dubai.

During the meeting, President El-Sisi stressed the remarkable development in the bilateral cooperation in various fields with the UAE and asked his Highness to send his greetings to His Highness Sheikh Khalifa bin Zayed Al-Nahyan, President of the UAE. He said that the Egyptian government and people appreciate the UAE and that the relations between the two countries represent an exemplary model to be followed among the Arab brothers.

Sheikh Mohammed stressed the importance of the two countries' relations and brotherhood, praising the historic national role of Egypt and its keenness to safeguard the Arab interests and strengthen the foundations of peace and stability in the region. He stressed the keenness of the UAE to strengthen cooperation and solidarity with Egypt in order to consolidate the values of peace, tolerance and stability in the region. Sheikh Mohammed also commended the successful steps taken by Egypt in the course of economic and monetary reform and the clear results achieved in this framework and reflected on the overall indicators of the Egyptian economy.

His Highness Sheikh Mohammed congratulated the President and the Egyptian people on the success of the referendum on the constitution amendments and the high participation rate of all segments of the Egyptian people.

The Spokesman for the Egyptian Presidency said that the meeting tackled aspects of cooperation between the two countries and means of boosting them in all fields, as well as continuing coordination at various levels to serve the interests of both countries. The Spokesman of the Egyptian Presidency stated that the Chinese President welcomed President El-Sisi, thanking his Excellency for accepting the invitation to participate in the Summit of the Belt and Road Forum for International Cooperation. He also congratulated El-Sisi on the occasion of the Sinai Liberation Day, confirming Egypt’s great position and civilization that are highly appreciated by the Chinese people. He also praised Egypt’s achievements in the field of development and economic reform as well in realizing security and stability and implementing many major national projects, which helped encourage Chinese companies to work in Egypt to benefit from the promising investment opportunities offered by these projects, stressing the support of the Chinese government to the development process in Egypt.

El-Sisi expressed his appreciation for the kind hospitality and warm reception, extending his congratulations to President Xi Jinping on the occasion of the 70th anniversary of the founding of the People's Republic of China in October. EL-Sisi stressed the importance of participating in the Summit of the Belt and Road Forum for International Cooperation, taking into account the role of the Belt and Road Initiative in promoting comprehensive development and realizing the aspirations of our peoples for stability and prosperity. The President also noted that his visit to China, the sixth visit in the past five years, reflected Egypt’s keenness to boost cooperation and strategic partnership between the two countries.

The meeting also reviewed means of supporting and activating the Belt and Road Initiative. The President affirmed that Egypt’s chairmanship of the African Union provides an important strategic dimension to Egypt's active participation in the Belt and Road Initiative in light of Beijing’s keenness to be in close coordination with Africa to achieve its developmental priorities through the plan for jointly building the Belt and Road, the United Nations Sustainable Development Agenda 2030, the 2063 Agenda of the African Union and the other developmental strategies of the African countries. He expressed his keenness to maintain bilateral cooperation in Africa and showed Egypt's support for the developmental projects within the framework of the Belt and Road Initiative at the level of Africa and the Arab world. The President also stressed the importance of strengthening the partnership with the Belt and Road Initiative, making use of Egypt's capacities and capabilities to strengthen the initiative and expand its contribution to the promotion of sustainable development, and extending the bridges of cultural, artistic and intellectual communication between nations and peoples. El-Sisi pointed out that the Suez Canal and its economic zone welcome to be a bridge for this cultural convergence and cooperation between the two countries, especially through expansions in the Chinese industrial city in Egypt.

El-Sisi Meets Chairman of the Chinese People's Political Consultative Conference

President Abdel Fattah El-Sisi met today with the Chairman of the Chinese People's Political Consultative Conference and member of Politburo Standing Committee of the Communist Party of China, Wang Yang.

The Spokesman for the Egyptian presidency of the Republic stated that the Chinese People's Political Consultative Conference is one of the main and important Chinese institutions responsible for controlling the enforcement of laws and regulations in China and pursuing political policies and economic, cultural and social issues and having consultations on them.

During the meeting, Yang welcomed El-Sisi’s visit to China, referring to the historical and extended friendship of the two countries and the Egyptian and Chinese peoples. He also stressed his country's eagerness to develop bilateral cooperation between the two countries at various levels, especially with Egypt's development and economic renaissance.

The spokesman stated that the President commended the development of historic bilateral relations between Egypt and China until it elevated to the "comprehensive strategic partnership" level. His Excellency confirmed that Egypt is always seeking to improve its relations with China in all areas and expand and diversify different cooperation frameworks.

The President welcomed the Belt and Road initiative for it supports the cooperation and coordination between the two countries at the bilateral level and joint cooperation in the African continent in the scope of the Arab states, noting that he inspires that the initiative would increase the volume of the international trade as well as transportation through Suez Canal.

President El-Sisi presented the most important features of the Egyptian role leading to the establishment of peace, security and stability in the region, whether through the comprehensive war against terrorism and its endeavors to mobilize international efforts, especially in cooperation with brotherly states, on top of which is China. This role helps uproot terrorism in all its forms from all its sources, dry out the sources financing and supporting it. The spokesman stated that the meeting reviewed the bilateral cooperation aspects between the two countries, where the President expressed his aspiration to encourage Chinese companies to invest more in Egypt, noting Egypt's features that help those companies to market their products in many countries, as well as the support that the Chinese companies received by the Egyptian State.

Yang stressed that Egypt is going through the process of economic reform, development renaissance and a stable political and security status. It is a promising market for Chinese investments and companies, he added. He also stressed his country's eagerness to strengthen strategic cooperation with Egypt and study means to promote trade between the two countries.

First, I’d like to thank
I would like to deeply thank President Xi Jinping and the friendly Chinese people for the warm welcome and generous hospitality. I would also like to congratulate you, Mr. President, on the upcoming 70th anniversary of the founding of the People's Republic of China, which Egypt, as the first Arab and African country, recognized.

My presence with you today, on my sixth visit to your friendly country during the past five years, is the best proof of the depth and solidity of the relations between two countries with no doubt. They represent the oldest civilizations in human history, which were manifested in the Declaration of the Comprehensive Strategic Partnership between Egypt and China 2014 and was implemented on the ground in 2016 through an executive program. Such program aims to strengthen this partnership during the next five years and in a manner that establishes a framework governing cooperation with a partner who’s fully aware of our common interests, both in the bilateral framework in various fields or at the international and regional levels in general, and a link to security and stability of logic Middle East in particular.

Ladies and Gentlemen,
My keenness to accept the invitation of my friend, President Xi Jinping, to participate in this summit stems from Egypt's interest in the Belt and Road initiative. We believe that the commonalities and common challenges that bring us together as States parties, along with the vision on which the initiative, its aspects and projects were founded, should form the basis of cooperation between its parties to realize the aspirations of our peoples and the interests of our States towards stability and development.

In line with the above, the initiative addresses vital sectors and areas of priority for us within the framework of Egypt 2030 Vision for Sustainable Development, such as upgrading the infrastructure in the fields of transport, energy, information technology and utility interconnectivity projects. These sectors are compatible with our development priorities in terms of stimulating economic growth and industrialization, promoting trade and economic cooperation, increasing intra-trade and financial integration and increasing communication among peoples through the promotion of cultural exchange.

The objectives of the initiative are consistent with our efforts to launch a number of mega-projects with high returns and diversified investment opportunities, on top of which is the Suez Canal zone development that is based on the establishment of an industrial, commercial and logistic center that provides promising opportunities for Chinese companies, the member states of the initiative and the various countries of the world wishing to benefit from Egypt's strategic position as a center for production and re-export of products to various countries of the world, especially those with which we have free trade agreements, the Arab region, Africa and Europe, in particular.

Simultaneously, an ambitious program of economic reform, based on a package of financial and monetary measures, is being implemented to address structural imbalances, control the public budget and provide an enabling environment for attracting foreign investments, all of which reflected in the Egyptian economic indicators boom. In addition, Egypt has developed its capacity to produce and provide energy and diversify its resources in a way that makes it a regional energy source, especially in view of its strategic location on both sides of the Suez Canal, so as to be able to deliver, store and circulate petroleum and gas products since Egypt is the center of the movement of cargo among Asian, Middle Eastern and European markets.

Ladies and Gentlemen,
Our vision towards promoting cooperation and regional integration is compatible with the Belt and Road Initiative. In the Arab context, the Arab-Chinese relations have witnessed an important breakthrough since the first Summit of the Belt and Road Initiative in May, 2017. The Eighth Session of the Ministerial Meeting of the China-Arab Cooperation Forum was held in Beijing in July, 2018. The Arab-Chinese Executive Declaration on the Belt and Road Initiative was adopted. There are proposals for electricity linkage projects that are currently being studied among a number of Arab countries and some of the initiative parties.

At the African level, the current Egyptian chairmanship of the African Union provides an important dimension to the Belt and Road Initiative. The Summit of the Forum on China-Africa Cooperation in September 2018 affirmed China's keenness to coordinate with African countries on the various issues addressed by the Summit, especially the AU Agenda 2063 and the Un Agenda 2030. All of these dimensions converge with the priorities presented by Egypt at the recent African Summit as axes for promoting African joint action, achieving development, peace and security in our African continent, as well as African economic integration regional integration and developing the infrastructure.

Accordingly, we welcome launching new partnerships and strengthening existing partnerships within the framework of the Belt and Road Initiative with China and other parties of the Initiative to contribute to the enhancement of the continent's efforts to achieve the goals of sustainable development and to improve the standard of living of African citizens. An example of so is implementing the Cape to Cairo Road, aiming at increasing trade and inter-investment flows. Similarly, we look forward to establishing partnerships in the framework of the implementation of the Maritime Linkage Project between Lake Victoria and the Mediterranean as one of the COMESA projects of top priority for it would achieve multiple economic and trade interests regarding linking the countries in this navigation course.

I take this opportunity to call on funding companies and institutions within the framework of the Belt and Road Initiative to contribute to such projects. As you know, the initiative and other projects’ success requires the provision of the necessary financing, under conditions that are compatible with those of the developing and least developed countries, especially in our African continent in a manner that does not add burdens over their shoulders. Therefore, this requires joint action through effective partnerships between governments, funding institutions and the private sector so as to ensure the necessary flows to bridge the financing gap.

In conclusion, I would like to express my hope that this forum and its substantive discussions would be a success and would bring about concrete outcomes on which we can build on in the future so the tracks and projects of the Initiative can contribute to the promotion of sustainable development and build communication bridges between us.

El-Sisi Meets Prominent Chinese Businessmen

The Spokesman for the Egyptian Presidency said that the President welcomed the meeting of the heads and representatives of the major Chinese companies. He stressed the depth and durability of the strategic relations between Egypt and China, which was reflected in his frequent visits to China and his meeting with President Xi Jinping, thus contributing to improving the level of cooperation between the two countries.

The President also stressed the state's eagerness to overcome the various obstacles that Chinese companies might face in Egypt to promote economic and trade cooperation with them, develop common investments to benefit from opportunities and increase Chinese investments in Egypt whether through the expansion of Chinese companies investing in Egypt or the Chinese companies’ entry to invest in various economic sectors.

President El-Sisi commended China's development experience as it represents a success story and an outstanding economic model that is based on maximizing the role of knowledge and technological innovation. He said that Egypt is keen make use of that experience by intensifying cooperation with Chinese companies. His Excellency made it clear that the giant projects being carried out in Egypt provide various investment opportunities, on top of which is the development of the Suez Canal area project that includes the Chinese industrial area as well as major industrial and logistics areas. Such projects aim to provide promising opportunities for Chinese companies seeking to take advantage of Egypt's strategic location as a center for production and products re-exportation to various countries of the world with which we have free trade agreements, especially in the Arab region, Africa and Europe.

The President stressed that Egypt's development priorities are compatible with those of the "Belt and Road" initiative announced by the Chinese President to enhance trade and economic cooperation between the initiative countries, including Egypt, and to strengthen coordination among them towards an increasing the interest of linking facilities between these states and applying policies that contribute to increasing the movement of trade. He pointed in this framework to the role of the Suez Canal as well as the port network developed and implemented in Egypt that contributes to the promotion and support of the Belt and Road initiative to facilitate the international trade movement.

Welcoming to cooperate and enter into partnerships with Chinese companies, the President stressed that it is important to take into account the transfer and indigenization of technology, the financial cost of various projects and the speed of their implementation, while Egypt is keen to accelerate the development process and keep pace with progress.

The meeting witnessed an open dialogue with the heads and representatives of Chinese companies, who expressed their admiration for the positive changes in Egypt, what they observed from the development taking place in the Egyptian Market and the Egyptian officials’ keenness to accelerate the development process. They welcomed the intensification of cooperation with Egypt to achieve the common interests of both sides and reviewed their plans to invest in Egypt or expand its existing projects in many areas.

 

El-Sisi Meets Putin on Belt and Road Forum Sidelines

The Spokesman for the Egyptian presidency said that the Russian President congratulated President El-Sisi on the success of the recent referendum on the amendment of the constitution and the broad participation of the Egyptian people, which paves the way for continuing the development process and construction in Egypt that enjoys security and stability.

Putin also pointed to the importance he attaches to continuing coordination and consultation with El-Sisi on various regional and international issues of common interest, and his appreciation for the role of Egypt as a key pillar of security and stability in the Middle East and Africa.
President El-Sisi expressed his eagerness to deepen partnerships with Russia as part of the ongoing development of those bilateral relations, which was culminated in the signing of the comprehensive strategic partnership agreement during his visit to Russia in October 2018, the Spokesman added. In this regard, his Excellency praised the bilateral cooperation in many common areas and joint projects that are to be implemented, especially the project of the establishment of the Russian industrial area in east Port Said and the project of the establishment of the Dabaa Nuclear Power Plant.

The Spokesman noted that, during the meeting, the presidents addressed a number of topics related to the bilateral relations, including the resumption of the Russian airline service to Egypt. In that context, the Russian President praised the efforts of the Egyptian authorities in securing airports, which support the resumption of Russian airline service to Egypt after the ongoing technical consultations between the two sides. Among the topics discussed is the Dabaa Nuclear Station Project, the cooperation in the development of the railway system and the joint cooperation in the field of security and counter-terrorism.

The tripartite cooperation between Egypt and Russia in Africa was also reviewed in the light of the current Egypt’s chairmanship of the African Union. In this context, the upcoming Russian-African Summit to be held next October was addressed, where the importance of producing actual and practical outcomes was emphasized, for the benefit of the African peoples in the first place, as the summit aims to establish a map of sustainable cooperation between Russia and African States.

On the other hand, the presidents reviewed some of the regional and international issues and exchanged views on a number of conflicts in the Middle East, primarily the Libyan issue, the Syrian crisis and the Palestinian issue, where they expressed their consensus on the fact that it has become imperative to arrive at political solutions to the various conflicts in accordance with the relevant international principles, to restore security and stability to the states of the region and to maintain the unity and sovereignty of their territories.

At his residence in Beijing, President Abdel Fattah El-Sisi met with the Italian Prime Minister, Giuseppe Conte.

The Spokesman of the Egyptian Presidency stated that President El-Sisi affirmed the depth of the distinguished and historical relations binding the two countries in various political and economic fields, as well as the coordination and cooperation between them to address many challenges in the Mediterranean region. El-Sisi affirmed his keenness to intensify and boost bilateral cooperation in the coming phase in order to meet the aspirations of the two friendly peoples and achieve their common interests.

For his part, the Italian Prime Minister expressed his appreciation to President El-Sisi and to the pivotal role played by Egypt as a cornerstone for security and stability in the Middle East and the Eastern Mediterranean region. He stressed the importance of deepening bilateral cooperation with Egypt in various fields, valuing the positive developments witnessed during this period.

The meeting reviewed a number of files related to the bilateral relations. The two sides discussed the latest developments in the investigation into the case of Italian student Regeni. El-SIsi expressed his full support for the joint cooperation between the competent authorities in Egypt and Italy to uncover the circumstances of the case, find the perpetrators and bring them to justice.

The two sides also discussed ways to strengthen economic relations between the two countries, taking into account the successful experiences of Italian companies operating in Egypt and the promising opportunities provided by the major national projects, which the Italian companies can make use of in investment or expansion of their ongoing projects in Egypt.

The two sides also discussed the coordination of efforts in combating terrorism and illegal immigration. The President affirmed that the Egyptian government's efforts in dealing with these phenomena stemmed from its responsibility towards the security and stability of the Egyptian people and the stability of the region. El-Sisi also mentioned the importance of concerted international efforts to address the root causes of these phenomena through a comprehensive strategy that covers all dimensions and causes.

President Abdel Fattah El-Sisi took part in the roundtable meetings during the Summit of the Belt and Road Initiative, in the presence of the Chinese President and a number of heads of states and governments.

During the first session of the roundtable, the President emphasized the close relationship between the development of infrastructure and the comprehensive development of intiative member States. The interrelationship between countries increased as the cross-border interests grow between them and the technological development increases. El-Sisi said that holding a session in the summit addressing the role of infrastructure in achieving economic integration and promoting sustainable growth reflects the importance of investment in infrastructure for achieving development in its economic, social and environmental dimensions.

In this context, the President reviewed several key points within the framework of the Egyptian national experience, its relationship with its regional and international environment and its association with the Belt and Road Initiative. He pointed out that Egypt has established over the past years a series of major national projects to develop infrastructure, enhance growth rates and provide new job opportunities. While planning these projects, a link between the different locations and geographical distribution of the country was found, according to a comprehensive development vision, aiming to maximize their outcome by linking them to foreign investment opportunities, based on Egypt's unique geo-strategic location.

Egypt is implementing a giant project for the development of the Suez Canal axis; an investment of the exceptional site of the channel between the East and West and the North and the South. This aims to make it the hub of logistics and economic world that contributes effectively to the development and facilitation of international shipping and trade. This development project complements the Belt and Road Intiative that is primaly based on the concept of economic corridors for development, since the Suez Canal is considered to be the most important international shipping lanes that link directly the three continents of the initiative’s member states, where the economic zone surrounding the Suez Canal was planned according to a future vision, taking into account the various expected future development in sea shipping and international trade movement rates.

He also stressed that Egypt has developed an ambitious strategy to become a regional energy hub by maximizing its geographical location, as well as increasing discoveries in the fields of oil and gas and making use of the infrastructure of the gas pipeline network and liquefaction stations. He added that Egypt also implemented renewable energy projects and cooperation projects for electricity interconnectivity and gas liquefaction and transmission. He pointed out that Egypt's initiative to launch the Gas Forum in the Eastern Mediterranean is the best evidence on the promising opportunities in this vital sector for global economic growth.

Egypt is also seeking to become a regional digital hub for the transfer of data between the continents of Asia, Africa and Europe, based on the fact that Egypt is one of the top countries having marine cables passing through its territory. This would be achieved by working to attract more direct investments in this field to make use of it at the economic level and to employ the opportunities offered by the digital economy as one of the most important elements of bridging the digital gap between developed and developing countries.

The President stressed the urgent need to provide finance for infrastructure projects in Africa through effective partnerships such as the Cairo-Cape Town pathway, the Lake Victoria-Mediterranean Linkage Project and other infrastructure projects in Africa, which represent a priority for the continent for they provide new and promising opportunities for cooperation.

At the third session of the roundtable, the President stressed that the outcome of the current Summit of the Belt and Road Initiative would provide new bright prospects for our country and peoples in the face of the changing reality of the world economy. Although it might be offering a positive opportunity, it still poses many challenges before the emerging economies, he added.

He further stated that this summit came to shed light on the cooperation frameworks provided by the initiative on the basis of interdependence and communication, in order to achieve sustainable development aimed primarily at raising the standard of living of the peoples of the initiative member states. Over the last two days, the meeting addressed aspects of accelerating the pace of economic and social development through working to raise the rates of trade of goods and services and the flow of direct investment, provide more job opportunities and improve communication among the peoples of the initiative member state so as to reach a strategic partnership seeking to meet their mutual interests and enhance their efforts towards a more close global economic system.

El-Sisi stressed that during the discussions, they exchanged views and a deeper understanding of the various issues. He expressed that he aspires that this initiative would be a success to the achieve the goals of sustainable growth. He expressed his sincere wishes to China to succeed in enhancing international cooperation. His Excellency also stressed the importance of taking a collective action to put what has been agreed upon in an executive framework, in order to build and shape a better reality and future for the peoples of the world and for the upcoming generations.
