It was established as per law no. 528/1953 that was later replaced by law no. 12/1972.
It may be granted to those who offer Egypt long-term invaluable services with honesty and loyalty. The medal is of three classes: The First Class, the Second Class and the Third Class.
The medal is round with a diameter of 3.7 cm. On one side, there are decorative symbols where engraved in the middle is a sun from which light rays are emanating towards the circumference of the medal. There is a laurel wreath surrounding the sun. Beneath it, there are water waves. Written on the other side is the word “Merit” in Arabic and had the date range 1373 – 1954 engraved underneath. The clip of the medal is in the shape of hawk.
The medal is hanged on the left side of the chest with a silk ribbon divided into five sections. The middle section is in red with a width of 1.1 cm with two white welts of the same width. On both sides of the ribbon, there are two black welts of two millimeters.
