“Ladies and Gentlemen,
Ministers of Justice and Interior Affairs and Heads of control and accountability authorities in African countries,
Brothers and Sisters, officials of the African Union and the Association of African Anti-Corruption Authorities,
Allow me at the outset to welcome you all to Egypt and to thank you very much for your keenness to participate in First African Anti-Corruption Forum. This forum is held in Egypt out of the belief of the importance of strengthening joint African action and exchanging experiences in this area, which has become of a high priority at the level of National efforts and the agenda of the African Union. Our efforts need undoubtedly to be united in a coordinated manner in the political, legislative, judicial and control fields so as to combat the scourge of corruption in the economies of States and to raise awareness of this concept along with its dangers and implications. Corruption rattles progress, achievement of sustainable development and the legitimate aspirations of African peoples that are represented in enhancing freedom, equality, justice and dignity. Our precious continent has been lacking resources due to corruption and this is one of the main reasons for the decline in the economic and social components of many African countries.
Ladies and Gentlemen,
Egypt has come a long way in recent years in the fight against corruption in all its forms and has been interested in conducting research, studies and opinion polls in order to track the causes of corruption and to find out the real means of measuring it. The Egyptian interest in this regard is manifested in the fact that the constitution emphasizes the principle of the state's commitment to combat corruption and the imposition of the commitment of the competent regulatory authorities and bodies to coordinate among themselves in the fight against corruption and to promote the values of integrity and transparency in order to ensure the preservation of public funds and to achieve good governance and organize its use for the benefit of the people in the first place. The necessary anti-corruption legislations have been enacted and entered into force as corruption, with all its forms, is one of the most real obstacles to achieving sustainable development as well as establishing the Sub-Coordinating Committee Combating Corruption and the National Anti-Corruption Academy.
Egypt's efforts in this context have not been isolated from the international efforts in combating this phenomenon. Egypt has abided by the international standards and systems of accounting and auditing according to the highest requirements. It also took part in relevant internationalist, African and Arab agreements, the most recent of which is the African Union Convention on Preventing and Combating Corruption that is considered the main legal document for the African continent of anti-corruption. The State has taken legislative reform measures that regulate and comply with all the provisions of the Convention. Moreover, relevant administrations have been formed to combat financial and administrative corruption and to take measures of digitalization so as to enhance the administrative and financial governance and to eliminate bureaucracy.
Ladies and Gentlemen,
We are firmly convinced that the fight against corruption and changing the reality of our continent can only be achieved through concerted efforts, the development of common visions and the strengthening of African coordinating mechanisms to curb corruption on all axes.
Egypt will continue to support the joint efforts aiming to combat corruption at the African level through doubling traineeships provided by the National Anti-Corruption Academy to the cadres in the African law-enforcement bodies. Egypt also welcomes cooperation with its African brothers and relevant African Union bodies to share the best practices in this field. In this context, we also affirm that it is important to deepen international cooperation with the main partners of Africa at various levels to make the most of it as desired.
In conclusion, I wish you all the best in directing the work of this forum in a way that supports the development efforts in our continent. I also hope that the Forum would be an African platform for maximizing cooperation in the field of exchange of information and expertise at the judicial, security, legislative and regulatory levels as well as an effective mechanism for communication with international partners.
May God help us and you to achieve growth and prosperity of our African countries and peoples.
