The Universal Health Insurance Project

President Abdel Fattah El-Sisi ordered the launch of the first phase of the implementation of the national health insurance project, which includes the governorates of (Port Said - Ismailia - Suez - South Sinai - North Sinai), with preliminary steps and procedures at specific times and timetables according to the following:

• Eliminating waiting lists for patients that need critical surgeries and medical interventions within a six-month period.

• Launching the model hospitals development project with a total of 47 hospitals in all governorates of Egypt, which is affiliated with the Ministry of Health and university hospitals.

• Providing strategic stocks of infant formula and vaccines.

• Scanning and comprehensive treatment of Hepatitis C virus, with a total of 45 million Egyptian citizens, in partnership with major drug companies, within two years.

• Completing the preparation and mechanization of Port Said Governorate in terms of constructions and equipment, preparation of manpower, inventory and registration of beneficiaries within a year, provided that the implementation will start successively in the remaining governorates of the first stage (Suez - Ismailia - North and South Sinai).

The project also aims to reform the entire health care system, not just the health insurance sector, in addition to providing health care services for all in order to achieve social solidarity between members of society, besides providing a good health service that covers all diseases. It also aims to amend the structure of household spending that directs 60 % of its income to be spent directly on health, knowing that the law will be applied in 6 stages that cover all governorates of the republic and work to reduce poverty and disease rates. The project focuses on providing full medical protection for the entire family, and those who can afford the fees shall pay for this service. However, the public budget will cover the costs of the families that cannot afford paying.

It is a social symbiotic system, through which high-quality medical services are provided to all groups of society without discrimination. The expenses of those who cannot afford paying will be borne by the state.

• The system includes an integrated package of diagnostic and treatment services, and also allows the people to choose health service providers.

• It aims to reduce personal spending by citizens on health services and reduce poverty due to disease.

• Contributes to the pricing of medical services in a fair manner, and the patient's access to the service without resorting to additional procedures.

• People can reserve a place through the call center or they can go to the primary care units (health unit or medical center) of which the citizen or the family belongs. These units perform medical examinations and refer to the hospital in case of advanced tests are needed. The primary care units will continue to follow up on citizens after getting out from the hospital or with periodic follow-up cases.

 

The role of the Ministry is represented in:

• Implementing the information infrastructure to connect all hospitals and medical care units with fast optical cables.

• Building an insurance system for the data of the citizens.

• Training, localizing and raising awareness for all workers in the system and covering its services.

• Mechanizing the establishment of an integrated health record for Port Said citizens.

• Automating claims, financial settlements and transactions between service providers and recipients, managing complaints and grievances, and educating citizens about the possibility of dealing with the system.

• Controlling the service in a mechanized to check on its quality.

The comprehensive health insurance system covers all medical services for beneficiaries, starting from initial medical examination, x-rays and medical analysis to major and urgent medical and surgical interventions.
The Ministry of Health and Population stated that some medical services are not covered by the new system, including periodic vaccinations for children and newborns and national campaigns combating diseases and epidemics, in addition to family planning programs and family planning services of all kinds, all of which are provided free of charge.

Medical Tests and X-rays
The new law provides that the subscriber pays up to 10% and 20% for the medical tests of the new health insurance. Surgeries are free, as they are conducted without any contributions.

In the new law, it ranges between 1% for the employee from the insurance wage and 3% from the employer per month. The head of the family pays the fees of the persons they are responsible for, namely: non-working wives and the rest of the family, while the state treasury pays the fees of those who cannot afford paying.
