Egypt Hosts Egyptian-European Summit
Egypt hosted (Sunday, March 17,2024) an Egyptian-European summit that witnessed elevating relations between Egypt and the European Union to the level of "Comprehensive and Strategic Partnership", with the aim of achieving a significant leap in cooperation and coordination between the two sides and to achieve common interests.
President Abdel Fattah El-Sisi received at Ittihadia Palace the President of the European Commission, Prime Minister of Belgium, the current President of the European Union, as well as the heads of state and government of Cyprus, Italy, Greece and Austria.
The President held bilateral meetings with the European leaders to discuss ways to enhance relations. A summit meeting also was held to enhance relations between Egypt and the European Union and its member states across various fields, mainly political relations, counter-terrorism, economic cooperation, as well as energy, industry, technology, education and immigration. The summit also tackled regional developments, mainly the war in the Gaza Strip, and means to restore security and stability in the region, and avert the repercussions of the ongoing tensions on international peace.

President Abdel Fattah El-Sisi received the President of the European Commission, Ursula von der Leyen, on the sidelines of the Egyptian-European Summit. They discussed several bilateral cooperation files, including the signing of the joint political declaration document to elevate relations between Egypt and the European Union to the level of "strategic and comprehensive partnership”. They also reviewed regional developments. President El-Sisi stressed the necessity of reaching a ceasefire in the Gaza Strip and reaffirmed Egypt’s rejection of the forced displacement of the Palestinians outside their land and that it would not allow it.

President El-Sisi and Greek Prime Minister, Mitsotakis, underscored the vital imperative for intensified efforts to end the humanitarian catastrophe in the Gaza Strip, which is grappling with acute starvation, by exerting significant pressure to reach an immediate ceasefire.

President El-Sisi and the Austrian Federal Chancellor also discussed the situation in the Gaza Strip. The President reviewed Egypt’s unyielding efforts to reach a ceasefire, given the dire humanitarian catastrophe unfolding in the sector. They explored ways to ensure the unimpeded delivery of humanitarian aid and relief through every available avenue to alleviate the severe humanitarian suffering and starvation plaguing the sector.

Allow me at the outset to welcome you as dear guests of Egypt. Your visit to Cairo today coincides with a significant momentum in Egyptian-European relations, whether with the institutions of the European Union or its member states.
Your visit celebrates a crucial phase in relations between Egypt and the European Union. Together, we have successfully accomplished significant progress in our partnership. A short while ago, I signed with Ms. Ursula von der Leyen, President of the European Commission, a “Joint Political Declaration”, to embark on a collaborative path toward upgrading relations between Egypt and the European Union to the level of “Comprehensive and Strategic Partnership”, with a view to forging closer cooperation to achieve mutual benefit.
Ladies and gentlemen,
Charting a course of deeper relations between Egypt and the European Union has been coupled with a financial package of approximately 7.4 billion euros to bolster the Egyptian economy. This envisages three main components, namely concessional financing, investment guarantees and technical support for the implementation of bilateral cooperation projects.
We have also agreed with Ms. Ursula von der Leyen, President of the European Commission, to convene a joint investment conference between Egypt and the European Union in the second half of 2024, showcasing Egypt’s vast and diverse investment opportunities and potential to drive European company engagement in the Egyptian market.
Our discussions placed special emphasis on energy as a key area for cooperation, with a particular focus on natural gas and electricity interconnection. We agreed to collaborate on green hydrogen production as a clean source of energy, and affirmed our commitment to further advancing this dynamic cooperation within the framework of “The East Mediterranean Gas Forum”. This partnership is crucial for ensuring regional and international energy security.

Today, we deliberated on the vital need to further cooperation on common challenges, primarily illegal migration. We confirmed our unwavering commitment to combating this phenomenon through our persistent collaborative efforts. This shall encompass tackling the root-causes through development-focused solutions and improving regular migration routes.
There was an alignment of views with regard to the critical importance of strengthening Egypt’s efforts, which have effectively curbed the influx of illegal migration from Egyptian coasts since 2006. In addition, Egypt hosts 9 million foreigners, who are enjoying the same social and health services as Egyptian citizens.

Our talks today addressed pressing regional and international issues of mutual concern, with a special focus on the Palestinian cause and the war in Gaza. I emphasized the inevitability of a ceasefire with utmost urgency and an end to Israel’s hostilities. I also urged European leaders to exert substantial efforts to secure an immediate and unconditional ceasefire, and to scale-up humanitarian assistance and relief to the Gaza Strip to alleviate the devastating humanitarian catastrophe endured by the Palestinian people there.
We agreed with the European leaders on the categorical rejection of an Israeli military operation in the City of Rafah, which will only exacerbate the already exacerbating humanitarian crisis in the sector. This is in addition to the repercussions of this military operation on liquidating the Palestinian issue, which Egypt unequivocally and absolutely rejects. Once again, Egypt reaffirms its unshakeable and immutable rejection of any attempt by Israel to forcibly displace the Palestinian people from their lands, which have been under occupation since 1967, including the Gaza Strip, the West Bank and East Jerusalem.
I extensively reviewed Egypt’s massive efforts to resolve the crisis, stressing the need to address the Palestinian issue from a holistic and integrated approach that secures the Palestinian rights to establish their independent state, along the June 4, 1967 borders, with East Jerusalem as its capital.
Finally, I want to emphasize the need to unify our message to the international community, reiterating that the suffering of the Palestinian people across the occupied Palestinian territories over the past decades will show no signs of abating unless there is an acknowledgement of the State of Palestine, enjoying full membership of the United Nations, as well as earnest efforts toward the implementation of the two-state solution, in line with international references. The procrastination in resolving this issue exposes, not only the region, but the whole world to a state of instability.

Once again, Egypt reaffirms its unshakeable and immutable rejection of any attempt by Israel to forcibly displace the Palestinian people from their lands, which have been under occupation since 1967, including the Gaza Strip, the West Bank and East Jerusalem.
I extensively reviewed Egypt’s massive efforts to resolve the crisis, stressing the need to address the Palestinian issue from a holistic and integrated approach that secures the Palestinian rights to establish their independent state, along the June 4, 1967 borders, with East Jerusalem as its capital.
Finally, I want to emphasize the need to unify our message to the international community, reiterating that the suffering of the Palestinian people across the occupied Palestinian territories over the past decades will show no signs of abating unless there is an acknowledgement of the State of Palestine, enjoying full membership of the United Nations, as well as earnest efforts toward the implementation of the two-state solution, in line with international references. The procrastination in resolving this issue exposes, not only the region, but the whole world to a state of instability.

Egypt-EU Summit
The Egypt-EU Summit was launched in Cairo, where President Abdel Fattah El-Sisi received at Al-Ittihadiya Palace President of the European Commission, Ursula von der Leyen; Prime Minister of the Kingdom of Belgium, the current President of the European Union Presidency, Alexander De Croo; Prime Minister of the Hellenic Republic, Kyriakos Mitsotakis; Federal Chancellor of the Republic of Austria, Karl Nehammer; President of the Republic of Cyprus, Nikos Christodoulides, and Prime Minister of the Italian Republic, Giorgia Meloni.
President El-Sisi held separate bilateral meetings with the European leaders. During the talks, the President welcomed the upgrading of Egypt’s relations with the European Union to the level of “Comprehensive and Strategic Partnership”, with a view to promoting cooperation between the two sides, acknowledging Egypt’s pivotal role in Euro-Mediterranean relations and demonstrating the historical relations that bind the two sides and their common interests.
The meetings discussed avenues of economic and investment cooperation and ways to develop specific steps to ensure leveraging the relative advantages of both sides. The talks touched on cooperation in the localization of the industry, the transfer of technology, and training as well as in the fields of energy, notably the production of natural gas and Egyptian-Cypriot collaboration in this sphere. The leaders also tackled ways to capitalize on the promising opportunities offered in Egypt in the domain of clean energy and green hydrogen, and discussed a multitude of existing and under-study cooperation projects with Greece, Belgium and Austria.
President El-Sisi also deliberated on joint cooperation between Egypt and Italy in the sectors of food security, agricultural production and land reclamation. There was an alignment in views on the establishment of a partnership between Egypt and Italy in mega national projects, envisaging the transfer of advanced Italian technology to Egypt in these areas. This aims to boost the returns and increase Egyptian agriculture and food exports to Europe.
The discussions also focused on the latest developments in the region, primarily the war in Gaza. President El-Sisi confirmed the crucial need for the international community to assume its responsibilities and push for an immediate and urgent ceasefire and unrestricted access for significant quantities of much-needed humanitarian aid and relief to the sector to protect it from the severe humanitarian catastrophe its people have been enduring. President El-Sisi warned that any military operation in the Palestinian city of Rafah will have grave and formidable consequences on the security of the entire region, reiterating the need to commit to the path of the two-state solution.
For their part, the European leaders valued Egypt’s wise and dynamic position which seeks to restore stability in the region, expressing gratitude and appreciation for Egypt’s unyielding efforts toward re-establishing peace and stability in the region.
