President El-Sisi Hosts Quadrilateral Summit with Leaders of Eritrea, Somalia, and Sudan

Today, in New Alamein City, President Abdel Fattah El-Sisi hosted a consultative quadrilateral summit bringing together President of the State of Eritrea Isaias Afwerki; President of the Federal Republic of Somalia, Dr. Hassan Sheikh Mohamud; and the Chairman of the Transitional Sovereignty Council of Sudan, General Abdel Fattah Al-Burhan.

Spokesman for the Presidency Ambassador Mohamed El-Shennawy said the summit discussed ways to strengthen coordination and cooperation among the four countries, developments in the Horn of Africa and the Red Sea region, and the latest developments concerning African and regional issues of common interest.

In this context, the participating presidents emphasized their keenness to continue coordination and consultations regarding various shared regional challenges, respect the sovereignty, unity, and territorial integrity of states, support their national institutions, reject interference in their internal affairs, and resolve disputes through peaceful means.

President El-Sisi reviewed Egypt’s efforts to reach a ceasefire and achieve comprehensive political settlements to the crises, thereby preserving the resources of peoples, restoring security and stability, and advancing reconstruction. The President also warned of the dangers of external interventions that contribute to prolonging conflicts and exacerbating humanitarian suffering.

The President further reiterated Egypt’s rejection of any attempts to undermine the unity of states, considering this an explicit violation of international law, the Charter of the United Nations, and the Constitutive Act of the African Union. President El-Sisi also reaffirmed that Egypt will continue to support national institutions and contribute to enhancing their national capabilities to confront security and developmental challenges, particularly the threat of terrorism and extremism.

The leaders exchanged views on the overall situation in the Horn of Africa, asserting the importance of intensifying coordination and consultations to address common challenges, preserve regional security and stability, and enhance opportunities for development and economic integration among the countries of the region. They also stressed the need to respect the rules of international law and the principles of good-neighborliness and non-interference in the internal affairs of states.

The leaders affirmed the importance of respecting the international law governing transboundary international rivers, including the Nile River, particularly the principle of the no-harm and the obligation to cooperate through prior notification, consultation, and agreement with downstream states. They expressed their categorical rejection of any unilateral measures that would adversely affect the existing water uses of the two downstream Nile River states.

The participating presidents expressed their appreciation to President El-Sisi for his initiative to convene this consultative summit, affirming their pride in their historic and distinguished relations with Egypt. They commended Egypt’s role in supporting stability and development across the African continent, as well as Egypt’s policy of strengthening African solidarity and consolidating the principles of dialogue, cooperation, and the peaceful settlement of disputes.

The summit underscored the need to ensure the security and stability of the Red Sea and the freedom and safety of international navigation in the Gulf of Aden and the Bab el-Mandeb Strait.

The leaders also discussed projects currently being implemented within the framework of economic and developmental cooperation among the four countries, as well as ways to foster regional connectivity and integration in the fields of infrastructure, energy, and trade, to achieve sustainable development and support stability and prosperity for the peoples of the region.
