President Abdel Fattah El-Sisi chaired the extraordinary Arab Summit, held upon the request of the State of Palestine in the New Administrative Capital.
During the summit, the Arab leaders discussed ways to support the Palestinian cause. They affirmed their absolute rejection of displacing Palestinians from their lands or liquidating the Palestinian issue. The Arab leaders stressed the steadfastness of the Arab position with regard to the establishment of an independent Palestinian state along the borders of June 4, 1967, with East Jerusalem as its capital, being the only way to achieve lasting peace in the region.
The summit also discussed and approved the Egyptian plan for the reconstruction of the Gaza Strip without displacing its people. The Arab leaders expressed their full support for this plan, which was reflected in the final statement of the summit.
President El-Sisi delivered a speech during the opening session, in which he stressed Egypt's pillars towards the Palestinian issue.

At the outset, I would like to extend sincere greetings and heartfelt gratitude to my brother, His Majesty King Hamad Bin Isa Al Khalifa, King of the Kingdom of Bahrain, for his appreciated efforts during his chairmanship of the Council of the League of Arab States at the Summit Level.

My warmest greetings to you all and to our Arab and Muslim nations on the auspicious occasion of the holy month of Ramadan.

It also gives me pleasure to welcome you to your second home, Egypt, the land of Kinana, that steadfastly upholds truth and justice, no matter how severe the hardships or how grave the calamities.

Your presence at today’s extraordinary summit, which convenes amidst a deeply intricate regional crisis and in response to the urgent plea of sister nation Palestine, underscores your unshakeable commitment to the legitimate causes of our nation.

Your Majesties, Excellencies and Highnesses

Today, we are united by a painful reality of formidable challenges facing our region, which are nearly ravaging regional security and stability, shattering the remnant pillars of Arab national security, compromising stable Arab nations, and usurping Arab lands from their rightful owners... without any legal or legitimate basis.

Humanity’s collective memory will forever be burdened by the events in Gaza, documenting the profound failure of humanity and the eternal stain of shame the aggression on Gaza has etched into human history under the title: “The dissemination of hatred, the void of humanity and the absence of justice”.

The children and women of Gaza, who lost their loved ones, with tens of thousands of them killed and orphaned, now turn their pleading gaze to you with desperate hope for a just and everlasting peace.

Your Majesties, Excellencies and Highnesses

The ferocious war against the Gaza Strip was unleashed to obliterate all facets of life, and sought, with the crushing weight of military might, to execute the forced depopulation of the sector, as if giving its inhabitants the choice between unavoidable annihilation and forced displacement. Egypt is resolutely confronting this perilous situation, grounded in its historical stance in support of the Palestinian people’s inalienable rights to their ancestral lands and their dignified, honorable existence there, until we eradicate this injustice, in which we shall not be complicit.

The inhumane practices inflicted upon our people in Palestine have undermined the resolve of some. However, I have always maintained unwavering faith in the steadfastness and heroism of the proud Palestinian people. They have provided a powerful testament to resilience and unyielding commitment to their land; a testament that free peoples will forever observe with appreciation and admiration.

I tell you sincerely: ‘The boundless determination of the Palestinian people, and their immutable hold on their land stand as an embodiment of resilience in their relentless pursuit to restore their rights.

Your Majesties, Excellencies and Highnesses

In this crucial moment, I recall that Egypt, which pioneered peace in our region almost five decades ago, and has consistently cherished and honored its commitments, advocates solely for a peace founded upon the principles of right and justice; one that safeguards the resources, preserves the land and secures sovereignty.

Perhaps this is what was stated, indisputably, in the peace treaty Egypt concluded in 1979. This peace treaty mandates that each party upholds the other's sovereignty and territorial integrity, thereby establishing a legal imperative against creating conditions that force inhabitants from their land, which would constitute a serious violation of the obligation to uphold the sanctity of secure borders.

Driven by its commitment to regional security and stability, Egypt has strived since the first day of the war on Gaza to reach a ceasefire, in cooperation with our brothers in Qatar and our friends in the United States. This would not have been achieved without President Donald Trump and his administration’s appreciated efforts, which we hope will persist and continue, with the aim of achieving a sustainable ceasefire in Gaza, maintaining calm between the two sides, and instilling hope in the Palestinian people for the establishment of their independent state to foster eternal peace in the region among all peoples.

Your Majesties, Excellencies and Highnesses

Egypt has collaborated with the brothers in Palestine, to form an administrative committee of professional and independent Palestinian technocrats, entrusted with the management of the Gaza Strip, based on the expertise of its members. This committee would be charged with overseeing the relief process and managing the affairs of the strip for a temporary period, paving the way for the return of the Palestinian Authority to the sector.

Egypt is also actively engaged in training Palestinian security personnel, who will be tasked with maintaining security within the sector in the coming phase.

In close collaboration with the State of Palestine and international institutions, Egypt is developing a comprehensive and integrated plan for the reconstruction of the Gaza Strip, without the displacement of the Palestinians. This shall begin with urgent relief operations and early recovery, leading to the reconstruction of the strip.

Egypt urges the adoption of this plan at our summit today and the mobilization of regional and international support. This plan is designed to safeguard the Palestinian people's fundamental right to rebuild their homeland and secures their enduring presence on their ancestral lands.

I emphasize that this plan shall encompass a concurrent trajectory for a peace initiative, addressing both political and security dimensions. This initiative shall actively involve the countries of the region, supported by the international community, to strive for a just, comprehensive, and sustainable resolution to the Palestinian issue.

From this platform, I call on all free and friendly nations to contribute to this endeavor and to engage effectively in the reconstruction conference Egypt will host next month.

Let us unite to make the channeling of support for this fund a noble goal and a moral imperative, ensuring every Palestinian child and every Palestinian family the right to live in a safe and civilized environment, equal to that of all peoples.

Your Majesties, Excellencies and Highnesses

Amid these escalating events, it is incumbent upon us all to uphold our categorical rejection and absolute condemnation of the heinous hostilities and violations perpetrated against the Palestinian people in the occupied West Bank, including military assaults on West Bank cities and camps, as well as settlement expansions and confiscations of land.

In this context, once again, we utterly reject, and urgently warn against the dire repercussions of the unrelenting aggression against Al-Aqsa Mosque, the deliberate desecration of its sanctity and the infringement upon its established status.

We state it unequivocally: ‘Jerusalem is not merely a city, but rather a symbol of our identity and our cause’.

The discourse about realizing peace in the Middle East without a resolution to the Palestinian-Israeli conflict is void rhetoric and a futile endeavor.

There will be no genuine peace without the establishment of a Palestinian State. Let me reiterate: ‘Peace will never be attained by force, nor can it be imposed by coercion.

An independent Palestinian State, along the June 4, 1967 borders, with East Jerusalem as its capital, must be established, while simultaneously providing all necessary assurances to safeguard Israel’s security.

The recurring cycles of futile violence and the unending suffering of the Palestinian people over the past seven decades urge us to adopt an objective assessment of reality and engage with the facts. It is imperative that we all unite to achieve the desired permanent peace, thereby establishing the foundation for stability, economic prosperity, and harmonious coexistence among the peoples of the region.

Consider the peace agreement between Egypt and Israel, brokered by the United States, in 1979. It is a model to be emulated for transforming a state of animosity, war, and a desire for vengeance into lasting peace and mutual diplomatic relations.

The time has come to embark on a substantive and effective political pathway, conducive to a just and sustainable solution to the Palestinian cause, in accordance with the resolutions of international legitimacy. I firmly believe that U.S. President Trump possesses the capacity to realize this objective, aligning with our sincere aspirations to bring an end to tensions and hostilities in our region.

President El-Sisi Thanks Arab Leaders for Participating in Extraordinary Arab Summit

On this significant day for the Palestinian cause, I would like to thank the Arab Leaders participating in the Extraordinary Arab Summit held in Cairo. I appreciate the consensus among the Arab countries to support the reconstruction plan for the Gaza Strip, which allows the Palestinian People to stay on their land without displacement. We welcome any proposals or ideas from the international community to ensure the success of this plan, which needs to be implemented side by side with a greater plan for peace. I look forward to working with our Arab brothers, President Trump and the international community to adopt a plan that aims for a comprehensive and just settlement of the Palestinian Issue, ends the root causes of the Israeli Palestinian conflict, guarantees the security and stability of the peoples of the region and establishes the Palestinian State.

 

President El-Sisi Meets President of European Council

President Abdel Fattah El-Sisi met with the President of the European Council, Mr. António Costa, on the sidelines of the extraordinary Arab Summit held in the New Administrative Capital.

The meeting emphasized the deep relations between Egypt and the European Union, and the keenness of both sides to strengthen them across all fields, particularly economic and investment, in line with the comprehensive strategic partnership agreement and its six axes. The meeting also addressed the issue of illegal immigration. Mr. Costa expressed his appreciation for Egypt's great efforts in this regard and its success in preventing the departure of boats carrying illegal immigrants from the Egyptian coast since 2016, at a time when Egypt hosts more than nine million foreigners as a result of various crises, which requires providing all necessary support to Egypt.
The meeting also addressed developments in the Middle East. The President of the European Council listened to the President's views regarding ways to restore regional stability, as well as Egypt's efforts to implement the ceasefire agreement in the Gaza Strip. The President of the European Council confirmed the appreciation of the European Union countries for the role played by Egypt to fully implement the agreement. The President and the President of the European Council stressed the need for humanitarian aid to reach the Strip in sufficient quantities without any obstacles, to ensure that the humanitarian crisis from which the people of the Strip have been suffering over the past months does not exacerbate. They warned against the consequences of resuming fighting and violence in the Strip, as this would threaten peace and security in the entire region. President El-Sisi and the President of the European Council emphasized their complete rejection of the Israeli attacks in the West Bank, and stressed their absolute rejection of attempts to displace the Palestinians or liquidate the Palestinian issue. They also stressed the need to start reconstruction efforts immediately in the Strip without displacing its people. The President of the European Council welcomed in this regard the Arab Summit's adoption of the Egyptian plan for the reconstruction of the Gaza Strip. Both sides stressed that the establishment of a Palestinian state in accordance with international legitimacy resolutions represents the only guarantee for achieving lasting peace in the Middle East, and stressed the need for the international community to assume its responsibilities to achieve this goal. The meeting also discussed the developments in Syria, Lebanon, Libya, Sudan and Somalia, where the need to work to resolve crises through peaceful means was emphasized, in a way that preserves the unity, safety and stability of these countries.

 

President El-Sisi Meets President of Yemen’s Presidential Leadership Council Al-Alimi

President Abdel Fattah El-Sisi met with President of Yemen’s Presidential Leadership Council, Dr. Rashad Al-Alimi, on the sidelines of the extraordinary Arab Summit, which was held in the New Administrative Capital.

The meeting underscored Egypt’s unwavering support for the unity, independence and territorial integrity of the State of Yemen. It also reiterated that Yemen’s security and stability are intertwined with Egypt’s national security and the security of the Arab region and the Red Sea.

President El-Sisi emphasized Egypt’s position in support of all efforts aimed at reaching a political solution to the Yemeni crisis, fulfilling the aspirations of the Yemeni people and ending their humanitarian suffering. The President confirmed that Egypt firmly believes that the Yemeni crisis will not be solved by force, but rather efforts must focus on achieving a peaceful political settlement conducive to a comprehensive and permanent solution.

President of Yemen’s Presidential Leadership Council, Dr. Al-Alimi expressed gratitude to President El-Sisi and Egypt for their efforts to restore stability in Yemen and for supporting the Yemeni people. He lauded Egypt’s hosting of thousands of Yemenis, who are receiving an exemplary treatment from their Egyptian brothers, which demonstrates the profound historical relations between the two peoples.

The meeting also tackled ways to restore security and stability in Bab Al-Mandab area. The two sides affirmed the imperative to end attacks on commercial vessels in the region, particularly after Egypt’s loss of more than seven billion dollars in Suez Canal revenues in 2024 as a result of those attacks.

 

President El-Sisi Meets Lebanon’s President Aoun

President Abdel Fattah El-Sisi met with President of Lebanon, Joseph Aoun, on the sidelines of the Extraordinary Arab Summit, which was held in the New Administrative Capital.

The President emphasized Egypt’s firm and persistent support for Lebanon and for the Lebanese President’s efforts toward achieving stability and security for the Lebanese people.

President El-Sisi confirmed the need to further strengthen cooperation between Egypt and Lebanon across all areas, notably the economic domains. The President highlighted the preparedness of Egyptian companies to effectively and efficiently engage in the development and reconstruction processes in Lebanon. He also stressed Egypt’s willingness to provide all forms of support to enhance the capacity and boost the capabilities of Lebanon’s institutions.

President El-Sisi also affirmed Egypt’s support for the implementation of the ceasefire agreement in Lebanon and of UN Security Council Resolution 1701. The two Presidents reiterated the vital importance of an immediate and full withdrawal of Israeli forces from south Lebanon.

Lebanon’s President expressed appreciation for meeting with President El-Sisi, and valued the brotherly and close relations Egypt and Lebanon share. He also appreciated Egypt’s persistent support for Lebanon and its people. The two Presidents looked forward to forging closer bilateral cooperation between the two countries across all domains.

 

President El-Sisi Meets Palestinian President

President Abdel Fattah El-Sisi met with Palestinian President Mahmoud Abbas, on the sidelines of the extraordinary Arab Summit held in the New Administrative Capital.

The President affirmed Egypt's steadfast and permanent support for the Palestinian people and their just cause. The President expressed the rejection of the leadership and people of Egypt, the displacement of Palestinians from their lands and all forms of Israeli escalation against the Palestinian people, whether in the Gaza Strip or the West Bank. The President stressed the continuation of Egyptian efforts to ensure the implementation of the three stages of the ceasefire agreement, noting that there is no alternative to establishing a Palestinian state along the borders of June 4, 1967, with East Jerusalem as its capital, as it is the only guarantee for achieving stability and lasting peace in the region. President El-Sisi stressed Egypt's support for the Palestinian Authority, and the continuation of Egyptian efforts to achieve consensus among the Palestinian people, including the announcement of the formation of the Community Support Committee, the completion of the remaining reforms announced by President Abbas in the Palestinian Authority, including the creation of the position of Vice President of the Palestinian Authority and the issuance of a decree to pardon those dismissed from the Fatah movement within the framework of Palestinian reunification. This is in addition to reaching understandings that guarantee the protection of the Palestinian cause from the grave challenges it faces during this critical historical juncture. For his part, the Palestinian president expressed his appreciation and gratitude for the ongoing Egyptian efforts towards the Palestinian cause, and the pivotal role played by Egypt in protecting the capabilities of the Palestinian people.

 

President El-Sisi Meets Syria’s President al-Sharaa

President Abdel Fattah El-Sisi met with President of the Syrian Arab Republic, Ahmed al-Sharaa, on the sidelines of the Extraordinary Arab Summit, which was held in the New Administrative Capital.

At the beginning of the meeting, President El-Sisi confirmed Egypt’s commitment to supporting the Syrian people and achieving their aspirations, taking into consideration their will and choices to realize stability and development. The President confirmed the vital importance of launching a comprehensive political process, encompassing all components of the Syrian people, without the exclusion of any party.

President El-Sisi also emphasized Egypt’s keenness on the unity and territorial integrity of Syria, reiterating its rejection of any aggression against Syrian territories.

Syria’s President affirmed his commitment to starting a new chapter of fraternal relations with Arab countries, particularly Egypt. He underscored his interest to work jointly with Egypt to serve the interests of both countries and the Arab nation. Syrian President al-Sharaa valued Egypt’s efforts in support of the unity and territorial integrity of Arab countries and the restoration of regional stability.

 

President El-Sisi Meets Iraqi President

President Abdel Fattah El-Sisi met with Iraqi President Abdul Latif Rashid, on the sidelines of the Extraordinary Arab Summit held in the New Administrative Capital.

President El-Sisi reaffirmed Egypt’s steadfast support for Iraq and its people, emphasizing Egypt’s readiness to engage in Iraq’s development efforts and to strengthen bilateral cooperation across all fields, particularly in infrastructure and energy.

The Iraqi president expressed his keenness to intensify political coordination with Egypt and enhance bilateral cooperation in all areas, including counterterrorism, culture, infrastructure, and trade.

Both presidents reiterated their support for the Palestinian people and their just cause, affirming their legitimate right to establish a state along the June 4, 1967 borders, with East Jerusalem as its capital, as a foundation for achieving lasting peace in the region. They also emphasized the importance of implementing Egypt’s plan for the reconstruction of Gaza without the displacement of its people, which was adopted by the Extraordinary Arab Summit today.

 

Cairo Statement Issued by the Extraordinary Arab Summit (Palestine Summit)

We, the leaders of the Arab States,

Driven by a profound awareness of the gravity of this critical juncture in our region’s history — particularly concerning the Palestinian cause, which remains the central cause of the Arab world and a just cause embraced by all nations and peoples who aspire to peace, uphold justice as their guiding principle and freedom as their aspiration — we reaffirm our unity in the face of all attempts to erode the inalienable rights of the Palestinian people. We remain steadfast in our commitment to redressing the historic injustice inflicted upon them as a fundamental step toward a just peace, honouring the sacrifices of generations and saluting the unparalleled resilience of the Palestinian people, who for 15 months have endured relentless aggression and inhumane policies with unwavering defiance,

Affirming the outcomes of the Arab Summit held in Manama on May 16, 2024, and the principles enshrined in the Bahrain Declaration — which reaffirm our belief in the values of tolerance and coexistence, mutual respect among nations and peoples, the promotion of dialogue and understanding between religions, cultures, and civilizations, and the advancement of global peace and stability — we underscore the declaration’s call for the deployment of a United Nations protection and peacekeeping force in the occupied Palestinian territory until the realization of the two-state solution. Guided by our steadfast dedication to solidarity and cooperation, we remain resolute in confronting the extraordinary challenges of this critical moment through a unified and collective approach,

We convened on Tuesday, March 4, 2025, corresponding to Ramadan 4, 1446, in Cairo, in response to the invitation of His Excellency President Abdel-Fattah El-Sisi, President of the Arab Republic of Egypt, and in coordination with His Majesty King of Bahrain Hamad Bin Isa Al Khalifa, President of the 33rd Ordinary Session at the Summit Level. This extraordinary summit was convened upon the request of the State of Palestine to address the recent grave developments relating to the Palestinian cause,

As we extend our profound respect and appreciation to the Palestinian people for their resilience and unwavering attachment to their land — manifested in the historic return of Gaza’s residents to their homes, particularly in the northern part of the Strip, following the announcement of the entry into force of the ceasefire agreement — we reaffirm our steadfast commitment to implement all previous resolutions of the Council of the League of Arab States at the Summit Level concerning the Palestinian cause,

We, hereby, decide the following:

  1. Assert that our strategic choice is the pursuit of a just and comprehensive peace that fully guarantees the legitimate rights of the Palestinian people—foremost among them the right to freedom and the establishment of an independent, sovereign state on their national soil in accordance with the two-state solution and the right of return for Palestinian refugees — while ensuring the security of all states and peoples of the region, including Israel, based on the 2002 Arab Peace Initiative, which unequivocally reflects the Arab states’ commitment to resolving all conflicts and disputes to establish peace, coexistence, and constructive cooperation among all countries of the region; and reaffirm our categorical rejection of all forms of violence, extremism, and terrorism that seek to undermine security and stability and stand in direct contradiction to human values and principles, and the provisions of international law;
  2. Intensify cooperation with international and regional powers, including the United States of America, to achieve a just and comprehensive peace in the region within the broader framework of resolving all conflicts in the Middle East; reaffirm our readiness to engage immediately with the US administration and all international partners to resume peace negotiations aimed at reaching a just and lasting resolution to the Palestinian cause — based on ending the Israeli occupation and the establishment of an independent, sovereign Palestinian state based on the two-state solution and in accordance with international legitimacy resolutions, along the lines of June 4, 1967, with East Jerusalem as its capital, to coexist in security and peace alongside Israel; and call for the convening of an international conference aimed at establishing the Palestinian state;
  3. Reaffirm the unequivocal Arab position — reiterated on multiple occasions, including in the Bahrain Declaration of May 16, 2024 — of categorical rejection of any form of displacement of the Palestinian people from or within their land, under any pretext, circumstance, or justification, considering such actions a grave violation of international law, a crime against humanity, and a form of ethnic cleansing; condemn the policies of starvation and scorched earth designed to forcibly uproot the Palestinian people from their land; and stress the imperative necessity that Israel, the occupying Power, adheres to relevant international legitimacy resolutions that reject any attempts to alter the demographic composition of the Palestinian territory;
  4. Condemn Israel’s recent decision to block entry of humanitarian assistance to the Gaza Strip and close border crossings used in relief works; affirm that these measures constitute a violation of the ceasefire agreement, international law, and humanitarian international law, including the Fourth Geneva Convention; and denounce Israel’s use of siege and subjecting civilians to starvation for political purposes;
  5. Warn that any unjust attempts to displace the Palestinian people or annex any part of the occupied Palestinian territory will plunge the region into a new cycle of conflicts, erode prospects for stability, and widen the scope of confrontation to involve other states in the region, and thus posing a direct threat to the foundations of peace in the Middle East, undermining its future, and extinguishing hopes for coexistence among its peoples; and assert the pivotal role and responsibilities shouldered by the Hashemite Kingdom of Jordan and the Arab Republic of Egypt in confronting the perils of displacement and the liquidation of the Palestinian cause;
  6. Endorse the plan presented by the Arab Republic of Egypt — in full coordination with the State of Palestine and Arab countries, and based on studies conducted by the World Bank and the United Nations Development Program — regarding early recovery and reconstruction in Gaza as a comprehensive Arab initiative, while mobilizing all forms of financial, material, and political support for its implementation; urge the international community and international and regional financial institutions to swiftly provide the necessary resources; and reaffirm that these efforts must proceed in parallel with the initiation of a political process and a viable pathway toward a just and lasting resolution that fulfils the legitimate aspirations of the Palestinian people to establish their independent state and live in peace and security;
  7. Underscore the paramount priority of fully implementing the ceasefire agreement in its second and third phases, while ensuring that all parties, particularly the Israeli side, honour their commitments in a manner that leads to a permanent cessation of aggression against Gaza, Israel’s complete withdrawal from the Strip, including from the Philadelphi Corridor, and the unhindered, immediate, and sufficient delivery of humanitarian, shelter, and medical aid across all areas of the Strip, alongside the facilitation of the safe return of displaced residents to their homes; and acknowledge the constructive role played by the administration of US President Donald Trump, in coordination with the Arab Republic of Egypt and the State of Qatar, in securing the ceasefire agreement and the release of hostages and detainees, and building upon these efforts by working with the US President to develop a comprehensive implementation plan for the Arab Peace Initiative;
  8. Welcome the convening of an international conference in Cairo at the earliest possible date, in coordination with the State of Palestine and the United Nations, to address recovery and reconstruction in the Gaza Strip; urge the international community to participate in this conference for accelerating the rehabilitation efforts following the devastation caused by Israeli aggression; and advocate for the establishment of a trust fund to channel financial commitments from donor countries and financial institutions toward the implementation of recovery and reconstruction projects;
  9. Coordinate within the framework of the Joint Arab-Islamic Ministerial Committee to engage in efforts, including outreach and visits to key international capitals, to present the Arab plan for the reconstruction of Gaza, reaffirm the Palestinian people’s inalienable right to remain on their land, and uphold their right to self-determination, while mandating Arab foreign ministers and the Secretary-General of the League of Arab States to take swift international action — particularly within the United Nations and with the permanent members of the Security Council, in coordination with the two Arab non-permanent members of the Security Council, Algeria and Somalia, in light of their tangible efforts to support Arab causes in general, and the Palestinian cause in particular — to explore measures to counter any attempts aimed at liquidating the Palestinian cause, as well as mobilizing global pressure to compel Israel’s withdrawal from all occupied Arab territories, including those in Syria and Lebanon, through effective coordination via Arab ambassadors’ councils and the League of Arab States’ offices across various capitals;

10.Welcome the Palestinian decision to establish a Gaza Administration Committee under the umbrella of the Palestinian government — comprising qualified individuals from the Strip for a transitional period — alongside efforts to empower the Palestinian National Authority to return to Gaza as a manifestation of the political and geographical unity of the Palestinian territories occupied in 1967; express appreciation for the initiative put forth by the Hashemite Kingdom of Jordan and the Arab Republic of Egypt to train and qualify Palestinian police forces to ensure their full preparedness in maintaining security throughout the Gaza Strip; and reaffirm that security remains an exclusive Palestinian responsibility to be managed solely by legitimate Palestinian institutions, in accordance with the principle of one legitimate law and the principle of the monopoly of the legitimate use of force, with the full backing of the international community;

11.Call upon the Security Council to deploy international peacekeeping forces in the West Bank and Gaza Strip that would contribute to the achievement of security for the Palestinian and Israeli peoples, within the context of enhancing the political vision for the establishment of the Palestinian state;

  1. Commend the ongoing efforts of the State of Palestine in the framework of comprehensive reform at all levels, aimed at building resilient and sustainable institutions capable of fulfilling the aspirations of the Palestinian people; support its commitment to holding legislative and presidential elections as soon as conditions permit, and the continued implementation of fundamental reforms through the government program to enhance public services, drive economic progress, empower women and youth, and uphold the rule of law, transparency, and accountability; assert that these reform efforts within both the State of Palestine and the Palestine Liberation Organization constitute essential steps to enable Palestinian national institutions to effectively confront challenges, safeguard the unity of national decision-making, and reinforce the resilience of the Palestinian people in their pursuit of freedom and independence; and underscore the imperative of unifying Palestinian ranks and national factions under the umbrella of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people;

13.Urge the cessation of Israeli aggression in the West Bank, including settlements, apartheid, house demolitions, land confiscation, destruction of infrastructure, military incursions into Palestinian cities, and violations of the sanctity of holy sites; and assert unequivocal rejection and condemnation of any attempts to forcibly displace the Palestinians from their camps and cities or to annex any part of the West Bank under any pretext, warning that such actions risk triggering an unprecedented escalation that would exacerbate the volatility and complexity of the regional situation;

  1. Call, on the occasion of the holy month of Ramadan, for de-escalation across the occupied Palestinian territory, including by halting rhetoric and practices that incite hatred and violence, which we strongly condemn; demand access for worshipers to the blessed Al-Aqsa Mosque to freely and safely perform their religious rituals, in full preservation of the legal and historical status quo of the Islamic and Christian holy sites in occupied Jerusalem; stress the necessity of respecting the role of the Jordanian Jerusalem Waqf and Al-Aqsa Mosque Affairs Administration, as the sole authority responsible for managing all matters related to AlAqsa Mosque within the framework of the historical Hashemite guardianship over the holy sites; and affirm the roles of the Jerusalem Committee and Bayt Mal Al Quds Acharif Agency;

15.Support the efforts of the Global Alliance for the Implementation of the Two-State Solution, led by the Kingdom of Saudi Arabia, as the head of the Joint Arab-Islamic Committee on Gaza, alongside the European Union, Spain and Norway; and encourage active participation in the international conference, co-chaired by the Kingdom of Saudi Arabia and France, aimed at resolving the Palestinian issue and implementing the two-state solution, to be held at the United Nations headquarters in New York in June 2025;

16.Reaffirm the vital and indispensable role of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in fulfilling its mandate as granted by the United Nations Resolution of its establishment, in its five areas of operation, particularly in the West Bank, East Jerusalem, and the Gaza Strip; call on the international community and peace-loving nations to provide political, legal, and financial support to ensure the agency’s continued ability to carry out its humanitarian mission; demand that the United Nations take a firm stance against any attempts to obstruct the work of one of its specialized agencies; reject all measures aimed at diminishing or eliminating the agency’s role, as part of systematic efforts to liquidate the refugee issue and undermine their legitimate right of return; and strongly condemn the two laws passed by the Israeli Knesset in October 2024 to ban UNRWA, an act that represents blatant disregard for the United Nations and the international community as a whole;

17.Call, in cooperation with the United Nations, for the establishment of an international fund to care for the orphans of Gaza, victims of the brutal Israeli aggression, whose number is approximately 40,000 children, and to provide aid and artificial limbs for thousands of the injured, particularly children who have lost their limbs; and encourage countries and organizations to launch initiatives aimed at addressing these humanitarian needs, akin to the Jordanian “Restoring Hope” initiative, which supports amputees in the Gaza Strip;

18.Urge nations to commit to implementing the two advisory opinions of the International Court of Justice and its orders regarding the crimes of Israel, the occupying Power, while stressing the necessity of prosecuting all those responsible for the grave violations and crimes committed against the Palestinian people through international and national justice mechanisms; stress that these crimes are not subject to a statute of limitations; and hold Israel legally and materially accountable for its crimes in Gaza and the rest of the occupied Palestinian territory;

19.Task a legal committee from the Arab states that are parties to the 1948 Convention on the Prevention and Punishment of the Crime of Genocide with examining how the displacement of the Palestinian people from their land, their expulsion, forcible transfer, ethnic cleansing, and deportation outside the occupied Palestinian territory — along with the creation of expulsive living conditions through widespread destruction, collective punishment, starvation, and the prevention of food and relief supplies — constitute acts of genocide under international law;

20.Reassert the necessity of fully implementing the ceasefire agreement in Lebanon, in accordance with all its provisions, and of adhering to Security Council Resolution 1701; condemn the Israeli violations of this resolution and the ceasefire agreement; demand Israel’s full withdrawal from Lebanon to the internationally recognized borders, its handover of prisoners arrested in the recent war, and its commitment to the provisions of the 1949 Lebanon-Israel truce; and affirm support for the Lebanese Republic, its security, stability, and sovereignty;

21.Condemn the Israeli attacks on the Syrian Arab Republic and the incursion into its territory, which constitute a flagrant violation of international law, an aggression against Syria’s sovereignty, and a serious escalation that increases tension and conflict; call upon the international community and the Security Council to take immediate action to enforce international law and compel Israel to cease its aggression and withdraw from the Syrian territories it occupies in clear violation of the 1974 Armistice Agreement; and assert that the Golan Heights is occupied Syrian territory, rejecting Israel’s decision to annex it and impose its sovereignty over it;

22.Task the Secretary-General of the League of Arab States with following up on the implementation of the summit communiqué and submitting a report on the progress and outcomes to the Arab Summit in its coming 34th session;

President Abdel Fattah El-Sisi chaired the extraordinary Arab Summit, held upon the request of the State of Palestine in the New Administrative Capital.
During the summit, the Arab leaders discussed ways to support the Palestinian cause. They affirmed their absolute rejection of displacing Palestinians from their lands or liquidating the Palestinian issue. The Arab leaders stressed the steadfastness of the Arab position with regard to the establishment of an independent Palestinian state along the borders of June 4, 1967, with East Jerusalem as its capital, being the only way to achieve lasting peace in the region.
The summit also discussed and approved the Egyptian plan for the reconstruction of the Gaza Strip without displacing its people. The Arab leaders expressed their full support for this plan, which was reflected in the final statement of the summit.
President El-Sisi delivered a speech during the opening session, in which he stressed Egypt's pillars towards the Palestinian issue.

My warmest greetings to you all and to our Arab and Muslim nations on the auspicious occasion of the holy month of Ramadan.

It also gives me pleasure to welcome you to your second home, Egypt, the land of Kinana, that steadfastly upholds truth and justice, no matter how severe the hardships or how grave the calamities.

Your presence at today’s extraordinary summit, which convenes amidst a deeply intricate regional crisis and in response to the urgent plea of sister nation Palestine, underscores your unshakeable commitment to the legitimate causes of our nation.

Your Majesties, Excellencies and Highnesses

Today, we are united by a painful reality of formidable challenges facing our region, which are nearly ravaging regional security and stability, shattering the remnant pillars of Arab national security, compromising stable Arab nations, and usurping Arab lands from their rightful owners... without any legal or legitimate basis.

Humanity’s collective memory will forever be burdened by the events in Gaza, documenting the profound failure of humanity and the eternal stain of shame the aggression on Gaza has etched into human history under the title: “The dissemination of hatred, the void of humanity and the absence of justice”.

The children and women of Gaza, who lost their loved ones, with tens of thousands of them killed and orphaned, now turn their pleading gaze to you with desperate hope for a just and everlasting peace.

Your Majesties, Excellencies and Highnesses

The ferocious war against the Gaza Strip was unleashed to obliterate all facets of life, and sought, with the crushing weight of military might, to execute the forced depopulation of the sector, as if giving its inhabitants the choice between unavoidable annihilation and forced displacement. Egypt is resolutely confronting this perilous situation, grounded in its historical stance in support of the Palestinian people’s inalienable rights to their ancestral lands and their dignified, honorable existence there, until we eradicate this injustice, in which we shall not be complicit.

The inhumane practices inflicted upon our people in Palestine have undermined the resolve of some. However, I have always maintained unwavering faith in the steadfastness and heroism of the proud Palestinian people. They have provided a powerful testament to resilience and unyielding commitment to their land; a testament that free peoples will forever observe with appreciation and admiration.

I tell you sincerely: ‘The boundless determination of the Palestinian people, and their immutable hold on their land stand as an embodiment of resilience in their relentless pursuit to restore their rights.

Your Majesties, Excellencies and Highnesses

In this crucial moment, I recall that Egypt, which pioneered peace in our region almost five decades ago, and has consistently cherished and honored its commitments, advocates solely for a peace founded upon the principles of right and justice; one that safeguards the resources, preserves the land and secures sovereignty.

Perhaps this is what was stated, indisputably, in the peace treaty Egypt concluded in 1979. This peace treaty mandates that each party upholds the other's sovereignty and territorial integrity, thereby establishing a legal imperative against creating conditions that force inhabitants from their land, which would constitute a serious violation of the obligation to uphold the sanctity of secure borders.

Driven by its commitment to regional security and stability, Egypt has strived since the first day of the war on Gaza to reach a ceasefire, in cooperation with our brothers in Qatar and our friends in the United States. This would not have been achieved without President Donald Trump and his administration’s appreciated efforts, which we hope will persist and continue, with the aim of achieving a sustainable ceasefire in Gaza, maintaining calm between the two sides, and instilling hope in the Palestinian people for the establishment of their independent state to foster eternal peace in the region among all peoples.

Your Majesties, Excellencies and Highnesses

Egypt has collaborated with the brothers in Palestine, to form an administrative committee of professional and independent Palestinian technocrats, entrusted with the management of the Gaza Strip, based on the expertise of its members. This committee would be charged with overseeing the relief process and managing the affairs of the strip for a temporary period, paving the way for the return of the Palestinian Authority to the sector.

Egypt is also actively engaged in training Palestinian security personnel, who will be tasked with maintaining security within the sector in the coming phase.

In close collaboration with the State of Palestine and international institutions, Egypt is developing a comprehensive and integrated plan for the reconstruction of the Gaza Strip, without the displacement of the Palestinians. This shall begin with urgent relief operations and early recovery, leading to the reconstruction of the strip.

Egypt urges the adoption of this plan at our summit today and the mobilization of regional and international support. This plan is designed to safeguard the Palestinian people's fundamental right to rebuild their homeland and secures their enduring presence on their ancestral lands.

I emphasize that this plan shall encompass a concurrent trajectory for a peace initiative, addressing both political and security dimensions. This initiative shall actively involve the countries of the region, supported by the international community, to strive for a just, comprehensive, and sustainable resolution to the Palestinian issue.

From this platform, I call on all free and friendly nations to contribute to this endeavor and to engage effectively in the reconstruction conference Egypt will host next month.

Let us unite to make the channeling of support for this fund a noble goal and a moral imperative, ensuring every Palestinian child and every Palestinian family the right to live in a safe and civilized environment, equal to that of all peoples.

Your Majesties, Excellencies and Highnesses

Amid these escalating events, it is incumbent upon us all to uphold our categorical rejection and absolute condemnation of the heinous hostilities and violations perpetrated against the Palestinian people in the occupied West Bank, including military assaults on West Bank cities and camps, as well as settlement expansions and confiscations of land.

In this context, once again, we utterly reject, and urgently warn against the dire repercussions of the unrelenting aggression against Al-Aqsa Mosque, the deliberate desecration of its sanctity and the infringement upon its established status.

We state it unequivocally: ‘Jerusalem is not merely a city, but rather a symbol of our identity and our cause’.

The discourse about realizing peace in the Middle East without a resolution to the Palestinian-Israeli conflict is void rhetoric and a futile endeavor.

There will be no genuine peace without the establishment of a Palestinian State. Let me reiterate: ‘Peace will never be attained by force, nor can it be imposed by coercion.

An independent Palestinian State, along the June 4, 1967 borders, with East Jerusalem as its capital, must be established, while simultaneously providing all necessary assurances to safeguard Israel’s security.

The recurring cycles of futile violence and the unending suffering of the Palestinian people over the past seven decades urge us to adopt an objective assessment of reality and engage with the facts. It is imperative that we all unite to achieve the desired permanent peace, thereby establishing the foundation for stability, economic prosperity, and harmonious coexistence among the peoples of the region.

Consider the peace agreement between Egypt and Israel, brokered by the United States, in 1979. It is a model to be emulated for transforming a state of animosity, war, and a desire for vengeance into lasting peace and mutual diplomatic relations.

The time has come to embark on a substantive and effective political pathway, conducive to a just and sustainable solution to the Palestinian cause, in accordance with the resolutions of international legitimacy. I firmly believe that U.S. President Trump possesses the capacity to realize this objective, aligning with our sincere aspirations to bring an end to tensions and hostilities in our region.

President El-Sisi Thanks Arab Leaders for Participating in Extraordinary Arab Summit

On this significant day for the Palestinian cause, I would like to thank the Arab Leaders participating in the Extraordinary Arab Summit held in Cairo. I appreciate the consensus among the Arab countries to support the reconstruction plan for the Gaza Strip, which allows the Palestinian People to stay on their land without displacement. We welcome any proposals or ideas from the international community to ensure the success of this plan, which needs to be implemented side by side with a greater plan for peace. I look forward to working with our Arab brothers, President Trump and the international community to adopt a plan that aims for a comprehensive and just settlement of the Palestinian Issue, ends the root causes of the Israeli Palestinian conflict, guarantees the security and stability of the peoples of the region and establishes the Palestinian State.

 

President El-Sisi Meets President of European Council

President Abdel Fattah El-Sisi met with the President of the European Council, Mr. António Costa, on the sidelines of the extraordinary Arab Summit held in the New Administrative Capital.

The meeting emphasized the deep relations between Egypt and the European Union, and the keenness of both sides to strengthen them across all fields, particularly economic and investment, in line with the comprehensive strategic partnership agreement and its six axes. The meeting also addressed the issue of illegal immigration. Mr. Costa expressed his appreciation for Egypt's great efforts in this regard and its success in preventing the departure of boats carrying illegal immigrants from the Egyptian coast since 2016, at a time when Egypt hosts more than nine million foreigners as a result of various crises, which requires providing all necessary support to Egypt.
The meeting also addressed developments in the Middle East. The President of the European Council listened to the President's views regarding ways to restore regional stability, as well as Egypt's efforts to implement the ceasefire agreement in the Gaza Strip. The President of the European Council confirmed the appreciation of the European Union countries for the role played by Egypt to fully implement the agreement. The President and the President of the European Council stressed the need for humanitarian aid to reach the Strip in sufficient quantities without any obstacles, to ensure that the humanitarian crisis from which the people of the Strip have been suffering over the past months does not exacerbate. They warned against the consequences of resuming fighting and violence in the Strip, as this would threaten peace and security in the entire region. President El-Sisi and the President of the European Council emphasized their complete rejection of the Israeli attacks in the West Bank, and stressed their absolute rejection of attempts to displace the Palestinians or liquidate the Palestinian issue. They also stressed the need to start reconstruction efforts immediately in the Strip without displacing its people. The President of the European Council welcomed in this regard the Arab Summit's adoption of the Egyptian plan for the reconstruction of the Gaza Strip. Both sides stressed that the establishment of a Palestinian state in accordance with international legitimacy resolutions represents the only guarantee for achieving lasting peace in the Middle East, and stressed the need for the international community to assume its responsibilities to achieve this goal. The meeting also discussed the developments in Syria, Lebanon, Libya, Sudan and Somalia, where the need to work to resolve crises through peaceful means was emphasized, in a way that preserves the unity, safety and stability of these countries.

 

President El-Sisi Meets President of Yemen’s Presidential Leadership Council Al-Alimi

President Abdel Fattah El-Sisi met with President of Yemen’s Presidential Leadership Council, Dr. Rashad Al-Alimi, on the sidelines of the extraordinary Arab Summit, which was held in the New Administrative Capital.

The meeting underscored Egypt’s unwavering support for the unity, independence and territorial integrity of the State of Yemen. It also reiterated that Yemen’s security and stability are intertwined with Egypt’s national security and the security of the Arab region and the Red Sea.

President El-Sisi emphasized Egypt’s position in support of all efforts aimed at reaching a political solution to the Yemeni crisis, fulfilling the aspirations of the Yemeni people and ending their humanitarian suffering. The President confirmed that Egypt firmly believes that the Yemeni crisis will not be solved by force, but rather efforts must focus on achieving a peaceful political settlement conducive to a comprehensive and permanent solution.

President of Yemen’s Presidential Leadership Council, Dr. Al-Alimi expressed gratitude to President El-Sisi and Egypt for their efforts to restore stability in Yemen and for supporting the Yemeni people. He lauded Egypt’s hosting of thousands of Yemenis, who are receiving an exemplary treatment from their Egyptian brothers, which demonstrates the profound historical relations between the two peoples.

The meeting also tackled ways to restore security and stability in Bab Al-Mandab area. The two sides affirmed the imperative to end attacks on commercial vessels in the region, particularly after Egypt’s loss of more than seven billion dollars in Suez Canal revenues in 2024 as a result of those attacks.

 

President El-Sisi Meets Lebanon’s President Aoun

President Abdel Fattah El-Sisi met with President of Lebanon, Joseph Aoun, on the sidelines of the Extraordinary Arab Summit, which was held in the New Administrative Capital.

The President emphasized Egypt’s firm and persistent support for Lebanon and for the Lebanese President’s efforts toward achieving stability and security for the Lebanese people.

President El-Sisi confirmed the need to further strengthen cooperation between Egypt and Lebanon across all areas, notably the economic domains. The President highlighted the preparedness of Egyptian companies to effectively and efficiently engage in the development and reconstruction processes in Lebanon. He also stressed Egypt’s willingness to provide all forms of support to enhance the capacity and boost the capabilities of Lebanon’s institutions.

President El-Sisi also affirmed Egypt’s support for the implementation of the ceasefire agreement in Lebanon and of UN Security Council Resolution 1701. The two Presidents reiterated the vital importance of an immediate and full withdrawal of Israeli forces from south Lebanon.

Lebanon’s President expressed appreciation for meeting with President El-Sisi, and valued the brotherly and close relations Egypt and Lebanon share. He also appreciated Egypt’s persistent support for Lebanon and its people. The two Presidents looked forward to forging closer bilateral cooperation between the two countries across all domains.

 

President El-Sisi Meets Palestinian President

President Abdel Fattah El-Sisi met with Palestinian President Mahmoud Abbas, on the sidelines of the extraordinary Arab Summit held in the New Administrative Capital.

The President affirmed Egypt's steadfast and permanent support for the Palestinian people and their just cause. The President expressed the rejection of the leadership and people of Egypt, the displacement of Palestinians from their lands and all forms of Israeli escalation against the Palestinian people, whether in the Gaza Strip or the West Bank. The President stressed the continuation of Egyptian efforts to ensure the implementation of the three stages of the ceasefire agreement, noting that there is no alternative to establishing a Palestinian state along the borders of June 4, 1967, with East Jerusalem as its capital, as it is the only guarantee for achieving stability and lasting peace in the region. President El-Sisi stressed Egypt's support for the Palestinian Authority, and the continuation of Egyptian efforts to achieve consensus among the Palestinian people, including the announcement of the formation of the Community Support Committee, the completion of the remaining reforms announced by President Abbas in the Palestinian Authority, including the creation of the position of Vice President of the Palestinian Authority and the issuance of a decree to pardon those dismissed from the Fatah movement within the framework of Palestinian reunification. This is in addition to reaching understandings that guarantee the protection of the Palestinian cause from the grave challenges it faces during this critical historical juncture. For his part, the Palestinian president expressed his appreciation and gratitude for the ongoing Egyptian efforts towards the Palestinian cause, and the pivotal role played by Egypt in protecting the capabilities of the Palestinian people.

 

President El-Sisi Meets Syria’s President al-Sharaa

President Abdel Fattah El-Sisi met with President of the Syrian Arab Republic, Ahmed al-Sharaa, on the sidelines of the Extraordinary Arab Summit, which was held in the New Administrative Capital.

At the beginning of the meeting, President El-Sisi confirmed Egypt’s commitment to supporting the Syrian people and achieving their aspirations, taking into consideration their will and choices to realize stability and development. The President confirmed the vital importance of launching a comprehensive political process, encompassing all components of the Syrian people, without the exclusion of any party.

President El-Sisi also emphasized Egypt’s keenness on the unity and territorial integrity of Syria, reiterating its rejection of any aggression against Syrian territories.

Syria’s President affirmed his commitment to starting a new chapter of fraternal relations with Arab countries, particularly Egypt. He underscored his interest to work jointly with Egypt to serve the interests of both countries and the Arab nation. Syrian President al-Sharaa valued Egypt’s efforts in support of the unity and territorial integrity of Arab countries and the restoration of regional stability.

President Abdel Fattah El-Sisi met with Iraqi President Abdul Latif Rashid, on the sidelines of the Extraordinary Arab Summit held in the New Administrative Capital.

President El-Sisi reaffirmed Egypt’s steadfast support for Iraq and its people, emphasizing Egypt’s readiness to engage in Iraq’s development efforts and to strengthen bilateral cooperation across all fields, particularly in infrastructure and energy.

The Iraqi president expressed his keenness to intensify political coordination with Egypt and enhance bilateral cooperation in all areas, including counterterrorism, culture, infrastructure, and trade.

Both presidents reiterated their support for the Palestinian people and their just cause, affirming their legitimate right to establish a state along the June 4, 1967 borders, with East Jerusalem as its capital, as a foundation for achieving lasting peace in the region. They also emphasized the importance of implementing Egypt’s plan for the reconstruction of Gaza without the displacement of its people, which was adopted by the Extraordinary Arab Summit today.

 

Cairo Statement Issued by the Extraordinary Arab Summit (Palestine Summit)

We, the leaders of the Arab States,

Driven by a profound awareness of the gravity of this critical juncture in our region’s history — particularly concerning the Palestinian cause, which remains the central cause of the Arab world and a just cause embraced by all nations and peoples who aspire to peace, uphold justice as their guiding principle and freedom as their aspiration — we reaffirm our unity in the face of all attempts to erode the inalienable rights of the Palestinian people. We remain steadfast in our commitment to redressing the historic injustice inflicted upon them as a fundamental step toward a just peace, honouring the sacrifices of generations and saluting the unparalleled resilience of the Palestinian people, who for 15 months have endured relentless aggression and inhumane policies with unwavering defiance,

Affirming the outcomes of the Arab Summit held in Manama on May 16, 2024, and the principles enshrined in the Bahrain Declaration — which reaffirm our belief in the values of tolerance and coexistence, mutual respect among nations and peoples, the promotion of dialogue and understanding between religions, cultures, and civilizations, and the advancement of global peace and stability — we underscore the declaration’s call for the deployment of a United Nations protection and peacekeeping force in the occupied Palestinian territory until the realization of the two-state solution. Guided by our steadfast dedication to solidarity and cooperation, we remain resolute in confronting the extraordinary challenges of this critical moment through a unified and collective approach,

We convened on Tuesday, March 4, 2025, corresponding to Ramadan 4, 1446, in Cairo, in response to the invitation of His Excellency President Abdel-Fattah El-Sisi, President of the Arab Republic of Egypt, and in coordination with His Majesty King of Bahrain Hamad Bin Isa Al Khalifa, President of the 33rd Ordinary Session at the Summit Level. This extraordinary summit was convened upon the request of the State of Palestine to address the recent grave developments relating to the Palestinian cause,

As we extend our profound respect and appreciation to the Palestinian people for their resilience and unwavering attachment to their land — manifested in the historic return of Gaza’s residents to their homes, particularly in the northern part of the Strip, following the announcement of the entry into force of the ceasefire agreement — we reaffirm our steadfast commitment to implement all previous resolutions of the Council of the League of Arab States at the Summit Level concerning the Palestinian cause,

We, hereby, decide the following:

  1. Assert that our strategic choice is the pursuit of a just and comprehensive peace that fully guarantees the legitimate rights of the Palestinian people—foremost among them the right to freedom and the establishment of an independent, sovereign state on their national soil in accordance with the two-state solution and the right of return for Palestinian refugees — while ensuring the security of all states and peoples of the region, including Israel, based on the 2002 Arab Peace Initiative, which unequivocally reflects the Arab states’ commitment to resolving all conflicts and disputes to establish peace, coexistence, and constructive cooperation among all countries of the region; and reaffirm our categorical rejection of all forms of violence, extremism, and terrorism that seek to undermine security and stability and stand in direct contradiction to human values and principles, and the provisions of international law;
  2. Intensify cooperation with international and regional powers, including the United States of America, to achieve a just and comprehensive peace in the region within the broader framework of resolving all conflicts in the Middle East; reaffirm our readiness to engage immediately with the US administration and all international partners to resume peace negotiations aimed at reaching a just and lasting resolution to the Palestinian cause — based on ending the Israeli occupation and the establishment of an independent, sovereign Palestinian state based on the two-state solution and in accordance with international legitimacy resolutions, along the lines of June 4, 1967, with East Jerusalem as its capital, to coexist in security and peace alongside Israel; and call for the convening of an international conference aimed at establishing the Palestinian state;
  3. Reaffirm the unequivocal Arab position — reiterated on multiple occasions, including in the Bahrain Declaration of May 16, 2024 — of categorical rejection of any form of displacement of the Palestinian people from or within their land, under any pretext, circumstance, or justification, considering such actions a grave violation of international law, a crime against humanity, and a form of ethnic cleansing; condemn the policies of starvation and scorched earth designed to forcibly uproot the Palestinian people from their land; and stress the imperative necessity that Israel, the occupying Power, adheres to relevant international legitimacy resolutions that reject any attempts to alter the demographic composition of the Palestinian territory;
  4. Condemn Israel’s recent decision to block entry of humanitarian assistance to the Gaza Strip and close border crossings used in relief works; affirm that these measures constitute a violation of the ceasefire agreement, international law, and humanitarian international law, including the Fourth Geneva Convention; and denounce Israel’s use of siege and subjecting civilians to starvation for political purposes;
  5. Warn that any unjust attempts to displace the Palestinian people or annex any part of the occupied Palestinian territory will plunge the region into a new cycle of conflicts, erode prospects for stability, and widen the scope of confrontation to involve other states in the region, and thus posing a direct threat to the foundations of peace in the Middle East, undermining its future, and extinguishing hopes for coexistence among its peoples; and assert the pivotal role and responsibilities shouldered by the Hashemite Kingdom of Jordan and the Arab Republic of Egypt in confronting the perils of displacement and the liquidation of the Palestinian cause;
  6. Endorse the plan presented by the Arab Republic of Egypt — in full coordination with the State of Palestine and Arab countries, and based on studies conducted by the World Bank and the United Nations Development Program — regarding early recovery and reconstruction in Gaza as a comprehensive Arab initiative, while mobilizing all forms of financial, material, and political support for its implementation; urge the international community and international and regional financial institutions to swiftly provide the necessary resources; and reaffirm that these efforts must proceed in parallel with the initiation of a political process and a viable pathway toward a just and lasting resolution that fulfils the legitimate aspirations of the Palestinian people to establish their independent state and live in peace and security;
  7. Underscore the paramount priority of fully implementing the ceasefire agreement in its second and third phases, while ensuring that all parties, particularly the Israeli side, honour their commitments in a manner that leads to a permanent cessation of aggression against Gaza, Israel’s complete withdrawal from the Strip, including from the Philadelphi Corridor, and the unhindered, immediate, and sufficient delivery of humanitarian, shelter, and medical aid across all areas of the Strip, alongside the facilitation of the safe return of displaced residents to their homes; and acknowledge the constructive role played by the administration of US President Donald Trump, in coordination with the Arab Republic of Egypt and the State of Qatar, in securing the ceasefire agreement and the release of hostages and detainees, and building upon these efforts by working with the US President to develop a comprehensive implementation plan for the Arab Peace Initiative;
  8. Welcome the convening of an international conference in Cairo at the earliest possible date, in coordination with the State of Palestine and the United Nations, to address recovery and reconstruction in the Gaza Strip; urge the international community to participate in this conference for accelerating the rehabilitation efforts following the devastation caused by Israeli aggression; and advocate for the establishment of a trust fund to channel financial commitments from donor countries and financial institutions toward the implementation of recovery and reconstruction projects;
  9. Coordinate within the framework of the Joint Arab-Islamic Ministerial Committee to engage in efforts, including outreach and visits to key international capitals, to present the Arab plan for the reconstruction of Gaza, reaffirm the Palestinian people’s inalienable right to remain on their land, and uphold their right to self-determination, while mandating Arab foreign ministers and the Secretary-General of the League of Arab States to take swift international action — particularly within the United Nations and with the permanent members of the Security Council, in coordination with the two Arab non-permanent members of the Security Council, Algeria and Somalia, in light of their tangible efforts to support Arab causes in general, and the Palestinian cause in particular — to explore measures to counter any attempts aimed at liquidating the Palestinian cause, as well as mobilizing global pressure to compel Israel’s withdrawal from all occupied Arab territories, including those in Syria and Lebanon, through effective coordination via Arab ambassadors’ councils and the League of Arab States’ offices across various capitals;

10.Welcome the Palestinian decision to establish a Gaza Administration Committee under the umbrella of the Palestinian government — comprising qualified individuals from the Strip for a transitional period — alongside efforts to empower the Palestinian National Authority to return to Gaza as a manifestation of the political and geographical unity of the Palestinian territories occupied in 1967; express appreciation for the initiative put forth by the Hashemite Kingdom of Jordan and the Arab Republic of Egypt to train and qualify Palestinian police forces to ensure their full preparedness in maintaining security throughout the Gaza Strip; and reaffirm that security remains an exclusive Palestinian responsibility to be managed solely by legitimate Palestinian institutions, in accordance with the principle of one legitimate law and the principle of the monopoly of the legitimate use of force, with the full backing of the international community;

11.Call upon the Security Council to deploy international peacekeeping forces in the West Bank and Gaza Strip that would contribute to the achievement of security for the Palestinian and Israeli peoples, within the context of enhancing the political vision for the establishment of the Palestinian state;

  1. Commend the ongoing efforts of the State of Palestine in the framework of comprehensive reform at all levels, aimed at building resilient and sustainable institutions capable of fulfilling the aspirations of the Palestinian people; support its commitment to holding legislative and presidential elections as soon as conditions permit, and the continued implementation of fundamental reforms through the government program to enhance public services, drive economic progress, empower women and youth, and uphold the rule of law, transparency, and accountability; assert that these reform efforts within both the State of Palestine and the Palestine Liberation Organization constitute essential steps to enable Palestinian national institutions to effectively confront challenges, safeguard the unity of national decision-making, and reinforce the resilience of the Palestinian people in their pursuit of freedom and independence; and underscore the imperative of unifying Palestinian ranks and national factions under the umbrella of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people;

13.Urge the cessation of Israeli aggression in the West Bank, including settlements, apartheid, house demolitions, land confiscation, destruction of infrastructure, military incursions into Palestinian cities, and violations of the sanctity of holy sites; and assert unequivocal rejection and condemnation of any attempts to forcibly displace the Palestinians from their camps and cities or to annex any part of the West Bank under any pretext, warning that such actions risk triggering an unprecedented escalation that would exacerbate the volatility and complexity of the regional situation;

  1. Call, on the occasion of the holy month of Ramadan, for de-escalation across the occupied Palestinian territory, including by halting rhetoric and practices that incite hatred and violence, which we strongly condemn; demand access for worshipers to the blessed Al-Aqsa Mosque to freely and safely perform their religious rituals, in full preservation of the legal and historical status quo of the Islamic and Christian holy sites in occupied Jerusalem; stress the necessity of respecting the role of the Jordanian Jerusalem Waqf and Al-Aqsa Mosque Affairs Administration, as the sole authority responsible for managing all matters related to AlAqsa Mosque within the framework of the historical Hashemite guardianship over the holy sites; and affirm the roles of the Jerusalem Committee and Bayt Mal Al Quds Acharif Agency;

15.Support the efforts of the Global Alliance for the Implementation of the Two-State Solution, led by the Kingdom of Saudi Arabia, as the head of the Joint Arab-Islamic Committee on Gaza, alongside the European Union, Spain and Norway; and encourage active participation in the international conference, co-chaired by the Kingdom of Saudi Arabia and France, aimed at resolving the Palestinian issue and implementing the two-state solution, to be held at the United Nations headquarters in New York in June 2025;

16.Reaffirm the vital and indispensable role of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in fulfilling its mandate as granted by the United Nations Resolution of its establishment, in its five areas of operation, particularly in the West Bank, East Jerusalem, and the Gaza Strip; call on the international community and peace-loving nations to provide political, legal, and financial support to ensure the agency’s continued ability to carry out its humanitarian mission; demand that the United Nations take a firm stance against any attempts to obstruct the work of one of its specialized agencies; reject all measures aimed at diminishing or eliminating the agency’s role, as part of systematic efforts to liquidate the refugee issue and undermine their legitimate right of return; and strongly condemn the two laws passed by the Israeli Knesset in October 2024 to ban UNRWA, an act that represents blatant disregard for the United Nations and the international community as a whole;

17.Call, in cooperation with the United Nations, for the establishment of an international fund to care for the orphans of Gaza, victims of the brutal Israeli aggression, whose number is approximately 40,000 children, and to provide aid and artificial limbs for thousands of the injured, particularly children who have lost their limbs; and encourage countries and organizations to launch initiatives aimed at addressing these humanitarian needs, akin to the Jordanian “Restoring Hope” initiative, which supports amputees in the Gaza Strip;

18.Urge nations to commit to implementing the two advisory opinions of the International Court of Justice and its orders regarding the crimes of Israel, the occupying Power, while stressing the necessity of prosecuting all those responsible for the grave violations and crimes committed against the Palestinian people through international and national justice mechanisms; stress that these crimes are not subject to a statute of limitations; and hold Israel legally and materially accountable for its crimes in Gaza and the rest of the occupied Palestinian territory;

19.Task a legal committee from the Arab states that are parties to the 1948 Convention on the Prevention and Punishment of the Crime of Genocide with examining how the displacement of the Palestinian people from their land, their expulsion, forcible transfer, ethnic cleansing, and deportation outside the occupied Palestinian territory — along with the creation of expulsive living conditions through widespread destruction, collective punishment, starvation, and the prevention of food and relief supplies — constitute acts of genocide under international law;

20.Reassert the necessity of fully implementing the ceasefire agreement in Lebanon, in accordance with all its provisions, and of adhering to Security Council Resolution 1701; condemn the Israeli violations of this resolution and the ceasefire agreement; demand Israel’s full withdrawal from Lebanon to the internationally recognized borders, its handover of prisoners arrested in the recent war, and its commitment to the provisions of the 1949 Lebanon-Israel truce; and affirm support for the Lebanese Republic, its security, stability, and sovereignty;

21.Condemn the Israeli attacks on the Syrian Arab Republic and the incursion into its territory, which constitute a flagrant violation of international law, an aggression against Syria’s sovereignty, and a serious escalation that increases tension and conflict; call upon the international community and the Security Council to take immediate action to enforce international law and compel Israel to cease its aggression and withdraw from the Syrian territories it occupies in clear violation of the 1974 Armistice Agreement; and assert that the Golan Heights is occupied Syrian territory, rejecting Israel’s decision to annex it and impose its sovereignty over it;

22.Task the Secretary-General of the League of Arab States with following up on the implementation of the summit communiqué and submitting a report on the progress and outcomes to the Arab Summit in its coming 34th session;

  1. Express gratitude to the Arab Republic of Egypt for hosting this emergency summit.
