President Abdel Fattah El-Sisi met today with Prime Minister Dr. Mostafa Madbouly, Minister of Finance Dr. Mohamed Maait, and Vice Minister of Finance for Public Treasury Dr. Ehab AbouAish.
As stated by the spokesman for the Egyptian Presidency, the meeting was primarily discussing the comprehensive plan to develop the customs system across the Republic.
The President directed that the strategy of developing the customs system focus on supporting the governance of the export/import process to and from the country, simplifying documentation procedures and shortening the time for customs clearance procedures.
His Excellency also instructed that all ports should be equipped with testing laboratories electronically connected to all competent authorities. Clear performance indicators need to be set in order to measure the actual performance compared to the targeted goals.
The Minister of Finance presented the most important executive steps for developing the customs system, including the development of the Customs Authority and its logistic centers, in coordination with all concerned state agencies.
The Minister also indicated that the pilot operation of the new system will start in two months, where it will gradually develop during the implementation phase, until being finalized within the next year.
Dr. Mohammed Maait also presented the strategic pillars on which the restructuring process of the Customs Authority is based. It is mainly represented in developing the technological infrastructure and automating the procedures while linking all information about customs ports nationwide through the single-window system. This will be supported by tightening internal control and governance through the use of modern technologies, such as X-ray inspection and electronic tracking devices. The process also includes investing in human development, expanding training programs, and developing the National Customs Training Institute.
Finally, all steps will be framed by an updated and developed legislative framework that will keep up with the practices of international trade, ensure faster release of goods and stricter penalties on evaders.
