President El-Sisi Receives Minister of Foreign Affairs of the Russian Federation

President Abdel Fattah El-Sisi received today Minister of Foreign Affairs of the Russian Federation Mr. Sergey Lavrov, in the presence of Egypt’s Minister of Foreign Affairs Mr. Sameh Shoukry, Deputy Minister of Foreign Affairs of the Russian Federation Mikhail Bogdanov and Ambassador of the Russian Federation to Cairo.

The Spokesman for the Egyptian Presidency stated that President El-Sisi asked to have his greetings conveyed and appreciation extended to the Russian President Vladimir Putin.

His Excellency stressed his keenness to strengthen the extended and growing partnership with the Russian Federation. These partnership relations are culminated in the Comprehensive Strategic Partnership Agreement that has been ratified by the Egyptian parliament recently.

This agreement -among other projects underway such as the Russian Industrial Zone in east Port Said and El-Dabaa Nuclear Power Plant- would open new broad horizons for bilateral cooperation between the two friendly countries in many fields and joint projects.

For his part, Mr. Lavrov conveyed to President El-Sisi the greetings and appreciation of President Putin.

He stressed Russia's keenness to promote the fruitful and close cooperation existing between the two friendly countries at various levels and the importance Russia attaches to further coordination and consultation with Egypt on various regional and international issues.
Mr. Lavrov also extended Russia’s profound appreciation for the role Egypt plays under the leadership of President El-Sisi, which he described as a fundamental pillar of security and stability in the Middle East and Africa.

The Spokesman added that the meeting discussed a number of issues related to bilateral relations between the two countries, including cooperation at the military and security levels. In this regard, they discussed the mechanism of joint cooperation in the field of security and combating terrorism at the level of the concerned agencies.

Consultations on efforts to resume flights from Russia to Egypt and have been held.

At another level, they discussed the status of El-Dabaa Nuclear Power Plant and the preparations made for the next session of the joint economic committee.

The developments of the most important regional files were also discussed. The President affirmed Egypt's steadfast strategic position based on restoring security and stability, ensuring their sustainability in the countries of the region affected by conflicts, and rebuilding their national institutions to open development prospects.

With regard to the developments of the Libyan issue, the President referred to the existing Egyptian efforts to support the new interim executive authority in Libya in various bilateral, regional and international forums, and to promote efforts aimed to reach a settlement of this issue militarily, politically and economically.

In this respect, the President affirmed the necessity of evacuating Libya from mercenaries and undermining illegal foreign interference in the Libyan affairs in order to help reach the election process in next December.

For his part, the Russian Foreign Minister Sergey Lavrov praised the vital Egyptian role in resolving the Libyan crisis and the President's personal efforts in this regard, which strengthened the political path to reach a solution to the Libyan issue.

This reinforced Egypt's role as a pillar for security and stability in its regional environment. Mr. Lavrov stressed Russia’s keenness to continue intensive cooperation and coordination between the two countries in this important file.

During the meeting, views were exchanged on the developments of the Grand Ethiopian Renaissance Dam (GERD) issue.
The President affirmed that Egypt gives this issue the utmost attention within the framework of defending Egypt's historical rights in the Nile waters, which is considered a national security issue, through reaching a comprehensive and legally binding agreement between the three countries regarding the rules of the filling and operation of the dam.

His Excellency stressed this issue, if not solved, could have negative impacts on the security and stability of the entire region.

The Russian Foreign Minister affirmed his country's firm stance: nothing should prejudice Egypt's historical rights in the Nile waters and any unilateral measures in this regard are rejected. Mr. Lavrov expressed his appreciation for the relentless and sincere efforts that Egypt makes in this regard and his country’s aspiration to reach a solution that achieves the interests of all parties through negotiations as soon as possible.
