2030 Vision of Egypt

Egypt Vision 2030 is a national agenda launched in February 2016 that reflects the country's long-term strategic plan to achieve the principles and goals of sustainable development across all fields, and to localize them within various Egyptian state institutions. Egypt Vision 2030 is based on the principles of "comprehensive sustainable development" and "balanced regional development," and it reflects the three dimensions of sustainable development: the economic dimension, the social dimension, and the environmental dimension.

Believing that strategies are living documents, Egypt decided in early 2018 to update its sustainable development agenda with the participation of all stakeholders among development partners, in order to keep pace with changes in the local, regional, and global contexts. The second edition of Egypt Vision 2030 focused on becoming an inspiring vision that explains how the Egyptian contribution will serve the UN agenda and how it will serve the global context. The updated vision emphasizes addressing and interconnecting all issues from the perspective of the three dimensions of sustainable development—environmental, economic, and social. It is a comprehensive and consistent vision composed of sectoral strategies for various government entities.

Egypt Vision 2030 focuses on improving the quality of life for Egyptian citizens and enhancing their standard of living across various aspects of life by emphasizing the consolidation of the principles of justice and social inclusion, as well as the participation of all citizens in political and social life. This goes hand in hand with achieving high, inclusive, and sustainable economic growth, boosting investment in human capital, and building creative capacities by encouraging increased knowledge, innovation, and scientific research in all fields. Egypt Vision 2030 attaches great importance to addressing the impacts of climate change through an integrated and sustainable ecosystem that enhances resilience and the ability to confront natural risks. The vision also focuses on the governance of state institutions and society through administrative reform, strengthening transparency, supporting monitoring and evaluation systems, and empowering local authorities. All these desired goals fall within the framework of ensuring Egyptian peace and security and promoting Egyptian leadership regionally and internationally.

 

Goals of the Sustainable Development Agenda

 

Goal 1Quality of Life: Improving the quality of life for the Egyptian citizen and enhancing their standard of living

Improving the quality of life for the Egyptian citizen and enhancing their standard of living is achieved by reducing poverty in all its forms, ending hunger, providing an integrated social protection system, ensuring accessible and high-quality education as well as quality healthcare services, making basic services accessible, improving infrastructure, enhancing urban aesthetics, managing population growth, enriching cultural life, and developing digital infrastructure.

 

Goal 2: Justice and Inclusion: Social Justice, Inclusion, and Participation

The national agenda seeks to achieve justice by ensuring equal rights and opportunities, providing resources across all geographical areas, in both rural and urban areas alike, promoting financial inclusion, empowering women, youth, and the most vulnerable groups, supporting the participation of all segments of society in development, and enhancing a sense of loyalty and belonging to the Egyptian identity.

 

Goal 3: Strong Economy: A Competitive and Diversified Economy

Egypt works toward achieving knowledge-based economic growth, as well as driving digital transformation, enhancing the flexibility and competitiveness of the economy, increasing employment rates and decent job opportunities, improving the business environment, and promoting an entrepreneurial culture. It also seeks to achieve financial inclusion and integrate environmental and social dimensions into economic development.

 

Goal 4: Knowledge and Innovation: Knowledge, Innovation, and Scientific Research

Egypt adopts knowledge, innovation, and scientific research as fundamental pillars for development by investing in people, building their creative capabilities, encouraging innovation and spreading its culture, and supporting scientific research while linking it to education and development.

 

Goal 5: Environmental Sustainability: An Integrated and Sustainable Ecosystem

We seek to preserve both development and the environment together through the rational use of resources, thereby safeguarding the rights of future generations to a safer and more prosperous future. This is achieved by addressing the impacts of climate change, enhancing the adaptive capacity of ecosystems and their resilience to natural hazards and disasters, increasing reliance on renewable energy, and adopting sustainable consumption and production patterns.

 

Goal 6: Governance: Governance of State Institutions and Society

The governance of state institutions and society ensures the efficiency and effectiveness of official state agencies, private sector entities, and civil society organizations. Therefore, Egypt's vision for the future considers governance, compliance with laws, rules, and procedures under the rule of law, and an established institutional framework as essential requirements for achieving transparency, accountability, and anti-corruption.

 

Goal 7: Egyptian Peace and Security

The state places the highest priority on security in its comprehensive concept at both the national and regional levels as an imperative for achieving and maintaining sustainable development. This includes ensuring food and water security, sustainable energy security, political, economic, social, and environmental stability, information (cyber) security, securing Egyptian borders, and combating terrorism and organized crime.

 

Goal 8: Leadership Status: Enhancing Egyptian Leadership

The national agenda ensures that its development goals align with international targets on one hand and regional agendas on the other, particularly the Africa 2063 Agenda. Following the success in restoring stability, enhancing Egypt's position and leadership regionally and internationally has become necessary to drive comprehensive development. This is achieved through various mechanisms, including supporting and expanding regional and international partnerships.
