It is my pleasure to welcome you to New Alamein City, at this gathering marking the twenty-fifth anniversary of the launch of the New Partnership for Africa’s Development (NEPAD).
Since its launch in 2001, NEPAD has evolved into the executive arm of the African Union, translating the goals of Africa’s Agenda 2063 into tangible developmental programs and projects.
Today, it stands as one of the principal institutional pillars of Africa’s development efforts. This makes it incumbent upon us to continue supporting it, strengthening its institutional capacities, and developing its working mechanisms, so as to enable it to fulfill its growing responsibilities and accelerate the transformation of the continent’s aspirations and ambitions into tangible development achievements and outcomes.
Your Excellencies,
Africa and the world have witnessed profound transformations over the past decades. Technology, digital transformation, and innovation have become decisive factors in shaping the capacities of states. At the same time, building a knowledge-based economy, investing in human capital, and empowering youth have become fundamental pillars for achieving sustainable development.
Against this backdrop, the coming phase requires us to advance our development vision to keep pace with rapidly changing circumstances, while placing the African citizen at the heart of the development process.
In this context, the private sector stands out as a key engine of development and driver of growth and job creation. However, enabling it to fulfill this role requires governments to provide a conducive investment environment by developing infrastructure, enhancing legislative and regulatory efficiency, facilitating the ease of doing business, and consolidating stability and the rule of law.
Furthermore, we must solidify public-private partnerships, devise more effective mechanisms for development financing, and implement projects that yield tangible economic and social returns.
Your Excellencies,
Over the past years, NEPAD has contributed to supporting continental infrastructure, advancing agricultural transformation, developing human capital, and promoting industrialization and regional integration. As the scope of the Agency’s responsibilities has expanded and its roles have grown, our support for it must evolve in equal measure.
Accordingly, during its chairmanship of the Agency's Orientation Committee, Egypt was keen to accord special priority to 'development financing' and work toward bridging funding gaps—which represent one of the most prominent challenges facing the continent's development path.
In this context came the initiative to convene the Business Forum in New Alamein City biennially, in support of efforts to implement our development plan and our ambitious projects under the second Ten-Year Implementation Plan of Agenda 2063.
The period of Egypt’s chairmanship also witnessed momentum toward establishing a development fund affiliated with the African Union, within the framework of the “Team Africa” initiative, with the aim of strengthening our collective capacity to execute projects at the continental level and reinforcing our partners’ confidence in Africa’s ability to achieve its goals.

We take pride in what has been achieved during Egypt’s chairmanship of the NEPAD Heads of State and Government Orientation Committee, and we are confident that the Republic of Angola, under the leadership of H.E. President João Lourenço, will continue building upon these achievements to strengthen the Agency’s role in supporting the development and integration of our continent.
Let us make Alamein City the starting point for a new phase, and let this meeting be a renewed pledge to move forward on the path of achievement and development, in fulfillment of the aspirations of our peoples and future generations.
