Joint statement by the Arab Republic of Egypt and the Republic of Djibouti

Djibouti, April 23, 2025

 

Committed to the deep-rooted historical relations and robust fraternal ties between the Arab Republic of Egypt and the Republic of Djibouti, and their brotherly peoples, His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, paid a working visit to the Republic of Djibouti on Wednesday, April 23, 2025. This visit comes within the framework of ongoing efforts to develop the strategic partnership between the two brotherly nations across various fields. The discussions included the following:

 

First: Bilateral Relations

 

1-The two Presidents held extensive political consultations, during which they affirmed the profound fraternal, historical, and strategic relations that bind the two countries and their peoples. They emphasized their shared commitment, rooted in these relations, to advance efforts toward promoting cooperation across various domains, in addition to fostering coordination on regional and international developments of mutual interest.

 

2-The two Presidents highlighted concerted efforts exerted to further strengthen bilateral cooperation in an array of spheres, including defense, security, counter-extremist ideology, media, energy, trade and economy, communications, agriculture, irrigation and water resources, education, higher education and culture, health, social solidarity, tourism, and youth and sports.

 

3-The two Presidents underscored the pivotal role of Egypt and Djibouti within their respective regional and international spheres. His Excellency President Abdel Fattah El-Sisi conveyed Egypt's congratulations to Djibouti on the election of its former Minister of Foreign Affairs, Mr. Mahamoud Ali Youssouf, to the esteemed position of Chairperson of the African Union Commission. This achievement reflects the significant weight of Djiboutian diplomacy and the exceptional capabilities of its personnel. President El-Sisi extended his sincere wishes for Mr. Youssouf's success and judicious guidance in his vital and noble mission to serve the cherished African continent and its peoples. His Excellency President Ismail Omar Guelleh reaffirmed Djibouti's steadfast support for the candidacy of Egypt, the League of Arab States, and the African Union, represented by His Excellency Dr. Khaled El-Enany, for the post of Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) during the elections scheduled for October 2025.

 

4-Both Presidents lauded the ongoing cooperation between their countries in the electricity and energy sectors, particularly in new and renewable energy. They emphasized the importance of forging closer collaboration in this vital sector to ensure energy security in Djibouti. The two Presidents announced the launch of a joint initiative in this regard, given the critical role of the energy sector in achieving sustainable development, prosperity, and the well-being of the Djiboutian people. In this context, an agreement was reached to lay the foundation stone for a project involving the supply and installation of a solar power plant in the "Omar Jagaa" village in "Arta" region of Djibouti in the coming days following the Presidential visit, through the designated officials from both countries. This project will be implemented through the collaborative efforts of the Ministries of Electricity and Energy in both countries, in cooperation with the Arab Organization for Industrialization and the Egyptian Agency of Partnership for Development. Furthermore, the two leaders reviewed the flagship projects in Djibouti’s electricity and energy sector, where Egypt is a key implementation partner, including:

a-Conducting a study to enhance the capabilities of the Djiboutian electricity grid and identifying several projects that contribute to achieving energy security in the country.

b-The project for the expansion of the wind power plant in the "Ghubbet" area.

c- The establishment of a solar power plant at the container terminal in the Port of Djibouti.

d- The solar power plant project in the "Omar Jagaa" village.

 

5-The two leaders commended the diligent efforts undertaken by the Ministries of Transport in the two countries, in collaboration with the Djibouti Ports and Free Zones Authority and the Egyptian private sector, to bolster cooperation in the domain of ports and free zones. They highlighted several projects currently under consideration by Egypt for implementation in this regard, such as:

a-The logistics zone within the Free Zone of Djibouti.

b-The expansion of the container terminal in Doraleh.

c- The RN18 highway project.

 

6- The two Presidents affirmed the need to elevate the volume of trade exchange between the two countries to a level commensurate with their bilateral relations, work toward enhancing mutual investments, and leverage the promising economic potential within both countries to achieve the aforementioned objectives. They also commended the ongoing efforts to strengthen economic and trade ties between Egypt and Djibouti, welcoming the establishment of the Egyptian-Djiboutian Business Council. The two Presidents called upon the Council to convene its inaugural meetings and activate its operations at the earliest possible time. Moreover, the two leaders welcomed the allocation of 150,000 square meters within the Free Zone of Djibouti for use by Egyptian companies as a logistical hub to bolster trade exchange between the Egyptian and Djiboutian markets and to serve as a springboard to neighboring regional markets. They underscored the importance of leveraging the existing regulatory and trade agreement frameworks the two countries share in order to promote and boost the volume of trade exchange, particularly within the context of existing agreements such as COMESA and the African Continental Free Trade Area upon its full activation.

 

7- The two Presidents further directed the completion of the official inauguration of the new Misr Bank-Djibouti headquarters by the relevant authorities in the days following the Presidential visit. They lauded the significance of this step in bolstering the economic and commercial relations between the two nations, and in attracting and encouraging investments into Djibouti, thereby representing a valuable addition to the stable and promising Djiboutian banking market.

 

8- The two Presidents lauded the ongoing cooperation between the two countries in the field of combating terrorism and extremist ideology, particularly through the crucial role played by the Djiboutian Al-Wasatiya Institute. Al-Azhar Al-Sharif provides the Institute with a distinguished group of its scholars, who train and qualify imams and preachers in Djibouti to disseminate the true teachings of Islam and refute narratives that lead to extremism. This takes place based on a sound scientific and religious foundation that adheres to the upright methodology of Al-Azhar Al-Sharif.

 

9- The two Presidents also welcomed the initiative to establish an Al-Azhar Al-Sharif center for teaching the Arabic language in Djibouti.

 

10- The two leaders expressed interest in fostering closer cooperation in the health sector, including the dispatch of Egyptian medical convoys to Djibouti. They welcomed Egypt's initiative to send a medical convoy for the early detection of hearing impairment among children and adults and the provision of hearing aids, as well as another convoy for the installation of arteriovenous fistulas for kidney dialysis patients. The convoys are scheduled to be dispatched in the near future. The two leaders also directed the relevant officials in both countries to work towards strengthening cooperation in this vital field, including accelerating the activation of the Motherhood and Childhood Center in Djibouti.

 

11- The two Presidents confirmed the importance of cooperation in the fields of youth and sports and the necessity of intensifying youth, student, and sports exchanges to maintain the strong bonds between the brotherly peoples of the two countries. In this regard, they welcomed the cooperation between the Ministries of Sports in both countries to develop sports facilities in Djibouti, primarily "Hassan Gouled Aptidon Stadium," to ensure its compliance with international standards for hosting international matches for Djiboutian national and sports teams on their own soil and among their own supporters.

 

12- The two Presidents lauded the efforts exerted to facilitate travel and movement between the two countries, including the inauguration of the direct EgyptAir route between Cairo and Djibouti on July 12, 2024. The two Presidents directed the officials of both countries to explore means of enhancing cooperation in the field of civil aviation and to work towards the regularity and increase of flights on the direct route, given its role in fostering popular and commercial ties between the two countries.

 

13- The following agreements and Memoranda of Understanding, MoUs, were signed:

a- Memorandum of Understanding for Cooperation in the Field of Youth.

b- Memorandum of Understanding for Cooperation in the Field of Sports.

c- Executive Program in the Field of Higher Education and Scientific Research for the Years 2025/2028.

d- Memorandum of Understanding between the National Media Authority of Egypt and the Radio and Television of Djibouti.

e- Memorandum of Understanding between the State Information Service of Egypt and the Djiboutian Ministry of Communication.

 

Second: Regional and International Issues

 

1-The two Presidents exchanged visions and perspectives on regional and international issues of mutual concern, based on the shared and similar challenges facing the two brotherly countries and the pivotal role played by both Egypt and Djibouti in their turbulent surroundings to de-escalate situations and achieve stability in the Middle East and the Horn of Africa regions.

 

2-In this regard, the two Presidents emphasized the critical importance of continuous coordination between the two countries on regional and international issues, both bilaterally and multilaterally, through regional and international groupings and organizations to which they both belong, foremost among which are the League of Arab States, the African Union, the Organization of Islamic Cooperation, and the United Nations. The discussions covered the following:

 

The Horn of Africa:

 

Somalia:

a- The two Presidents welcomed efforts aimed at reinforcing security and stability in Somalia, the unity of its territory, and its territorial integrity. They also welcomed efforts that enhance the capabilities of Somali state institutions and the capacity of the Federal Government to address any challenges, as well as empower the Somali National Army to counter terrorism and extend state authority over its entire territory. The two leaders strongly condemned the failed heinous assassination attempt targeting the convoy of His Excellency President Hassan Sheikh Mohamud, President of the Federal Republic of Somalia, which underscores the vile tactics of terrorist groups and the imperative of supporting Somalia in their eradication.

b-In this regard, the two Presidents emphasized their countries' commitment to contributing forces to the new African Union Transition Mission in Somalia (ATMIS).

 

Sudan:

1-The two Presidents affirmed their categorical rejection of any attempts that would threaten the unity, sovereignty, and territorial integrity of the brotherly Republic of Sudan, including the endeavor to form a parallel government, which further complicates the situation in Sudan and impedes all efforts aimed at unifying the visions among Sudanese political forces.

2-The two Presidents also emphasized the imperative of all Sudanese powers engaging in a comprehensive political process, prioritizing the supreme national interest of the country, preserving national institutions, and facilitating the delivery of humanitarian aid, thus paving the way for the resumption of Sudan's activities within the African Union.

3-The two Presidents lauded the tireless Egyptian and Djiboutian efforts aimed at achieving stability in the brotherly Republic of Sudan and the hosting by both countries of several conferences in this regard.

 

 

 

South Sudan:

-The two Presidents expressed concern regarding the deterioration of the political and security situation in the brotherly Republic of South Sudan. They called upon all relevant parties to avoid escalation and to resolve differences through peaceful and diplomatic means, in order to preserve the security and stability of South Sudan and the region.

 

Red Sea Security:

-The two Presidents underscored the crucial importance of enhancing coordination on issues related to the Red Sea. They expressed their categorical rejection of any practices that lead to the destabilization of security and freedom of navigation in this vital maritime corridor for international trade. They also noted the importance of activating the Council of Arab and African Littoral States of the Red Sea to assume its inherent responsibilities in promoting coordination among the littoral states of the Red Sea and the Gulf of Aden.

 

The Palestinian Issue:

1-The two Presidents condemned the renewed Israeli aggression against the Gaza Strip, which constitutes a flagrant violation of the ceasefire agreement. They underscored the outcomes of the Extraordinary Arab Summit held in Cairo on March 4, 2025, and its emphasis on achieving a just and comprehensive peace based on the two-state solution that fulfills the legitimate and inalienable rights of the Palestinian people. This includes their right to freedom and the establishment of an independent and sovereign state along the June 4, 1967 borders, with East Jerusalem as its capital.

2- The two leaders denounced the Israeli decisions pertaining to the cessation of humanitarian aid entry into the Gaza Strip and the closure of crossings used for relief efforts. They called upon Israel to cease its violation of the ceasefire agreement and to return to the negotiating table to agree on the arrangements for the second phase. They stressed the necessity of allowing the resumption of humanitarian aid entry. Furthermore, the two leaders called upon U.S. President Donald Trump and the international community to exert pressure on Israel to abide by the agreements reached. They also expressed their aspiration to cooperate with the U.S. President and all international powers to implement the Arab plan for the reconstruction of Gaza.

3- The two Presidents reiterated the unified Arab position, which enjoys full international support, regarding the categorical rejection of the displacement of Palestinians from their land under any pretext, considering it a violation of international law and a crime against humanity. They stressed the imperative of Israel's adherence to its obligations as the occupying force and to the relevant resolutions of international legitimacy.

 

Syria:

The two Presidents affirmed their support for the national state institutions and stability of Syria, and rejected all forms of violence that would undermine the stability and well-being of the Syrian people. They stressed the necessity of working towards the initiation of a comprehensive transitional process that ensures the participation of all segments of the Syrian people without exclusion.

 

The African Union:

1-The two Presidents confirmed the importance of cooperation between their countries within the framework of the African Union to achieve the goals of Agenda 2063, foremost among which are efforts to enhance peace and security on the continent. This includes post-conflict reconstruction and development efforts and peacebuilding, in light of the leadership of His Excellency President Abdel Fattah El-Sisi on this matter.

 

2-The two Presidents reiterated the importance of mobilizing resources to support development projects on the continent, particularly infrastructure projects, taking into account the chairmanship of His Excellency President Abdel Fattah El-Sisi of the Steering Committee of Heads of State and Government of the African Union Development Agency (AUDA-NEPAD), and promoting intra-African trade within the framework of the African Continental Free Trade Area.

 

The League of Arab States:

The two Presidents concurred on the significance of continuing coordination between their countries within the framework of the League of Arab States, including cooperation to revitalize prospects for Arab-African cooperation, in accordance with the resolutions of the 2016 Malabo Summit.

 

UNESCO:

-The two Presidents agreed on the importance of enhancing cooperation between their countries within the framework of the United Nations Educational, Scientific and Cultural Organization, given the significant role it plays in promoting international cooperation in the fields of education, science, arts, and culture, and the positive impact this has on efforts to achieve the well-being, advancement, and progress of their two brotherly peoples.

 

The two Presidents tasked their respective Ministers of Foreign Affairs with following-up on the outcomes of the summit and preparing for the convening of the joint committee between the two countries at a time to be agreed upon through diplomatic channels.

 

At the conclusion of the visit, His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, expressed his sincere gratitude and appreciation to his brother, His Excellency President Ismail Omar Guelleh, President of the Republic of Djibouti, for the warm reception and generous hospitality extended to him and his accompanying delegation in their second home, Djibouti. His Excellency President El-Sisi extended an invitation to President Ismail Omar Guelleh to visit his second home, Egypt, in the near future.

They underscored the outcomes of the Extraordinary Arab Summit held in Cairo on March 4, 2025, and its emphasis on achieving a just and comprehensive peace based on the two-state solution that fulfills the legitimate and inalienable rights of the Palestinian people. This includes their right to freedom and the establishment of an independent and sovereign state along the June 4, 1967 borders, with East Jerusalem as its capital.

2- The two leaders denounced the Israeli decisions pertaining to the cessation of humanitarian aid entry into the Gaza Strip and the closure of crossings used for relief efforts. They called upon Israel to cease its violation of the ceasefire agreement and to return to the negotiating table to agree on the arrangements for the second phase. They stressed the necessity of allowing the resumption of humanitarian aid entry. Furthermore, the two leaders called upon U.S. President Donald Trump and the international community to exert pressure on Israel to abide by the agreements reached. They also expressed their aspiration to cooperate with the U.S. President and all international powers to implement the Arab plan for the reconstruction of Gaza.

3- The two Presidents reiterated the unified Arab position, which enjoys full international support, regarding the categorical rejection of the displacement of Palestinians from their land under any pretext, considering it a violation of international law and a crime against humanity. They stressed the imperative of Israel's adherence to its obligations as the occupying force and to the relevant resolutions of international legitimacy.

 

Syria:

The two Presidents affirmed their support for the national state institutions and stability of Syria, and rejected all forms of violence that would undermine the stability and well-being of the Syrian people. They stressed the necessity of working towards the initiation of a comprehensive transitional process that ensures the participation of all segments of the Syrian people without exclusion.

 

The African Union:

1-The two Presidents confirmed the importance of cooperation between their countries within the framework of the African Union to achieve the goals of Agenda 2063, foremost among which are efforts to enhance peace and security on the continent. This includes post-conflict reconstruction and development efforts and peacebuilding, in light of the leadership of His Excellency President Abdel Fattah El-Sisi on this matter.

 

2-The two Presidents reiterated the importance of mobilizing resources to support development projects on the continent, particularly infrastructure projects, taking into account the chairmanship of His Excellency President Abdel Fattah El-Sisi of the Steering Committee of Heads of State and Government of the African Union Development Agency (AUDA-NEPAD), and promoting intra-African trade within the framework of the African Continental Free Trade Area.

 

The League of Arab States:

The two Presidents concurred on the significance of continuing coordination between their countries within the framework of the League of Arab States, including cooperation to revitalize prospects for Arab-African cooperation, in accordance with the resolutions of the 2016 Malabo Summit.

 

UNESCO:

-The two Presidents agreed on the importance of enhancing cooperation between their countries within the framework of the United Nations Educational, Scientific and Cultural Organization, given the significant role it plays in promoting international cooperation in the fields of education, science, arts, and culture, and the positive impact this has on efforts to achieve the well-being, advancement, and progress of their two brotherly peoples.

 

The two Presidents tasked their respective Ministers of Foreign Affairs with following-up on the outcomes of the summit and preparing for the convening of the joint committee between the two countries at a time to be agreed upon through diplomatic channels.

 

At the conclusion of the visit, His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, expressed his sincere gratitude and appreciation to his brother, His Excellency President Ismail Omar Guelleh, President of the Republic of Djibouti, for the warm reception and generous hospitality extended to him and his accompanying delegation in their second home, Djibouti. His Excellency President El-Sisi extended an invitation to President Ismail Omar Guelleh to visit his second home, Egypt, in the near future.
