A press statement was issued on the occasion of the Visit of President of the Transitional Sovereign Council of Sudan, General Abdel Fattah Al-Burhan, to the Arab Republic of Egypt on Thursday, 18 December 2025.
1. The Arab Republic of Egypt renews its full support for the vision of U.S. President Donald Trump aimed at achieving security, stability, and peace in Sudan, within the framework of President Trump’s approach to promote peace, avoid escalation, and resolve disputes in various regions of the world.
2. In this context, Egypt is following with grave concern the ongoing severe escalation and tension in Sudan, resulting in the horrific massacres and flagrant violations of the most basic human rights committed against Sudanese civilians, particularly in El Fasher.
3. The Arab Republic of Egypt affirms that there are red lines that cannot be crossed or treated with any leniency, as this would directly undermine Egypt’s national security, which is closely linked to Sudan’s national security.
4. Egypt affirms that preserving the unity and territorial integrity of Sudan and safeguarding its resources and the capabilities of the Sudanese people are among the key red lines. This includes not allowing the secession of any part of Sudanese territory. Egypt reiterates, in the same context, its categorical rejection of the establishment or recognition of any parallel entities, as this jeopardizes Sudan's unity and territorial integrity.
5. Egypt emphasizes that preserving the institutions of the Sudanese state and preventing undermining these institutions is another red line. Egypt also affirms its full right to take all necessary measures and procedures guaranteed by international law and the joint defense agreement between the two countries to ensure that these red lines are not crossed.
6. Finally, Egypt reiterates its full commitment to continuing to work within the framework of the Quartet with the aim of reaching a humanitarian truce that leads to a ceasefire. This includes the establishment of safe havens and humanitarian corridors to provide security and protection for Sudanese civilians, in full coordination with Sudanese state institutions.
