Joint Statement on the State Visit by Amir of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah

Grounded in the firm historical and robust bilateral relations between the Arab Republic of Egypt and the State of Kuwait and their brotherly peoples, and driven by their joint commitment to strengthening their strategic partnership, and upon an invitation by His Excellency President of the Arab Republic of Egypt, Abdel Fattah El-Sisi, His Highness the Amir of the State of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, payed his first official visit to Egypt as Amir of the State of Kuwait.

The Arab Republic of Egypt and the State of Kuwait issued a joint statement on the state visit by His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, to Egypt.

According to the joint statement, His Excellency President of the Arab Republic of Egypt, Abdel Fattah El-Sisi, and his brother His Highness the Amir of the State of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, held a bilateral session of talks, followed by an expanded meeting attended by the two countries’ delegations. The meeting thoroughly discussed bilateral relations between Egypt and Kuwait. The two sides expressed mutual appreciation of and lauded the profound and vigorous relations they share across various official and popular levels and their unwavering solidarity across an array of pivotal and critical junctures, in a manner that clearly demonstrated their mutual commitment to ensuring and safeguarding their security and interests and their firm keenness on protecting the indivisible joint Arab security.

The two sides explored various facets of their joint cooperation in the sectors of investment, trade, energy, infrastructure, healthcare, education, culture and tourism. They lauded the ongoing progress in these sectors and the steady growth in the two countries’ economic and trade relations, which reflects the common interests they share and the State of Kuwait’s status as a key partner of the Arab Republic of Egypt in the sectors of investment, trade and other avenues of economic cooperation.

In the joint statement, the Kuwaiti side commended the unprecedented development progress underway in Egypt across all sectors, noting Egypt’s persistent efforts to enhance the investment climate and foster a conducive environment by removing obstacles for investors. His Excellency President El-Sisi valued the care the Egyptian community in Kuwait receives. The two sides confirmed their determination to forge closer trade and investment ties in the coming period, in a manner that shall achieve their shared interests, while directing officials in both countries to undertake the necessary measures to attain this goal and prepare for convening the 13th session of the Egypt-Kuwait Supreme Joint Committee in the coming few months to contribute to further advancing joint collaboration efforts.

The two sides also valued their countries’ reciprocal support within various international fora, which represents a cornerstone for advancing joint interests. Those include Kuwait’s endorsement of the nomination of Egypt’s candidate, Dr. Khaled El-Enany, for the position of Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO), as well as Egypt’s support for Kuwait’s candidacy for membership in the United Nations Human Rights Council for the period from 2024-2026.

According to the joint statement, the Arab Republic of Egypt and the State of Kuwait commended the close coordination on regional and international issues of mutual concern. They emphasized the need to promote the culture of peace, dialogue and diplomatic settlement of conflicts and disputes in the Middle East region in order to achieve development and peaceful co-existence among its countries, in line with the values of tolerance, respect for states’ sovereignty over their territories and non-interference in their internal affairs.

His Excellency President Abdel Fattah El-Sisi and His Highness the Amir of the State of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, were in alignment with regard to the vital need to reach an urgent, immediate and enduring ceasefire in the Gaza Strip and on the critical importance of ensuring the unfettered, adequate and sustainable delivery of humanitarian aid and relief to the Palestinian people in the occupied territories. They also agreed on the necessity to implement the relevant UN Security Council resolutions, including the latest UN resolution 2720 and the establishment of a UN mechanism inside the Gaza Strip to facilitate the flow of humanitarian assistance into the sector. They also confirmed their categorical rejection of Israel’s ongoing military operations and their possible expansion into the Palestinian city of Rafah. The two leaders warned against the dire humanitarian consequences of such a move, and underscored the gravity of the Israeli practices that could broaden the geography of the conflict and jeopardize security and stability in the region as well as international security and peace.

In their joint statement, the two sides reiterated the crucial need for the international community to assume its responsibility in settling the Palestinian cause, through the implementation of the two-state solution, embodied in a Palestinian State along the June 4, 1967 borders with East Jerusalem as its capital, in accordance with the relevant international resolutions. Egypt and Kuwait also confirmed their unequivocal rejection and absolute condemnation of all endeavors to liquidate the Palestinian issue, of Israel’s violations of international law and international humanitarian law and of all attempts to forcibly displace the Palestinians from their lands in Gaza and the West Bank, including East Jerusalem. They affirmed their unwavering commitment to the right of return for Palestinian refugees and UN General Assembly resolution 194, stressing the utmost importance of the role of The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), rejecting the deliberate targeting of the relief and human development agency and emphasizing the need to support it financially.

The two sides stressed the necessity of respecting the sovereignty, unity and territorial integrity of the State of Libya and rejected all types of foreign interference in its affairs. They also stressed the importance of supporting Libyan national efforts within the framework of the principle of Libya’s exclusive ownership of the political settlement. They praised the efforts of the Libyan legislative authority in this regard and its endorsement of electoral laws in fulfilment of the necessary frameworks for holding presidential and parliamentary elections simultaneously as soon as possible, in a manner consistent with the political agreement signed in Skhirat in 2015, the Libyan Constitutional Declaration and its amendments, and resolutions for settling the Libyan crisis, including the relevant Security Council resolutions. The two leaders also stressed the need for all foreign forces, fighters and mercenaries to leave Libya within a designated time frame, the disbandment of the militias, and the reunification of the military and security institutions under a unified executive authority capable of ruling the entire Libyan territories and representing the Libyan people.

On Sudan, both sides stressed the inevitability of reaching an immediate and sustainable ceasefire in Sudan and rejected foreign interference to support any of the parties militarily. They also stressed that any real political solution must be based on a Sudanese vision purely stemming from the Sudanese people without dictates or pressure from any foreign party, as well as taking decisions that contribute to resolving the crisis, based on the unity and sovereignty of Sudan and preserving the state’s national institutions and preventing them from collapsing, in consultation with the proposals of effective regional institutions and organizations, most notably the Jeddah Platform, the mechanism of Sudan’s neighboring countries, the African Union and the League of Arab States, in order to preserve the interests and capabilities of the people of Sudan, the peoples of neighboring countries and the security and stability of the region as a whole. They also stressed the importance of providing support to Sudan’s neighboring countries as they are the most affected by the consequences of the crisis and have received large numbers of Sudanese since the beginning of the conflict, including Egypt, which alone has received more than half a million Sudanese.

The Kuwaiti side affirmed its country's full support for Egypt’s water security, given that it is integral to Arab water security. High Highness the Amir of the State of Kuwait stressed his country's complete rejection of any action or measure that affects Egypt's rights to the waters of the Nile and stressed solidarity with Egypt in taking measures to protect its security and water interests. This is while expressing deep concern about the continuation of unilateral measures that would harm the water interests of Egypt and Sudan.

The two sides emphasized the importance of the security and stability of navigation in the region’s waterways in accordance with the provisions of international law and conventions, including the United Nations Convention on the Law of the Sea of 1982, in order to ensure the freedom and smoothness of navigation and provide security and stability therein.

The two sides also stressed the importance of completing the demarcation of the Kuwaiti-Iraqi maritime boundary beyond mark 162 in accordance with the rules of international law, stressing the need for respecting the sovereignty of the State of Kuwait over its land and maritime territories in line with the Security Council Resolution No. 833 of 1993.

The two sides addressed the issue of Khor Abdullah. They stressed the need to adhere to the marine navigation agreement in Khor Abdullah, signed between Kuwait and Iraq on April 29, 2012, which came into force on December 5, 2013 after its ratification by both countries and was jointly deposited with the United Nations on December 18, 2013. This is in addition to the security exchange protocol and the map attached to it, signed by them in 2008, stressing the importance of ensuring the security and safety of navigation in the Khor Abdullah waterway and the necessity of securing it against cross-border terrorist or criminal activities.

The two sides underscored that the Dorra field is entirely located within the State of Kuwait’s territorial waters and that the ownership of the natural resources in the submerged area, adjacent to the divided zone in which the entire Dorra field is located, belongs only to the State of Kuwait and the Kingdom of Saudi Arabia based on the agreements concluded between them and rejecting any claims of the existence of rights for any other party in that area.

During the visit, President Abdel Fattah El-Sisi granted his brother, His Highness Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, the Order of the Nile, to deepen and embody the strong relations that bind the two brotherly countries.

In conclusion of his visit, His Highness Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah expressed his deep appreciation to his brother, His Excellency President Abdel Fattah Al-Sisi, for the warm reception and generous hospitality that His Highness and the delegation accompanying him received in the Arab Republic of Egypt.
