Joint Declaration between the Arab Republic of Egypt and the Republic of Angola

1-At the invitation of His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, His Excellency President João Manuel Gonçalves Lourenço, President of the Republic of Angola, undertook a three-day official visit to the Arab Republic of Egypt, from April 28 to 30, 2025.
2-This official visit comes within the framework of the deep historical ties of brotherhood and solidarity that bind the Arab Republic of Egypt and the Republic of Angola, deeply rooted in Angola's struggle for independence. The visit also aims to strengthen the partnership between the two countries and support South-South cooperation.
3-His Excellency President João Manuel Gonçalves Lourenço was accompanied by a high-level delegation that included several ministers and senior officials from the Angolan government.
4-During the visit, His Excellency President Abdel Fattah El-Sisi and His Excellency President João Manuel Gonçalves Lourenço held extensive discussions characterized by a spirit of cordiality, mutual respect and understanding, reflecting the depth, strength, and nature of the strategic relationship and mutual trust between the two countries.
5-His Excellency President El-Sisi congratulated the government and people of Angola on the upcoming 50th anniversary of their national independence in November 2025, and also on President Lourenço’s chairmanship of the African Union. The two presidents reviewed ways to enhance cooperation across diverse fields to serve common interests and establish new frameworks for strategic partnership.

6-The two presidents underscored the need to strengthen economic cooperation and concurred on intensifying joint efforts to promote investment and trade, particularly in sectors that foster the diversification of the economies of both countries. This shared approach supports the Sustainable Development Goals, enhances institutional capacity building, and facilitates the exchange of expertise and best practices for the benefit of their peoples.
7-In this context, the two sides reiterated the importance of continuing dialogue between the two countries and agreed to hold the next round of political consultations in Luanda before the end of this year.
8-Being current members of the African Union Peace and Security Council, the two presidents exchanged views on pressing issues related to peace and security in Africa, with an emphasis on the political and security situations in the Democratic Republic of the Congo, the Republic of Sudan, South Sudan, and the Federal Republic of Somalia. President Lourenço affirmed Angola's firm commitment, under its current chairmanship of the African Union, to supporting sustainable development, peace and stability through the implementation of the African Union's Agenda 2063, The Africa We Want, and the Silencing the Guns initiative.
9- Regarding the situation in Sudan, the two leaders expressed deep concern over the ongoing conflict and its humanitarian consequences, and called for an immediate cessation of hostilities and the resumption of a comprehensive national dialogue that preserves Sudan’s unity and sovereignty and alleviates the suffering of its people. They also expressed their support for regional and international initiatives aimed at reaching a peaceful solution to the crisis, stressing the importance of the African Union's role in conflict resolution and mediation efforts. They also expressed their rejection of any attempts to form a parallel government in Sudan.
10- On South Sudan, the two presidents expressed their profound concern with regard to the recent developments, which hold the potential to exacerbate political and security tensions. They underscored the imperative of constructive dialogue and the cultivation of consensus, as well as the sustained implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS).
11-Concerning the situation in Somalia, the two presidents reiterated their steadfast support for the unity, stability, and security of Somalia. They strongly condemned the escalating terrorist activities, including the reprehensible assassination attempt recently targeting the President of Somalia.
12- Regarding the situation in the eastern region of the Democratic Republic of Congo, the two presidents reiterated their condemnation of all acts of violence that undermine peace and stability. President El-Sisi commended the efforts undertaken by President Lourenço to address the crisis within the framework of the Luanda process. The two leaders affirmed their unwavering commitment to the unity, sovereignty, and territorial integrity of the Democratic Republic of Congo, and emphasized the paramount importance of continuing dialogue among all relevant stakeholders to achieve a peaceful resolution to the crisis.
13- The two sides welcomed the appointment of His Excellency President Faure Essozimna Gnassingbé, the President of the Republic of Togo, as the new mediator in the peace process, and underscored the fundamental role of the African Union in supporting regional initiatives aimed at fostering peace and security.
14- The two presidents engaged in discussions on the issue of water security and cooperation across international rivers, particularly in light of prevailing water scarcity. They affirmed the imperative of managing transboundary water resources in accordance with international law in a comprehensive manner that realizes mutual benefits, with due respect for the principle of 'no harm'. The two presidents emphasized the necessity of refraining from unilateral actions that may incite disputes among riparian states.

15- The two presidents expressed their profound concern regarding the escalating humanitarian crisis in the Gaza Strip. They reiterated the necessity of achieving a permanent ceasefire and ensuring the unimpeded access of humanitarian assistance to the Palestinian people. They further expressed their support for the Arab-Islamic plan for recovery and reconstruction. President Lourenço commended Egypt’s constructive role and strategic vision in endeavors for the reconstruction of Gaza and the mediation efforts aimed at achieving enduring peace and security, in accordance with the resolutions of the United Nations and the two-state solution.
16- The two presidents reaffirmed their mutual support for the candidacies of their respective countries within international fora. They also agreed to continue periodic consultations on regional, continental, and international agenda. They underscored the significance of a unified African voice to enhance the continent's representation in global governance institutions. In this context, the two presidents reiterated their full commitment to the decisions of the African Union in support of the nomination of Dr. Khaled El-Enany, the candidate of Egypt and the African Union, for the post of Director-General of UNESCO.
17-His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, expressed his support for Angola's hosting of the 7th African Union-European Union Summit in Luanda. His Excellency João Manuel Gonçalves Lourenço, President of the Republic of Angola, expressed his support for Egypt's hosting of the 49th Ordinary Session of the Executive Council and the 8th Mid-Year Coordination Meeting of the African Union in July 2026.
18- In conclusion of the visit, both sides reaffirmed their commitment to the strengthening of multilateral action and emphasized the pressing need for the reform of international institutions, primarily the United Nations and the Security Council, to ensure they are more inclusive, representative, and democratic, thereby enabling broader participation of developing nations in the global decision-making process.
