Egyptian-Saudi Joint Statement

The closing joint statement on the occasion of His Royal Highness Crown Prince of the Kingdom of Saudi Arabia, Prince Mohammed bin Salman bin Abdulaziz's visit to Cairo and meeting with President Abdel Fattah El-Sisi

Stemming from the solid historical relations, close brotherly ties and common destiny shared by the Kingdom of Saudi Arabia and the Arab Republic of Egypt, their leaders –may Allah protect them- and their two brotherly peoples, and upon an invitation from His Excellency the President of the Arab Republic of Egypt, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Deputy Prime Minister - may Allah protect him - paid an official visit to the Arab Republic of Egypt. His Royal Highness was received at Cairo International Airport by His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, who escorted His Royal Highness to Ittihadia Palace, where an official reception was held.

In a cordial and brotherly atmosphere, embodying the depth of the close and historical relations between the two brotherly countries, an official session of talks was held between His Excellency President Abdel Fattah El-Sisi and his brother, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud. President El-Sisi welcomed Prince Mohammed bin Salman and expressed his pleasure with the visit of His Royal Highness, which frames the distinguished bilateral relations and promotes them to broader horizons in all fields.

During the session, the well-established historical relations between the two brotherly countries were reviewed and the level of cooperation and coordination between them at all levels was lauded. The two sides discussed ways to develop relations in all fields so as to enhance and achieve the interests of the two brotherly countries and peoples. They also tackled the latest developments in the region and the world and stressed the common position and shared destiny on all regional and international issues and developments of common interest.

On the level of economy and trade, the two sides agreed to strengthen the economic partnership in terms of both investment and trade between the two brotherly countries, and promote it to broader horizons to measure up to the strong historical and strategic ties between them by achieving integration between the opportunities available through the Saudi Vision 2030 and Egypt Vision 2030.  The two sides confirmed their determination to increase the pace of investment cooperation and trade, stimulate partnerships between the private sectors in both countries and join efforts to create an encouraging investment environment that supports a number of targeted sectors, including tourism, energy, health care, transportation, logistics, communications and information technology, real estate development and agriculture.

The two sides welcomed the announcement of huge investment and trade deals and agreements between the private sectors in the two countries, amounting to 8 billion US dollars -the equivalent of almost 30 billion Saudi riyals and almost 145 billion Egyptian pounds- during the visit of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud. It was also announced that the Kingdom of Saudi Arabia intends to lead investments in Egypt worth 30 billion US dollars. The two sides affirmed their keenness to boost investments between the two countries and intensify communication between the private sectors in the two countries to explore investment and trade opportunities and facilitate any difficulties they might face.

The two sides also announced, regarding cooperation between them in the field of renewable energy generation, the implementation of an electric power project with a capacity of 10 gigawatts through ACWA Power.

The two sides praised the volume of intra-trade between the two brotherly countries, demonstrating the depth and sustainability of economic relations between the Kingdom of Saudi Arabia and the Arab Republic of Egypt. They agreed to continue coordination and cooperation in the field of marine environment protection and to enhance trade between the two countries, especially in the field of agricultural products, in accordance with the conditions agreed upon between the two brotherly countries. The Kingdom lauded the economic reforms adopted by the government of the Arab Republic of Egypt. The two sides affirmed their keenness to strengthen their joint economic cooperation, which seeks to achieve stability and economic prosperity for the two brotherly peoples, and enhance their ability to overcome the challenges imposed by the recent international crises.

The two sides affirmed their determination to conclude negotiations of an agreement to protect and encourage investment, to be signed and ratified by both sides as soon as possible, within the framework of their joint keenness to provide a safe investment environment and laws that stimulate and attract investment.

In the field of environment and climate change, and stemming from the role of the Kingdom of Saudi Arabia in facing the challenges of climate change, protecting the environment and supporting the Arab Republic of Egypt in hosting the 27th session of the Conference of the Parties (COP 27) to the UNFCCC, the two sides agreed that the Middle East Green Initiative Summit and the Saudi Green Initiative Forum will be held during the convening of the Conference of the Parties on Climate Change in Sharm El Sheikh.

On health and education, the two sides looked forward to enhancing cooperation in the health field and affirmed their keenness to support global initiatives to address current and future health risks and pandemics. They welcomed raising the level of scientific and educational cooperation between the two countries and called for raising the level of cooperation in the fields of higher education, research and innovation, in addition to encouraging universities, scientific institutions and research centers in the two countries to enhance research cooperation in areas of common interest.

On tourism and culture, the two sides stressed the importance of cooperation in the field of tourism, the enhancement of the flow of tourism in the two countries and the exploration of the tourism potential that each country has. This is in addition to strengthening joint action regarding sustainable tourism that benefits the tourism sector and its development, and enhancing cultural cooperation between the two countries and the participation in cultural events and exhibitions held by the two countries.  This is, in addition to unifying views before the international organizations related to cultural affairs, especially with regard to intangible heritage files.

In the political field, the two sides affirmed their determination to enhance cooperation on all political issues and to crystalize common positions that preserve the two countries’ security and stability. They also stressed the importance of continuing coordination and consultation regarding developments in all bilateral and multilateral fora, so as to achieve security, stability and prosperity in the two brotherly countries and the region.

The two sides reviewed regional and international issues of common interest, chiefly the Palestinian issue. They stressed the need to intensify efforts to reach a comprehensive and just settlement of the Palestinian-Israeli conflict and to find a real horizon to return to serious and effective negotiations to achieve peace, in accordance with the principle of the two-state solution, relevant international legitimacy resolutions and the Arab Peace Initiative, so as to guarantee the Palestinian people their right to establish their independent state along the 1967 borders, with East Jerusalem as its capital.

On the Yemeni issue, the two sides renewed their full support for the UN and regional efforts aimed at reaching a comprehensive political solution to the crisis in Yemen, based on the Gulf initiative and its implementation mechanisms, the outcomes of the Yemeni national dialogue, and Security Council Resolution No. 2216. The Egyptian side praised the Kingdom's efforts and its many initiatives aimed at encouraging dialogue and reconciliation among the Yemeni parties and ending the war in Yemen, as well as its role in providing and facilitating access to humanitarian aid in all regions of Yemen. The two sides confirmed their support for the Presidential Leadership Council and entities that support it in order to enable it to exercise its duties in implementing effective policies and initiatives that would achieve security and stability in Yemen. They also affirmed their support for the UN truce agreement in Yemen and welcomed the announcement of its extension. The Saudi side valued Egypt's response to the request of the legitimate Yemeni government and the United Nations to operate direct flights between Cairo and Sanaa, in support of the truce and to alleviate the humanitarian suffering of the brotherly Yemeni people caused by the terrorist Houthi militia. Both sides stressed their condemnation of the terrorist Houthi militia’s attacks on civilian targets and vital facilities in the Kingdom, threats to the security and safety of international sea lanes, as well as its intransigence in the face of efforts for a political solution to end the crisis in Yemen.

On the Iraqi issue, the two sides hoped for the Iraqi parties to reach a formula to form an inclusive government that works to fulfill the aspirations of the brotherly Iraqi people for security, stability, and development and to confront terrorist organizations, as well as advance Iraq's relations with its Arab brothers to broader horizons in light of ties of brotherhood, shared destiny and common goals that bind the peoples of the Arab world.

On the Sudanese issue, the two sides confirmed their continued support for the success of the transitional phase, as well as the importance of dialogue among all Sudanese parties, in order to contribute to preserving the political and economic gains and to achieve unity among all of the brotherly Sudanese people.

On the Lebanese issue, the two sides affirmed their keenness on the security, stability and territorial integrity of Lebanon, stressing the need to continue efforts aimed at preserving Lebanon’s Arab identity and security. They also reiterated the importance of supporting the role of the Lebanese state institutions, adopting the necessary reforms to ensure that Lebanon overcomes its crisis. The two sides also confirmed the importance of preventing Lebanon from becoming a starting point for terrorist acts, an incubator for terrorist groups and organizations that seek to destabilize the region, and a source or transit for smuggling drugs.

On the Syrian issue, the two sides stressed the importance of reaching a political solution to the Syrian crisis that fulfills the aspirations of the brotherly Syrian people and preserves Syria's unity and territorial integrity. They also stressed the need to stop regional interference in the Syrian affairs, which threatens the security, stability, unity and cohesion of Syria's social fabric. They expressed support for the efforts of the UN Special Envoy for Syria.

On the Libyan issue, the two sides stressed the need to preserve Libya’s unity and territorial integrity as well as the need for the Libyan brothers to reach a Libyan-Libyan solution, based on the Libyan ownership of settlement without any foreign interference, leading to holding the presidential and parliamentary elections simultaneously. The Saudi side valued Egypt's efforts to restore Libya's security, unity and sovereignty, and its generous hosting of the work of the Libyan constitutional track, in coordination with the United Nations, which gave room for the Libyan brothers to draw the future of their country.

The two sides stressed the importance of supporting the role of Libyan institutions and assuming their responsibilities. In this context, they lauded the sincere national efforts and the legitimate procedures and resolutions issued by the Libyan House of Representatives, being the elected legislative body that expresses the aspirations of the brotherly Libyan people. The two sides also underlined the need to immediately start the implementation of the exit of all foreign forces and mercenaries from Libya without exception or procrastination within a specific timeframe, in implementation of Security Council Resolutions No. 2570 and 2571, and the outcomes of the Paris Summit, Berlin Conference, League of Arab States, African Union and Libya’s neighboring countries mechanism. They expressed support for the efforts of the 5+5 Joint Military Commission as well as maintaining the ceasefire agreement in order to preserve the security, stability and capabilities of Libya.

The two sides agreed on the necessity of supporting international efforts to prevent Iran from acquiring nuclear weapon, ensuring the peaceful nature of Iran's nuclear program, enhancing the role of the International Atomic Energy Agency and maintaining the non-proliferation regime, in addition to the importance of supporting efforts to establish a zone free of nuclear weapons and other weapons of mass destruction in the Middle East, so as to contribute to achieving regional and international peace and stability and supporting Arab efforts to urge Iran to abide by the international principles of non-interference in the affairs of Arab countries, to preserve the principles of good-neighborliness and to spare the region all destabilizing activities, including supporting armed militias and threatening maritime navigation and international trade lines.

With regard to the Renaissance Dam issue, the Saudi side affirmed its full support for Egypt’s water security being integral to the Arab water security and urged Ethiopia not to take any unilateral measures regarding the filling and operation of the Ethiopian Renaissance Dam. They also stressed the importance of negotiating with good intention with Egypt and Sudan to reach a legally-binding agreement in this regard, in implementation of the presidential statement issued by the Security Council in September 2021, in order to avoid damage caused by this project to the downstream countries, and to enhance cooperation among the peoples of Egypt, Sudan and Ethiopia. The Saudi side expressed its full solidarity with the Arab Republic of Egypt in all the measures it takes to protect its national security.

For its part, the Egyptian side expressed its full solidarity with the Kingdom of Saudi Arabia in all the measures it takes to protect its national security and stressed its rejection of any attacks on the territories of the Kingdom of Saudi Arabia, affirming that the security of the two countries is whole, indivisible.

On security, the two sides lauded the level of security cooperation and coordination between the two countries and expressed their desire to enhance this in order to achieve security and stability for the two brotherly countries. They commended their efforts in the field of combating terrorism and its finance, and their joint efforts within the framework of the Terrorist Financing Targeting Center.

Concluding his visit, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Deputy Prime Minister - may Allah protect him – expressed his appreciation for His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, for the warm reception and hospitality that he and the accompanying delegation received during their stay in their second country, the Arab Republic of Egypt.
