My brother, Your Excellency President Ismail Omar Guelleh,
President of the Republic of Djibouti,
Ladies and Gentlemen,
It gives me great pleasure to welcome you today in your second country, Egypt. This visit is a continuation of the ongoing communication and coordination between us at the various bilateral and regional levels and a follow-up to the results of our consultations which were held during my visit, which I greatly cherish, to Djibouti in May of last year.
This outreach underscores the long-standing strategic relations that unite our two countries across all levels. These relations are supported by a strong mutual political will to promote them, particularly as bilateral relations over the past period have witnessed significant steps in all political and economic fields, among others.
Today's talks, with my brother His Excellency President Guelleh, have been characterized by openness and transparency, reflecting the convergence of views between us on many bilateral and regional files and issues of common interest. We discussed all aspects of the ongoing cooperation between the two countries, notably at the economic, trade and investment levels, as well as means to further advance them in a manner that befits the distinguished political relations between our two countries.
During our consultations, we closely followed-up on progress garnered through bilateral cooperation projects between our two countries. We agreed on the importance of joint action toward providing the necessary support to boost mutual investments, the contribution of Egyptian companies to economic development efforts in Djibouti, and efforts exerted to inaugurate a branch of “Bank Misr” there during the coming period. We stressed the need to strengthen our efforts to increase the volume of trade exchange between the two countries and establish an Egyptian logistic zone in Djibouti.
We discussed efforts to foster closer cooperation in the fields of transport and ports connectivity, as well as efforts to establish direct flights between Cairo and Djibouti. This is in addition to our joint cooperation in the areas of education and health. We also touched on efforts to combat extremist ideology and qualify preachers by disseminating the moderate values of Islam through revered religious institutions in the two countries, primarily Al Azhar Al-Sharif.
I reiterated Egypt’s commitment to the persistent support for its brothers in Djibouti and to providing training and building capacities in various fields, through The Egyptian Agency of Partnership for Development (EAPD), in collaboration with the various Egyptian authorities.
We also discussed developments in the Renaissance Dam dossier, underscoring Egypt’s political will, which aims to reach a legally- binding agreement on the filling and operation of the Renaissance Dam, within an appropriate timeframe, which shall reinforce regional security and stability, based on the rules of international law and UN Security Council resolutions.
We also deliberated on the regional situation in the Horn of Africa and the security of the Red Sea, which were highly prioritized during today’s talks, in light of the hotbeds of tension at hand, which must be contained. This is besides working to consolidate security and stability in the key region of our continent, in addition to fortifying cooperation and coordination between Egypt and Djibouti, with regard to the security of the Red Sea.
We reaffirmed the responsibility of the riparian countries to formulate all policies related to that vital waterway from a comprehensive perspective, taking into account the various developmental, economic and security aspects.
Finally, we touched on Egypt’s hosting and presidency of the 27th session of the Conference of the Parties (COP 27) to the UNFCCC, in November of 2022. We were keen to express the aspirations of the countries of our continent in this field, during that presidency.

Once again, I would like to express my gratitude for your honorable visit, and my appreciation for our constructive discussions today, which affirmed our mutual keenness to advance bilateral cooperation between our two countries to achieve our common interests.
